Description Of Change
OBF has set a sunset date where 960 byte CARE will be discontinued effective 6-1-2005. At that time, 1500 byte CARE will be the only record length allowed for the input as well as output of CARE formatted files. All CLECs that currently utilize 960 byte CARE will need to make system changes to accommodate and use 1500 byte CARE.

The update is in conjunction with documentation changes associated with an OSS interface release resulting from an OSS interface CR. The related PIC/LPIC Verification system changes were identified on systems release notifications SYST.04.25.05.F.02861.Elimof960ByteOption and SYST.05.24.05.F.02928.FinalElim960ByteOpt.

The PIC/LPIC Verification PCAT Description section and the Input Output Requirements Form were updated to reflect that Qwest will discontinue accepting and processing the 960 byte formatted CARE input/output and complete the change to the Ordering and Billing Forum (OBF) industry standard 1500 bytes.

Summary of Change: In February 2004, Qwest began phasing out use of the 960 byte formatted CARE input/output record size and began changing over to the industry standard 1500 bytes associated with SCR 053003-01IG. Effective July 8, 2005, Qwest will discontinue accepting and processing the 960 byte formatted CARE input/output and complete the change to the Ordering and Billing Forum (OBF) industry standard 1500 bytes. Qwest will no longer provide both the options of 960 and 1500 bytes, but will only provide the 1500 byte format. All files must be formatted in only 1500 byte format. Any file received on or after July 8, 2005 in other than 1500 byte format will not be processed and the upfront reject on the Acknowledgement File of "File State Code Value 43" ("File not processed-invalid or unsupported record length") will be sent. NOTE: The Version Number in the Header and Trailer Records now must be 0004 as 0003 is discontinued with 960 bytes. All customers currently utilizing 960 bytes will automatically be converted over to 1500 bytes on July 8. -- March 16, 2005 Systems CMP Meeting Discussion: Jill Martain-Qwest stated that the Level of Effort for this CR is 250 - 350 hours and is targeted for deployment on July 7th. This action item is closed.

February 16, 2005 Systems CMP Meeting Discussion: Jo Lloyd-Qwest presented the CR and stated that currently we accept both 960 and 1500 bytes. Jo stated that this CR is to eliminate the 960 byte record length. Jo then noted that rejects would be sent for 960 byte CARE. Bonnie Johnson-Eschelon stated that she had not seen the notice. Jill Martain-Qwest stated that this is an Industry Guideline CR and does not require a notice, like a Regulatory Request does. Dianne Friend-Time Warner asked if Qwest currently accepts 960 and 1500 bytes. Jo Lloyd-Qwest responded yes and noted that with the deployment of this CR, Qwest would no longer accept 960 byte record length. Jill Martain-Qwest stated that there is no targeted date and once it is scheduled, it would be communicated at CMP. Jill Martain-Qwest stated that this CR moves to Presented status.

February 4, 2005 Clarification Meeting ATTENDEES: Jo Lloyd-Qwest, Peggy Esquibel Reed-Qwest Peggy Esquibel Reed-Qwest reviewed the CRs Description and asked if there was other information to add. Jo Lloyd-Qwest stated that there was not. Peggy Esquibel Reed-Qwest asked if this CR was related to SCR053003-01IG CARE Expansion to 1500 Bytes. Jo Lloyd-Qwest stated that SCR053003-01IG established the 1500 byte record length and noted that CR is asking that the 960 Byte length be discontinued and no longer allowed. Peggy Esquibel Reed-Qwest confirmed that this is for OIC/LPIC Verification and impacts 'other' system. Peggy Esquibel Reed-Qwest stated that the CR is scheduled for presentation at the February Systems CMP Meeting.

RE: SCR020205-02IG (Discontinue 960 Byte Care)

Qwest has reviewed the information submitted as part of Change Request SCR020205-02IG. Based upon the scope of this CR as agreed to in the Clarification Meeting (held February 4, 2005) Qwest is able to provide an estimated Level of Effort (LOE) of 250-350 hours for this Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Qwest will review development timetables in an effort to evaluate options for potential scheduling of Change Request SCR020205-02IG.
