Description Of Change
McLeod would like to request that anytime a CLEC initiates a change in the CMS interface, that the CSR (Customer Service Inquiry) is also updated with the changed info. Currently if you initiate a change in CMS (feature change, deletion, addtion, etc..) that change is not updated on the customer's CSR, which means that we never get the most current information on the customer service inquiry.

Project Meetings

5/16/02 Systems CMP Meeting Connie Winston/Qwest spoke to this CR and noted that Qwest had an off-line discussion on this with Michelle Sprague/McLeod. Michelle Sprague/McLeod accepted the denial of this CR in the off-line meeting held on 5/9/02. Qwest is exploring and evaluating other options that would satisfy this request. Qwest is also reviewing the possibility of moving this request to Product and Process.

5/9/02 - Meeting held with McLeod Attendees - Michelle Sprague/McLeod, Connie Winston/Qwest, Lynn Stecklein/Qwest Connie Winston/Qwest reviewed the reasons why this change request was denied since McLeod was not able to attend the April Systems CMP Meeting. (See minutes below from 4/18/02 meeting). Michelle Sprague/McLeod understood the reasons why. Connie Winston/Qwest also stated that Qwest is willing to explore and evaluate other options that would satisfy this request. Michelle Sprague/McLeod agreed with Qwest's proposal.

04/18/02 - CMP systems meeting Connie Winston/Qwest presented CR on behalf of McLeod. Connie Winston/Qwest stated that if Qwest did this request, it would clog up the environment. Bonnie Johnson/Eschelon stated that the reason that McLeod may have requested this could be due to the fact that the CSR does not accurately reflect changes to the CSR and this causes problem with migrations. Bonnie Johnson/Eschelon asked if Qwest could look at a process to create an R order. Connie Winston/Qwest responded that there could be something of a smaller scope that would enable the moving of an account. Judy Schultz/Qwest suggested that maybe there is an option to narrow the scope of this CR and that Qwest needs to get with McLeod regarding the narrowing of the scope. Bonnie Johnson/Eschelon stated that there is a need of some form of communication back and forth. Could be in a bulk mode once a week. Terry Wicks/Allegiance agreed with this suggestion and asked why the CSR is not updated to reflect the changes. Connie Winston/Qwest responded that it is due to the complexities of keeping CMS updated and to allow the CLECs the flexibility to make frequent changes. Connie Winston/Qwest agreed that based on the problem definition, Qwest would look at smaller scope options. Judy Schultz/Qwest stated that Qwest would get with McLeod and see if there is a narrower scope option that will meet McLeod’s need without affecting other CLECs. This CR will be discussed again next month at the May CMP Meeting. Michael Buck/Qwest stated that the Status would remain as Denied until McLeod agrees with a scope re-definition.

3/7/02 Attendees: Michael Sprague - McLeod Terry Crampton, Gerry Mohatt, JJ Bradley, Lynn Stecklein - Qwest

The clarification meeting was held 3/7/02 to discuss CMS changes updated in the CSR. This system allows Centrex customers to initiate changes to their own Centrex configurations. Michelle said that McLeod would like to request that anytime a CLEC initiates a change in the CMS interface that the CSR is also updated with the changed information.(I.e. feature change) Michelle said that this is not happening today. Michelle further explained that the change is done directly into CMS (app to app) and that no LSR is issued. There appears to be no interface between the LSR and CMS. JJ asked whether McLeod and the CLECs would be willing to look at other options besides creating an interface. (I.e. issue the LSR that would update the CSR) Michelle said that the CLECs would like to utilize the existing CMS functionality and not have to create the LSR as well. There were no further questions.

This letter is in response to CLEC Change Request number SCR030502-1, dated 3/05/02, titled: CMS changes updated in the CSR.

CR Description: McLeod would like to request that anytime a CLEC initiates a change in the CMS interface, that the CSR (Customer Service Inquiry) is also updated with the changed information. Currently if you initiate a change in CMS (feature change, deletion, addition, etc..) that change is not updated on the customer's CSR, which means that we never get the most current information on the customer service inquiry.

History: A clarification meeting was held on 3/7/02 with McLeod and Qwest representation. A follow up meeting was held 3/11/02, which included Kathy Rein, Centrex Process Specialist.

Qwest Response: Qwest has completed an unofficial estimate of effort for CR SCR030502-1, CMS changes updated in the CSR, and has determined that this change would be extra large. It has been determined that this would impact several system environments to accommodate this request.

The high estimate is based on the current non-transactional system architecture that is inherent in the design of the Central and Eastern CRIS systems and the effort it would take to accommodate an interface that would update CMS line level features and information to the CSR.

In light of the extremely large impact, Qwest is denying your request for SCR030502-1, CMS changes updated in the CSR.
