Description

The Access Service Coordination-Exchange Company (ASC-EC) process identifies the responsibilities of each Access Provider (AP) when jointly providing access service. Arrangements are established on a LATA wide basis and are negotiated between APs. The Access Customer (AC) will identify the AP responsible for over-all coordination of an access order.

CenturyLink is usually the ASC-EC unless the exception identified below exists:

    Note: When processing circuit related to CenturyLink MOE (Metropolitan Optical Ethernet) service, CenturyLink will be the ASC-EC.

    Note: When processing DS3 circuits riding a SHNS ring the ASC-EC will be the company providing the Access Nodes on the ring. When Access Nodes are located in CenturyLink AND ILEC territory, the ASC-EC will be the same as the initial install of the ring. For example, if an OC48 SHNS ring has Access Nodes in Verizon and CenturyLink territories and the original ASC-EC was CenturyLink, the ASC-EC for circuits riding the ring will be CenturyLink.

AT&T Exceptions

CenturyLink will not be the ASC-EC for private line DS0 between Alexandria and St. Cloud, MN when AT&T is the AC. Also CenturyLink will not be the ASC-EC when the circuit is provisioned between AT&T's ACTL/POI/COLLO at Owatonna and the access tandem at Mankato. This exception for AT&T applies to the following NPA/NXX's:

Hickorytech: Mankato Citizens 507-344, 345, 386, 387, 388, 389, 625
Hickorytech: Mid-Communications 507-243, 245, 257, 278, 524, 546, 549, 674, 726, 869, 947
Embarq 507-375

Availability

Access Service Coordination-Exchange Company (ASC-EC) is available where facilities exist throughout Legacy Qwest's 14-State local service territory.
