Description Of Change
AT&T would like to pursue a Systems CR to create another mechanism for CLECs to segment customers for loss/completion reports and DUF files, etc. As explained in the initial CR, AT&T has several business units

that need separate transmission of certain files. AT&T requested RSID/ZCID values because AT&T understood that RSID/ZCID values drove transmission of these various files. AT&T is open to Qwest creating some other value for driving these various data files.

The description from the original Product & Process Change Request (PC102601-1) follows:

Currently Qwest assigns only one RSID/ZCID per company. RSID/ZCID is an indicator that drives the daily usage files for all products within a CLEC. AT&T has multiple usage products within Qwest’s system. AT&T has a need to receive separated Meet Point/IXC usage files by product. Qwest is currently sending separate usage files to several locations by product. Due to RSID/ZCID assignment, Qwest will send duplicate files of the same data to two locations. For AT&T, this creates duplicate files and unnecessary records that AT&T is not able to eliminate. AT&T receives separate files from all other ILECs, and it appears that the RSID/ZCID is driving this concern. If Qwest will assign a new RSID/ZCID for AT&T business UNE-P Meet Point/IXC records which would be transmitted separately from the MEET Point/IXC currently going to Statton Island. Consequently, AT&T requests that Qwest assign a new RSID/ZCID specifically for AT&T UNE-P business products.

AT&T would like to see a mechanized approach to allow CLECs to tell Qwest how to segment customers for purposes of Daily Usage Feeds and any other system interfaces CLECs desire to have segmented.

Project Meetings

1/28/02 - The initial clarification call was held. Attendees were: Mark Routh - Qwest CRPM, J.J. Bradley - Qwest BAP, Carl Sear - Qwest Billing, Sunny Reimann - Qwest BAP, Carla Pardee - AT&T. Carla Explained her need to be able to split up the billing file to go to separate AT&T business units. Not just send all of them all of the data but separate the data by entity and send only the relavent information to each business unit. She suggested that Qwest establish additional RSID/ZSID indicators to accomplish this. Carl Sear indicated that changing the RSID/ZSID process would effect all CLECs, not just AT&T. JJ asked how many products this impact and how many different business units AT&T wanted to include in this request. Carla will get that information and get back to Mark Routh by 2/6/02.

Discussion formn the May 16 CMP meeting: Carla Pardee/AT&T said that this CR is in deferred status and now we are ready to proceed. She would like a clarification meeting on this CR to be scheduled. Mark Routh/Qwest will contact Carla Pardee/AT&T to set up the meeting.

5/30/02 As a result of a clarification meeting today, AT&T wishes to withdraw this request due to the fact that Qwest has already seperated the ODUF and ADUF records, and the Loop orders don't have DUF files.

CenturyLink Response

2/8/02 - AT&T has asked to have this deferred until they can gather more information. Qwest has placed this request in Deferred status. 2/26/02 - Qwest will leave this request in the Deferred status until AT&T requests that the work be resumed. At that time, this request will be evaluated by Qwest and presented to the CLEC monthly forum.
