Minnesota's Revised Alternative Form of Regulation (AFOR) Plan

Qwest Corporation d/b/a CenturyLink QC (CenturyLink) currently operates in Minnesota under an alternative form of regulation plan (AFOR). The purpose of an AFOR plan is to provide a telephone company's customers with service of a quality consistent with public utilities commission rules at affordable rates, to facilitate the development of telecommunication alternatives, and to provide, where appropriate, a regulatory environment with greater flexibility than is available under traditional rate-of-return regulation.

CenturyLink has elected to extend its current AFOR plan, upon its expiration on December 31, 2013, through December 31, 2016.

CenturyLinks election to extend the plan maintains the rates for basic local residential service at their level in effect on December 31, 2013, through the duration of the plan. The election does not, by itself, affect the rates for any other services you obtain from CenturyLink. Any potential rate increase or decrease during this extended period will have to meet the requirements of this AFOR before being effective.
