11/20/03 CMP Systems Meeting This CR has been denied.

10/16/03 CMP Systems Meeting Connie Winston/Qwest that the initial view from the Triennial Order indicates that Qwest would not be entertaining this CR in the future. John Berard/Covad said that their interpretation is that for at least for the next 2 1/2 to 3 years that Line Sharing has been grandfathered. Connie Winston/Qwest stated that it is Qwest's position that this CR not be eligible for the vote. Connie stated that an off-line call would be scheduled to discuss further. This action item will remain open until a call is scheduled.

9/18/03 CMP Systems Meeting John Berard/Covad asked where the SCR010202-02X Shared loop on resold lines was located in the package. Kit Thomte/Qwest stated that in the August Systems CMP meeting, the decision was made to change the status of the CR to deferred. Lynn Notarianni/Qwest said that part of the discussion last month was the timing of the Triennial Review (TRO). Lynn said that she would like to take an action item to go back and review the TRO to see where this CR fits timing wise and in terms of Qwest having to file testimony. Lynn said this would help in determining whether it makes send to bring this CR forward in October.

8/21/03 CMP Systems Meeting Liz Balvin/MCI said that MCI disagrees with this denial as it was based on the Triennial Review that has not come out. She also said that she did not think that a CR could be denied on a review that is not yet available. Bonnie Johnson/Eschelon asked if Qwest would agree to allow the CR to remain in the vote pending review of the Triennial Review. Liz Balvin/MCI reviewed the following excerpt noted on the CR from the meeting minutes dated 7/17/03: ‘Cindy Buckmaster/Qwest stated the Qwest does not intend to offer this Product. Cindy also stated that the high level overview of the Triennial Review indicated that ILECs will not be required to provide access to the High Frequency portion of the loop, thus potentially phasing out all shared services.’ Lynn Notarianni/Qwest stated that everyone is waiting on rules around the things we will have to implement. The next step will be the individual state proceedings and then the orders will be applied. Lynn noted that she also thought nothing will be resolved in a timeframe that will work for the 15.0 development team considering where they would be in the lifecycle of the candidate for the 15.0 release before a true decision could be made. Stephanie Prull/McLeod said that this is a product currently available today. Jim Maher/Qwest said that the product is not available today. Liz Balvin/MCI said that Qwest denied the request as economically not feasible. Bonnie Johnson/Eschelon stated that she thought basing responses on press releases is not beneficial to anyone. Bonnie asked if this CR could be moved to deferred and to Lynn’s point maybe by the time the review comes out, we can determine which way we need to proceed. Bonnie also said that the CLEC Community does not feel that it is appropriate to deny based on an order that has not even come out yet. Kit Thomte/Qwest stated that Cindy Buckmaster/Qwest said that once the Triennial Review came out, she would be willing to reconsider the direction we have taken on this request based on the outcome of the review. Bonnie Johnson/Eschelon said that we could lose another 6 months if we went that route. Connie Winston/Qwest stated that from ITs perspective that they agree with the idea of placing the CR into a deferred status as IT does not believe that the CR should be eligible for the vote. Judy Schultz/Qwest stated that she thought moving this CR to deferred is a good solution. Liz Balvin/MCI said that she agreed with the deferred status. Kit Thomte/Qwest stated that this CR would be moved to deferred.

7/17/03 CMP Systems Meeting Cindy Buckmaster/Qwest provided the history and background associated with this change request. Connie Winston/Qwest stated that we did validate the LOE and determined that the LOE did not change. Cindy Buckmaster/Qwest stated that Qwest does not intend to offer this Product. Cindy also stated that the high level overview of the Triennial Review indicates that ILECs will not be required to provide access to the High Frequency portion of the loop, thus potentially phasing out all shared services. Cindy Buckmaster/Qwest stated that Qwest will be denying this request. John Berard/Covad stated that they have a different understanding of the Triennial Review and that the line-share will be around for at least three more years. Stephanie Prull/McLeod asked if Twin Rivers withdrew this CR, could another CLEC sponsor. Cindy Buckmaster/Qwest stated that there is no product to offer and this CR would be denied. AT&T stated that they would like this CR to remain open until the Triennial Review Connie Winston/Qwest said that we could change the status to a Hold/Deferred Status. Liz Balvin/MCI stated that Qwest should formally deny so that we can understand in writing why Qwest is denying this CR. Kit Thomte/Qwest stated that Qwest will move forward with the formal denial on this CR. Bonnie Johnson/Eschelon stated that she concurs with the denial.

