Description Of Change
OBF issue 1792 has defined the business rules associated with Partial and Full Migrations by providing definitions and process flow in the General Section of LSOG 6. This issue took 2+ years to be worked by the Industry and finally be incorporated in LSOG 6. Additionally, the issue added a new data element to the LSR practice "MI" (Migration Indicator) that specifically identifies a requirement to designate a 'full versus partial migration' As part of this issue Qwest should also consider using the ELT (End User Listing Treatment) field on the End user Form to specifically identifies end user listing requirement to facilitate 'flow through'.

Resale and UNE-P order volumes from 01-01-01 to 12-12-01 reflected 39% of total orders.

Connie Winston/Qwest asked if there were any questions on this CR. There were no questions and all agreed that the status of this CR would be changed to completed.

12/17/03 CMP Systems Meeting Connie Winston/Qwest stated that this CR will remain open another month. Connie stated that there is an open trouble ticket associated with custom ringing. Connie said that the current practice if custom ringing is ordered the indicator is set to manual. If converting the order is getting caught in an edit. Connie stated that the workaround needs to be followed until the patch is completed.

11/20/03 CMP Systems Meeting Connie Winston/Qwest stated that this CR would be implemented with the IMA 14.0 Release on December 8, 2003.

10/16/03 CMP Systems Meeting Connie Winston/Qwest stated that per Monica Manning/Qwest these scenarios would be included in testing. Liz Balvin/MCI asked if this was for EDI only. Connie Winston/Qwest said no, that this is not SATE specific. This action item will be closed.

September 19, 2003 IMA 14.0 High-Level Walk-thru Meeting Minutes Excerpt:

Functionality Description: The CONVIND (Conversion Indicator) field is a Qwest specific field that is not used for flow through processing any longer. CONVIND will be removed from the LSR form, Admin Section in IMA to avoid continued CLEC and ISC/IWSC confusion over use of the field. The MI (Migration Indicator) field will be enabled on the LSR form, admin section and require the CLECs to indicate a full or partial migration to a new or existing account. IMA will validate the MI field entry to ensure that it is consistent with the TN information represented on the LSR. This will make Qwest OBF LSOG 6 compliant.

Products: All products associated with full or partial migration.

Field Impacts: CONVIND (Conversion Indicator), MI (Migration Indicator).

Questions & Answers:

Q: This candidate states IMA will validate the MI field entry to ensure that it is consistent with the TN information represented on the LSR. Can you please outline the edits that have been put in place for this validation process? A: Connie Winston - Qwest stated that the LSR & CSR line counts would be compared, and that there would be a TN comparison. Kin Isaacs - Eschelon asked if there would be a BPL edit. Monica Manning - Qwest responded yes. Kim Isaacs - Eschelon asked if there will be any trouble adding a TN, LNA = N? Monica Manning - Qwest responded no. Kim Isaacs - Eschelon asked if this could be in the Qwest test scenarios. Connie Winston - Qwest asked that if is a full conversion and adding 1 line, is there a code in the MI field? Monica Manning - Qwest stated that the additional line would be okay because is only looking at line activity. Kim Isaacs - Eschelon asked if match line activity to CSR. Monica Manning - Qwest responded yes.

Action Item: - Confirm that doing a full conversion and adding a line is in Qwest test scenarios.

Connie Winston - Qwest stated that the Q & A would be appended to the CR information. Connie Winston - Qwest stated that the format for future walk-thru’s would include an indicator of IMA Common, EDI, or GUI. Connie Winston - Qwest asked if the CLECs found this review to be helpful. CLEC Community responded yes. Connie Winston - Qwest stated that timing of these walk-thru’s needs to be discussed and asked the CLECs to give some thought as to when it would be best to do them. Phyllis Burt - AT&T stated that she would want them as early as possible and stated that in the current process; she doesn’t get information until the tech specs. Phyllis stated that she would like the walk-thru’s once get commitment for each Release. Connie Winston - Qwest stated that Qwest would like to see clearer, more defined CR’s, upon submission. Connie Winston - Qwest asked the CLEC to let us know if they would like to see a different format for the summaries document. Connie Winston - Qwest stated that this is the information as it is today and asked the CLECs to please remember that things can change in the development cycle.
