Exact address matches for Qwest new loop orders are significantly lower than other ILECs with which we are in production (i.e. 38% compared to between 60% - 80% for other ILECs). This is primarily due to an additional "CALA" field required by Qwest pre-ordering system. The CALA field helps Qwest determine from which region a customer address originates (for example: Bellevue or Seattle in the state of Washington). Qwest does not provide a mapping table to help us deterministically figure out which addresses map to which regions, so in cases where multiple CALAs are returned, our Covad systems consider the address a "no match". Covad is requesting that either the CALA requirement be lifted for pre-order address validation or that Qwest provide an address mapping table to help us deterministically select the regions associated with our address submissions. This CR will help Covad and other co-providers scale operations more efficiently.