3/20/03 CMP Systems Meeting Kit Thomte/Qwest stated that Qwest held created an action item to discuss SCR010202-02X with Twin Rivers. Kirk Hundertmark/Twin Rivers stated that he could not provide DSL to his customers and that he has to refer them to go back to Qwest and they end up getting 3 months free. He said that he wants to split and put DSL on the line and said that he already has some customers with that arrangement. Liz Balvin/WorldCom said that this is the shared loop on resale line issue. There is an open system CR but you cannot support manually. Brett Fesler/Qwest stated that we cannot support manually and that there is an issue with the billing and IMA system. Bonnie Johnson/Eschelon questioned why that would not allow him to do business. Cindy Buckmaster/Qwest stated Twin Rivers is asking for data over resold lines. The high bandwidth is not Qwest’s to sell. The RSID account belongs to the CLEC and the ZCID belongs to the DLEC. Kirk Hundertmark/Twin Rivers asked how Qwest was billing them today and stated that he has audited these circuits and Qwest is billing. Cindy Buckmaster/Qwest stated that she was not sure but believed that the circuit is not be provisioned in the factor that is being requested in this CR.. Kirk Hundertmark/Twin Rivers said that he just wanted to put DSL on the Resale line. Cindy Buckmaster/Qwest said that Qwest does not have the ability to do a separate data over voice on Resale. Kirk Hundertmark/Twin Rivers asked if he owned both pieces then why couldn’t Qwest provide a manual work-around Qwest had asked the team in the past to find out the forecast and the need from the CLEC community for this. This CR went through prioritization and was not ranked high. Cindy Buckmaster/Qwest added that at that time, it was presumed that the CR would be closed. Thru the re-design effort, the CR stayed in effect for re-prioritization for each release. Liz Balvin/WorldCom stated that the reseller is not a CLEC and with UNE-P you have a LOA and have a customer of record. Brett Fesler/Qwest suggested that Twin Rivers could go with UNE-P. Over UNE-P Qwest can provide data, that is the Line Sharing Product. Kirk Hundertmark/Twin Rivers said he could but would be billed by the minute instead of the flat rate and was told by my Service Manager that the overall cost would be higher. Cindy Buckmaster/Qwest stated that the rate structure is different. Lynn Notarianni/Qwest stated that she did not think that the CLEC is billed by minutes for use of the voice circuit and that the minutes of use would be for the billing of their customers. Kit Thomte/Qwest stated that Cindy Buckmaster/Qwest will research and rejoin the call. Brett Fesler/Qwest stated that he contacted the Product Manager and found that it is usage sensitive, but that it’s still a lower rate than the reseller price. Kirk Hundertmark/Twin Rivers said that it is not what they were told. Connie Winston/Qwest said that we could take this discussion offline and work with the product manager and service manager. Kit Thomte/Qwest agreed and that we would initiate an action item that the internal discussion takes place and the service manager will get back to Twin Rivers. Liz Balvin/WorldCom asked what would the system CR would do. Cindy Buckmaster/Qwest re-explained that the CR was moved to systems for the prioritization process only. Qwest has not moved in the direction of determining how to provide Data over a Resold circuit. Liz Balvin/WorldCom asked if the RSID would ever be used again. Cindy Buckmaster/Qwest said that the system analysis was done separate from the product analysis. Connie Winston/Qwest stated we were waiting for the product definition on the system side and if we move forward it would probably have a separate definition and would need to be re-LOE’d. Liz Balvin/WorldCom asked if this would this be on the 14.0 list. This CR will remain on the 14.0 Prioritization.

7/18/02 CMP Systems Meeting SCR010202-02X Shared loop on resold lines. (Cross-over CR PC010202-2X) (Originated by Twin Rivers Valley Telephone) Michael Buck/Qwest stated that this cross-over CR was discussed yesterday in the Product/Process Meeting and will be included in the 12.0 vote. The Product/Process CR will be closed. Mike Zulevic/Covad asked for a recap of the CR. Michael Buck/Qwest reviewed the CR. Upon researching, IMA needs updating to support this request. Qwest wanted to understand volumes and Qwest did not receive volume estimates. We know that there is a system change and that why this is treated as a crossover CR. Mike Zulevic/Covad expressed interest in this CR. The LOE is provided in the CR response and is eligible for the 12.0 vote. 7/18/02 CMP Systems Meeting Kirk Hundertmark/Twin Rivers Valley Telephone discussed this CR (Also see discussion and notes in Attachment E Crossovers). An action item has been opened to work with Twin Rivers Valley Telephone to understand all issues and concerns associated with this CR. Kirk Hundertmark requested that this CR to be a high priority.

2.0 Review Requested (Description of) Change: Twin Rivers Valley Telephone (TRV) is a re-seller of Qwest dial-up services in Iowa. TRV does not maintain a co-location presence in any Qwest Central Office (CO). TRV is requesting a process from Qwest; whereby TRV can provide DSL to TRV telephone Resold Customers.

3.0 Confirm Areas & Products Impacted {read from change request, modify if needed} Appropriate products & areas identified in CR.

4.0 Confirm Right Personnel Involved {ensure the Qwest SME can fully answer the CLEC request. Confirm whether anyone else within Qwest has been involved with this issue, or whether we need to bring anyone else in} Qwest & TRV confirmed appropriate personnel were in attendance.

5.0 Identify/Confirm CLEC’s Expectation {Identify specific deliverables from CLEC – what does Qwest have to do in order to close this CR? (in measureable terms ie provide a documented process, change a process to include training etc)} TRV is requesting Qwest to allow TRV to provide DSL (shared loop) to it’s telephone Resold Customers. Qwest had investigated the original CR in the winter/spring of 2002. As a result of Qwest’s investigation and the current environment, Qwest would supply the following information:

There is not currently a product in the Line Sharing product line that affords this capability Related products in the Line Sharing product line do not recover our costs, as many state rates are set at $0

Due to the fact that Qwest does not recover cost on these products, Qwest is unwilling to further develop this product line. As a result, Qwest respectfully denies this change request as economically not feasible.

Qwest has reviewed the information submitted as part of Change Request SCR010202-2X. Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an Level of Effort (LOE) of 3925-6525 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.
