Description Of Change
Per FCC Order 09-41, the interval for Simple Ports requires a change to be one business day for intermodal port out and intermodal port in. This includes wireline-to-wireline, wireline-to-wireless, wireless-to-wireline, and VoIP ports.

Affected entities are ordered to comply with this change by July 30, 2010 with the ability to process port requests. An update to IMA, fax gateway, and related system/processes is required to comply with this Order.

The proposed implementation date is 8/2/10.

09/15/10 Systems CMP Meeting Mark Coyne – Qwest indicated that Qwest is requesting to close this CR. Last month there were a number of XML migrations that were taking place mid August. They have been completed. There were some issues but they have all been resolved. Mark asked if there were any objections to closing this CR. There were none.

08/18/10 Systems CMP Meeting Mark Coyne – Qwest indicated that this went in on IMA Release 28.0 on August 2, 2010. There are XML migrations this weekend so we will take a look at this CR again in September.

07/21/10 Systems CMP Meeting Mark Coyne – Qwest indicated that this CR is scheduled for August 2, 2010. The release looks good but Qwest is continuing to test. The First Look at Production test will take place on Sunday, August 1, 2010 from 4:00 – 6:00 pm. There were no questions.

03/17/10 Systems CMP Meeting Susan Lorence-Qwest relayed that we would discuss the LOEs for mechanical and manual solutions associated with the FCC mandate CR SCR011910-1RG, FCC LNP Simple Port Request – Interval Reduction to One Business Day which was presented in January. The LOE for the IMA mechanical solution is 9616 – 14,424 hours and the functionality includes the simple port interval reduction from 54 to 48 or 24 hours, completion notices and HSI retention. The LOE for the manual solution is 10,630 to 15,945 hours and includes Fax Gateway impacts and Fax Gateway email requests. Susan relayed that rather than being only a mechanical or manual solution, both of these solutions will be provided in the IMA R28 scheduled for August 2, 2010 and the full release schedule was available in Attachment N. Susan relayed there were some questions in the January meeting when the CR had been presented. When Release 28 is implemented, only the regular LSR would be used and not the simple port form. For Releases 26 and 27, CLECs will have access to the simple port request but must use the SPR form for the shortened interval. Another question from the January meeting was whether the DL had changes and Susan relayed there will be no changes to the DL. Carolyn Brown – Qwest said the discussion from the January meeting included the question whether the SPF form would be decommissioned with Release 28 and she said it would be. Bonnie Johnson – Integra identified that she understands that the Industry has recommended 14 core fields and questioned whether Qwest will be moving to the 14 fields. Carolyn Brown – Qwest said the 14 core fields is currently under comment with the FCC and there was no decision yet. Carolyn said Qwest is aware of what comments have been made and is making plans to accommodate. Peter Cole – AT&T questioned whether the Regular LSR could be used with Release 26 and 27 with the 1 day due date. Carolyn Brown – Qwest said no if the Release is 26 or 27, the SPR form must be used. Chuck Anderson – Qwest said with Release 26 or 27, a customer must use the SPR form to get the shortened interval. If a customer submits an LSR, EU and NP is not considered simple port. Jeff Sonnier – Sprint questioned if a customer is on Release 26, can they skip Release 27 and to directly to Release 28? Carrie Bousfield – Qwest said yes, in this instance they could – only with the August 22 mid-cycle date. Carrie said customers should let her know if they want to do that. She said she was scheduling mid-cycle dates but there cannot be a mid-cycle date that is on the same date as the release weekend. There are two options with IMA Release 28: Option 1 – use the IMA GUI for the shortened interval until converted to R28 on Aug 22 Option 2 – have a mini implementation the month prior when SATE is avail in July. Switch your trading partner to 28.0 on Aug 2. Carrie said the only drawback is that in-flight orders cannot to be converted. She said the functionality is in the release but more coordination is required. Carrie said it would be smoother if customers go with the Aug 22 date. Mindy Chapman – Neustar questioned whether for simplicity, is there the possibility that the customer could stop submitting orders. Carrie Bousfield – Qwest said the customer has the choice when to stop. Jeff Sonnier – Sprint asked if conversion of in-flight orders is automatic on Aug 22, or is there a need to call. Carrie Bousfield – Qwest said it is the same process like this weekend when migrating from release 25.0 to 26.0. In August, a customer can migrate from Release 26 to 28. Mindy Chapman – Neustar said the simple port goes away and the regular CB request is correct. Mindy questioned whether Qwest would take ownership to determine if the order qualifies for simple port. Carolyn Brown – Qwest said Qwest will validate whether the request qualifies for simple port based on the due date. . Chuck Anderson – Qwest said Qwest is not going to count for 14 fields to determine if it is a simple port out. IMA will be using the FCC guidelines to determine simple port eligibility. Mindy Chapman – Neustar said as long as the order does not hit any other rejects, it will go through Chuck Anderson – Qwest said we will use PIA when they ask for a shorter due date when the request is ineligible for it. Mindy Chapman – Neustar said Qwest will use PIA vs. rejecting the order. Peter Cole- AT&T questioned whether Aug 22 is the only date that can skip from R26 to R28. Carrie Bousfield – Qwest confirmed that Aug 22 is the only date and it is due to the number of releases this year since the next release date is November.

