Description

Transfer of Responsibility (ToR) is required to change the CLEC ownership entity identification for the Collocation and all working subtending circuits. A Circuit Batch Transfer of Responsibility (Batch ToR) offers CLECs the ability to order a ToR of all subtending circuits connected to the Collocation in a bulk format. Instead of placing individual ASRs/LSRs the CLEC may submit their transfer requests of 200 or more subtending circuits (Batch) via a spreadsheet(s) instead. CenturyLink™ will then use an automated internal process to enter and process these requests.

Terms and Conditions

The Circuit Batch ToR process is valid only for the transfer of subtending circuits. Standard Collocation Transfer or Responsibility processes must be used to transfer a Collocation site(s).

CLECs will be required to sign a Circuit Batch ToR Amendment and have all current ToR terms in their ICA.

Each Collocation Site (CLLI/ACTL) is a separate ToR Project.

Each ToR Project will be evaluated when submitted to determine if it meets the criteria for the ToR Batch process.

If there are working circuits associated with the Collocation site to be transferred, the vacating or assuming CLEC must complete the appropriate Transfer of Responsibility Circuit Batch Spreadsheet (see below) and submit along with the Collocation Transfer of Responsibility application.

If the vacating CLEC is unable to provide Collocation inventory, see Agency Partner Agreement (APA) in Proof Of Authorization / Letter Of Agency / Agency Partner Agreement or contact your Wholesale Collocation Service Manager for assistance.

The CLEC will be responsible for providing a separate spreadsheet for each subtending Unbundled Network Elements (UNEs), e.g., Unbundled Local Loop, Enhanced Extended Loop (EEL), Loop Mux Combination (LMC), Line Sharing, Line Splitting, Loop Splitting and Unbundled Dedicated Interoffice Transport (UDIT). Orders to transfer Local Interconnection Service (LIS) trunks, ancillary services (e.g., Signaling System 7 (SS7), 911, Operator Services) with no translation activity, Dark Fiber, and Private Line Transport (PLT) will be processed based on the information provided on the spreadsheet.

Threshold for offering Circuit Batch ToR is equal to or greater than 200 circuits per Collocation site (CLLI/ACTL).

If there are less than 200 circuits subtending the collocation site, then the Circuit Batch ToR process does not apply.

All circuits, not dependent on product type, within the Collocation Site (CLLI/ACTL) will be considered for determining the ToR Batch threshold, even though they must be submitted on separate tabs of the Excel Spreadsheets by product.

Each Circuit Batch ToR project requires a new MACRO for each product type.

Submission of new connect, change and disconnect orders will be restricted from quote acceptance of the Collocation ToR application until the Circuit Batch transfer of the working circuits is complete. If new connect, change, and disconnect orders need to be submitted between quote acceptance and the completion of the transfer, it will be handled on an ICB and could affect the Ready for Service (RFS) date.

All work in progress related to the Collocation site and/or associated working circuits (if applicable) must either be completed or cancelled by the vacating CLEC prior to quote acceptance.

Rate Elements

In addition to the Collocation ToR NRCs, the Circuit Batch ToR charge (per circuit transferred) apply.

Ordering

The Collocation Transfer of Responsibility Application form requires the submission of information for both the vacating and the assuming CLEC.

The Collocation Transfer of Responsibility Application form is located in the Applications and Alternate Point of Termination (APOT) forms section of the Collocation - General Information PCAT.

The Collocation Transfer of Responsibility Application should be submitted to rfsmet@centurylink.com.

Accurate and full disclosure on the Transfer of Responsibility Circuit Batch Spreadsheet is necessary in order to facilitate a timely transfer. A separate spreadsheet will be required for each product type (e.g. UDF, LIS Trunks, PLT) If orders are placed after the submit date of the Collocation Transfer of Responsibility Application, a revised spreadsheet will be required.

If a Circuit Batch Transfer of Responsibility Spreadsheet is not submitted, and in its place a standard Collocation Transfer of Responsibility spreadsheet is submitted, CenturyLink will assume that the CLEC is not choosing the Circuit Batch option, and requests will be submitted via LSR(s) and/or ASR(s).

Provisioning and Installation

Collocation Transfer of Responsibility with working circuits - transfer of a single site with working circuits the completion interval is generally 50 calendar days from quote acceptance, assuming that the total number of working circuits is less than 1000. Collocation Transfer of Responsibility Applications submitted for multiple sites will be handled on an ICB regardless of the number of working circuits.

Collocation Transfer of Responsibility Applications submitted for single sites with 1000 or more circuits will be handled on an ICB basis.

Subsequent Collocation Transfer of Responsibility Applications received within 60 calendar days of the original submission will also be handled on an ICB.

Billing

CenturyLink will bill for Circuit Batch ToR Non-Recurring rate for each circuit transferred.

The vacating CLEC is obligated to pay all recurring charges associated with the subtending circuits until CenturyLink completes the Transfer of Responsibility request. With the Transfer of Responsibility (ToR) Circuit Batch process offering, because there are no ASRs/LSRs, the Due Date and Effective Bill Dateis based on the submit date of the spreadsheet by product and that product's Standard Interval. The Effective Bill Date assigned to each spreadsheet in the ToR Circuit Batch project will be the date that billing changes from the vacating CLEC to the assuming CLEC.

Recurring charges are based on the customer's Interconnection Agreement.

The assuming CLEC will be responsible for the ongoing monthly charges for the working circuits and charges for the Batch Transfer of the working circuits.

To receive the Circuit Batch ToR rate, the CLECs Interconnection agreement must contain associated terms and rates.
