Description Of Change
Per the Lifelline Reform Order, ILECs are no longer required to make Lifeline available for Resale. CenturyLink will not longer make Lifeline available to CLECs for Resale.

UPDATE AS OF 3-8-16: CenturyLink continues to believe this CR should be treated as a regulatory CR.

In the Matter of Lifeline and Link Up Reform and Modernization, Telecommunications Carriers Eligible for Universal Service Support, Connect America Fund, Second Report and Order, WC Docket Nos., 11-42, 09-197 & 10-90, FCC 15-71 (rel. June 22, 2015) is the Federal Communications Commission (FCC) order that eliminates CenturyLink’s ability to get reimbursed for the Lifeline discount provided with resold Lifeline service. See below for highlighted language from the Order. CenturyLink is not “choosing” to eliminate the service, we are eliminating the service because it is no longer available as part of the Lifeline program.

Further, if a reselling provider is not currently an Eligible Telecommunication Carrier (ETC) but wants to continue to provide Lifeline service to their end user customers, they will need to become a Lifeline ETC and go directly to USAC to get reimbursement for any Lifeline offering they provide to their end-user customer.

3/2/2016 Info Received From CLEC Integra objects to this CR being a Regulatory Change Request. As discussed in the February CMP meeting, CenturyLink is making a choice to no longer make Lifeline available for Resale. The FCC is not mandating that Lifeline cannot be resold, only that LEC’s are no longer obligated to provide Lifeline-discounted service as resale. Since this is a choice CenturyLink is making, Integra object to this being a Regulatory CR.

8/17/16 System CMP Meeting Mark Coyne – CenturyLink said this CR has been in CLEC TEST as of August 15, 2016. Mark asked if there were any objections to moving this CR to a Completed status. There were none.

7/20/16 System CMP Meeting Mark Coyne – CenturyLink said a level 4 notification was sent on June 30, 2016. The Comment cycle closed on July 15, 2016 with no comments received. Mark said the Final notice is due July 29, 2016 with a proposed Implementation date of August 15, 2016.

6/15/16 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said a level 4 notification will be sent by the end of June with a proposed Implementation date of August 15, 2016.

5/18/16 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR remains on track for a proposed implementation date of August 15, 2016.

4/20/16 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR is associated with the FCC Lifeline Reform Order and that CenturyLink will no longer make Lifeline available to CLECs for Resale. The CR is on track for a proposed implementation date of August 15, 2016.

3/16/16 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR was presented in February by Lee Brummett - CenturyLink. On February 25, 2016, Lee updated the CR to provide the effective date and docket number per the CMP document Section 5.1.1. Mark said a CMP Notification was then sent on February 29, 2016 to identify a Regulatory CR had been received. On March 2, 2016, Integra objected to the designation of the CR as Regulatory and on March 8, 2016, CenturyLink sent a response to Integra to provide additional information regarding why we believed the CR should be classified as a Regulatory CR. The CMP notice, the Integra objection and CenturyLink response are all included in the CMP package. Mark said we have subsequently heard back from Integra that they are in agreement with the CR being classified as Regulatory. He said there is no longer the requirement to take a vote on the designation as a Regulatory CR in the meeting today. Mark asked if there were any questions. There were none.

2/17/16 Monthly Systems CMP Meeting Lee Brummett – CenturyLink presented this new CR associated with the Lifeline Reform Order that no longer requires Lifeline to be available for Resale. Lee said the Docket WC1142 was just posted today, February 17, 2016.

Kim Isaacs – Integra asked what was the effective date of the Docket and asked if this is grandfathered or eliminated.

Lee Brummett – CenturyLink said the effective date is 180 days following the February 17, 2016 date which would be sometime in mid August and said this is a total elimination of the product.

Mark Coyne – CenturyLink said once the CR is updated with the Docket number, CenturyLink will send out the regulatory notice required by CMP for review and discussion in the March CMP meeting.

Kim Isaacs – Integra said the [03/07/16 Updates received from Integra in CAPS] FCC order states Lifeline is no longer required to be available for Resale but [delete ASKED IF IT IS ] DID NOT prohibited IT. Kim said that CenturyLink is making the choice not to resell it.

Lee Brummett – CenturyLink said that is correct.

[03/07/16 Updates received from Integra in CAPS] KIM ISAACS – INTEGRA SAID BECAUSE CENTURYLINK IS CHOOSING TO MAKE THIS CHANGE RATHER THAT THE CHANGE BEING MANDATED BY THE FCC, THE CHANGE REQUEST SHOULD NOT BE HANDLED AS A REGULATORY CR. [03/08/16 CenturyLink NOTE: CenturyLink disagrees with the Integra revised meeting minutes that there was a statement in the CMP meeting that this CR “should not be handled as a Regulatory CR”.]