02/17/10 Systems CMP Meeting SCR011910-1RG - FCC LNP Simple Port Request Interval Reduction to One Business Day Mark Coyne-Qwest provided a reminder of the timeline for this FCC mandate. The Regulatory CR was presented as a walk on last month. Customer comments were due 2/5/10 to document any reasons why anyone would object to the CR as Regulatory. Mark said no comments were received so no vote is required. In the March meeting, the LOEs will be presented for manual and mechanical solutions. Qwest is still determining business and functional specifications and continuing to work on details. Mark relayed there is an FCC LSR comment period currently out on proposals for standardized data fields. This CR is scheduled to be implemented on 8/2/10 in IMA Release 28.

01/20/10 Systems CMP Meeting Carolyn Brown – Qwest presented a new walk on Regulatory CR associated with the FCC Order 09-41. The CR is addresses the work required to reduce porting to one business day. Carolyn relayed there is a lot of work to document what one business day means. The implementation date is end of July 2010 for larger companies and 2011 for smaller companies. Carolyn relayed that changes are generally associated with increased edits to confirm the Due Date and that the request meets the requirements of a simple port. The request will be submitted on a regular LSR. Jeff Sonnier – Sprint questioned when Qwest will be sending information in regard to the move to the regular LSR vs. using the Simple Port form. Mark Coyne – Qwest relayed that per the OSS Calendar for the IMA R28.0, the Initial Tech Specs will be available on May 21 with the Final Tech Specs available on June 18. Kim Isaacs – Integra questioned whether Qwest would be removing the Simple Port form altogether. Carolyn Brown – Qwest responded that those details have not been resolved yet. Kim Isaacs – Integra relayed that the change to use the LSR is counterintuitive: If a customer wants a simple port, fill out the regular LSR; and if not, use the Simple Port form. Carolyn Brown – Qwest relayed that the LNP Working group and NANC requires looking at the standard LSR and that there will be a notice that will put the use of the LSR standard form out for comment and that Qwest is caught in between. Kim Isaacs – Integra asked if the Simple Port form is filled out, can the customer ask for one day DD and expect to get it? Or, if the one day interval is submitted on the standard LSR, what fields will be used to validate. Carolyn Brown – Qwest relayed that the PIN field is not even on the LSR form. Jeff Sonnier – Sprint questioned since the direction is to go back to the LSR, will there be enforcement of no changes to the DL with this? Bonnie Johnson – Integra provided additional information in regard to this change. The industry recommended that the FCC “bless” that simple port is reciprocal. Qwest will be implementing this change in August 2010. If a smaller carrier has not implemented this simple port change, that smaller carrier cannot request a simple port with a larger company if the smaller carrier is not able to process a simple port in the shortened interval. Both Mark Coyne-Qwest and Carolyn Brown – Qwest acknowledged that information was a good clarification.
