Description Of Change
With the May 20, 2013local release, several fields were removed from use in the CenturyLink LSOG including the field LSR:AUTHNM. However, this field is still present in the current XML publications. When attempting to submit an LSR converting lines from a different CLEC, CenturyLink returns an error stating that “AUTHNM is required” despite this field no longer being available per the LSOG. Furthermore, even if the AUTHNM field is populated (which should be valid per the current XML) the PON is still sent back for the error “AUTHNM is required”.

Expected Deliverables: Sync the CenturyLink published information in the LSOG and the XML guidelines so that CLECs will know which information is correct. Reinstate the AUTHNM field in the LSOG or update the LSOG to indicate another appropriate location for this information.

2/19/2014 Monthly Systems CMP Meeting Jhett Jones – Granite presented the new CR that is associated with IMA Release documentation. Jhett said he thinks the XML documentation is out of synch with fields that were removed from the LSOG May 2013. Jhett said their concern is the AUTHNM field that is causing some order problems when converting from a losing CLEC to Granite. An error is received from CenturyLink that AUTHNM is required. Jhett said this request is to synch up the LSOG and XML documentation.

Susan Lorence – CenturyLink relayed that a clarification call had been held on February 13, 2014 and that during that call, it was determined that the system documentation was correct. Susan said the suggested approach was to cross this CR over to a Product Process CR and that CenturyLink would like to make an update to the PCAT to add clarification around the use of AUTHNM. Susan asked if that plan was still agreeable to Granite.

Judi O’Day – Granite said that was still agreeable.

Susan Lorence – CenturyLink said that we believe this documentation update is not related to a change in process but is only adding a clarification to the PCAT and CenturyLink would like to send a level 1 notice that would be effective immediately.

Kim Isaacs – Integra asked whether if updates would be to the Port In PCAT and whether the update was to show that AUTHNM should be placed in the Remarks vs. the AUTHNM field since some carriers may require it.

Janean Van Dusen – CenturyLink said yes, those are the updates that would be made to the Port In Business Procedure.

Susan Lorence – CenturyLink said a lot of investigation has occurred associated with this ordering situation and that CenturyLink would then be sending a level 1 notice to make the documentation update.

Jhett Jones – Granite then presented the Granite CR. Jhett said Granite wanted to understand whether the CenturyLink LSOG or the XML documents are correct. With IMA Release 34, CenturyLink made a lot of field changes in the documentation. The XML documents show that the AUTHNM field is OK to send but that the LSOG shows the field is not available. Jhett said on some CLEC to CLEC conversions, CenturyLink sends back an error indicating the AUTHNM is required but there is no LSOG field to include it. Jhett said Granite does not know what to do and is requesting that CenturyLink synch up the LSOG and XML documentation.

Susan Lorence – CenturyLink said that when the CR was received, CenturyLink had requested some examples of this situation for the SME team to review. Susan thanked Granite for sending the examples. Janean Van Dusen – CenturyLink said on a Port In, the reason that CenturyLink needs the information is that some old providers still require the AUTHNM field so CenturyLink needs it to be placed in the REMARKS field.

Kim Isaacs – Integra said the LNPA and FCC no longer require the AUTHNM for use in validation.

Janean Van Dusen – CenturyLink said in the Port in examples we received from Granite this week, Integra was the provider indicating that AUTHNM was required. Janean said if CenturyLink knows AUTHNM field is required by the old provider, it has to be sent by the new provider.

Kim Isaacs – Integra said she would investigate this.

Denise Martinez – CenturyLink then described the timing of the documentation updates related to IMA and the multi release approach. Denise said some customers are still on older IMA releases and the documentation must remain available on the CenturyLink web. The change to no longer require AUTHNM was made with IMA Release 34. In situations when it is required, it should be placed in the REMARKS field and that should take care of it.

Jhett Jones – Granite asked if the documentation would be updated to reflect it is required in the REMARKS.

Denise Martinez – CenturyLink said the LSOG would not be updated to indicate that.

Janean Van Dusen – CenturyLink said she would be happy to update the Port In Business Procedure that the losing provider may still require AUTHNM and to use REMARKS in that situation.

Susan Lorence – CenturyLink said we would add a note in the Business Procedure but it would not be a change in the CenturyLink process.

Judi O’Day – Granite asked for clarification that in some cases CenturyLink would require it but in other instances it would be rejected back.

Janean Van Dusen – CenturyLink said the field is not required by CenturyLink on a port in but since some losing providers may require it, CenturyLink has to reject those back and ask for AUTHNM to complete the port.

Susan Lorence – CenturyLink said based on the discussion, that since this really is not an IMA system or an LSOG issue, that we propose crossing the CR over from a System CR to a Product Process CR. Susan asked if that was agreeable to Granite.

Judi O’Day – Granite said that was agreeable.

Susan Lorence – CenturyLink clarified that the documentation update that CenturyLink would make would be to clarify the process but it was not really a process change on the part of CenturyLink.

Judi O’Day – Granite said she understood.

Jhett Jones – Granite said it was indicated that the XML documentation is behind and wondered how it would catch up to match the LSOG.

Susan Lorence – CenturyLink said the XML documentation for Release 35 documentation was up to date. IMA release 34 will be sunset as of April 26, 2014 so then the documentation would be in synch.

Nicole James – CenturyLink took an action item to insure that IMA Release 34 XML documentation was correct.

Jhett Jones – Granite said that would be good.

Kim Isaacs – Integra said she would like to see the PON numbers with the problem that Janean described. Kim said it was contrary to the Integra process.

Janean Van Dusen – CenturyLink said she would get the PONs so they could be sent to Kim.

Susan Lorence – CenturyLink said the next step would be for Granite to present this CR in the February monthly CMP meeting.
