Revised 02/14/2013: Currently if an end user customer is served by a remote, the IMA Loop Qualification will qualify the loop using loop data from the remote serving unit (RSU) to the end user premise instead of from the central office to the customer premise. This functionality aids CLECs who are collocated in the remotes. Unfortunately, the IMA Loop Qualification response does not indicate whether the Loop Qualification was based on loop data from the remote to the customer premise or from the central office to the customer premise. For CLECs who are not collocated in the remote, the lack of a “remote” indicator can result in loop qualification errors. Currently, CenturyLink only provides a RSUIND value for IMA Loop Qualification queries when the Market Segment (MS) = A – Resale. Integra is request that CenturyLink return the RUSIND when the MS = B-Unbundled as well.

The IMA Loop Qualification response will provide an indicator when the qualification was based on loop data from a remote to the end user premise. the RSUIND value when the IMA Loop Qualification Query - Market Segment (MS) = B – Unbundled.

Project Meetings

4/17/13 System Monthly Meeting Mark Coyne – CenturyLink said the LOE for this CR is 280 - 309 Hours.

3/20/13 System Monthly Meeting Mark Coyne – CenturyLink said that a draft response had been sent on March 14, 2013. The CR has been accepted and the LOE has been requested. This CR will be an eligible candidate for the IMA 35.0.

2/20/13 System Monthly Meeting Mark Coyne – CenturyLink identified there was a new CR issued by Integra in January. The Clarification call was held on February 4. Following the Clarification call, Integra submitted some examples which were reviewed by the SME team and on February 12, a response was sent back to Integra. Based on that response, Integra sent in a revision to the CR on February 14.

Kim Isaacs - Integra presented the revised CR that requests that the IMA Loop Qualification tool be updated to provide the RSUIND value when the Market Segment equals B for Unbundled in addition to the value of A for Resale. Kim said this will prevent Loop qualifications in error. Kim asked if there were any questions. There were none.

John Hansen – CenturyLink introduced the change request (CR) and invited Kim Isaacs from Integra to present the issue and advise CenturyLink the end results requested.

Kim Isaacs – Integra stated that the CR was the result of several escalations with their service manager and came about due to loop qualification for an xDSL unbundled loop. The subsequent order was rejected and it was determined that the loop qualification data was from the remote to the customer premises rather than from the central office to the customer premises. She indicated that it was explained that it was to benefit the CLECs that were collocated in the remote central office. Integra is asking that when the loop qualification is made based on partial information that an indication be included in the response as advice.

Jamal Boudhaouia – CenturyLink asked if Integra had used the resale portion of the loop qualification tool

Kim Isaacs – Integra replied that they had used the unbundled qualification and used the appropriate NC/NCI codes and that it qualified, however based on partial data.

Jamal Boudhaouia – CenturyLink asked if Kim could provide the address used as that was not the way he understood the tool to work.

Kim Isaacs – Integra agreed to send the information.

Jamal Boudhaouia – CenturyLink stated that the ADSL tool had been developed to work with a central office termination, not a remote based.

Kim Isaacs – Integra stated she was having trouble finding the address at the moment.

John Hansen – CenturyLink stated that Kim could send all of the examples to the CMP mailbox and that he would forward to the SME team.

Kim Isaacs – Integra agreed.

John Hansen – CenturyLink asked if there were any other questions. There were none. The meeting was adjourned at 10:11 AM MST.

CenturyLink has reviewed the information submitted as part of Change Request SCR012513-1. Based upon the scope of this CR as discussed in the CMP Monthly Meeting on February 20, 2013, CenturyLink is accepting this CR. The CR is under review by the Development team to provide an estimated Level of Effort (LOE).

This Change Request will be an eligible candidate for the IMA 35.0.
