Description Of Change
Qwest has mandated that Sprint populate ‘S01’ in the CCNA field on the LSR. Because no one at Sprint ever questioned this activity, we have complied with the mandate from Qwest. However, because we will be converting to EDI, this poses a significant problem for Sprint because all of our legacy systems use the industry standard code of ‘UTC’. This is the IAC code that was assigned to Sprint by Telcordia and all of our systems use this assigned code. This change request must be implemented before Sprint can convert to EDI to allow our orders to flow-through our Provisioning process.

Expected Deliverables/Proposed Implementation Date (if applicable):

The desired outcome is for Qwest to comply with the industry standard IAC codes created by Telcordia for the CCNA field. Sprint would like this request to be implemented as soon as possible.

Project Meetings

8/15/07 Systems CMP Meeting Mark Coyne-Qwest stated that IMA 23.0 is scheduled in April of 2008. Note: Kim Isaacs-Eschelon said that candidate number 7 - SCR121306-01 Enable the EOS Field on the Directory Listing Form is on the Commitment List for IMA 22.0. Peggy Esquibel-Reed-Qwest stated that we will remove that candidate from the IMA 23.0 list. Peggy Esquibel-Reed-Qwest stated that the Prioritization Instructions and spreadsheet candidate list are included in this attachment. She stated that there are 11 candidates on the list. She said that Qwest and the CLEC ranks each CR on the list by providing a point value from 1 through 11. Peggy said that the highest point value (11) should be assigned to the CR that Qwest and the CLECs wish to be implemented first. The next point value (10) should be assigned to the CR that Qwest and the CLECs wish to be implemented second and so on. The lowest point value (1) should be assigned to the least desired CR. Peggy stated that the total points will be calculated by the Qwest CMP Manager and the results will be distributed to the CLECs via mailout within 2 business days following the submission of the ranking. Peggy reviewed the timelines associated with prioritization: - Qwest Re-Distributes the Prioritization Form by 5 pm MT on August 20th - The Completed Prioritization Form will be submitted to cmpcr@qwest.com by 5 pm MT on August 23rd. - Qwest e-mails the Initital Prioritization Form by 5 pm MT on August 27th. - Peggy asked if everyone would like to provide their top 2 candidates. Kim Isaacs-Eschelon stated that their top candidate is #9 SCR062906-03 Allow End State Ordering for Resale POTS Service. Jeff Sonnier - Sprint provided background on UTC. He said that it was a Sprint mandate that they use S01. He said that the ILECs use UTC.Jeff said that they submitted this CR because they are converting to EDI and wondered what the impact of this request is to Qwest. Chuck Anderson - Qwest said that the implementation of this request across the board would be too costly and said that we were now evaluating implementation with the LNP product only with no change to the embedded base. Chuck said that the only limitation with UTC is the log in access for FBDL. Chuck said that we are looking for a way to allow UTC to work with LNP and FBDL and said that they are still separate working events. Chuck asked if when Sprint converts to EDI were they looking to convert UTC to S01 before coming to Qwest. Jeff Sonnier - Sprint said that they explored this idea and that it was nixed. Chuck Anderson - Qwest stated that this change would affect all. Linda Minasola - Comcast said that they use EDI today and did not understand the issue. Chuck Anderson - Qwest said that UTC set with FBDL and that UTC also needs to be set up with LNP. Linda Minasola - Comcast stated that they do FBDL today and asked if it will change anything that they do today. Chuck Anderson - Qwest said that it will not change what they do today. He said that EDI will mitigate and control and that FBDL user access could change if they logged in via the GUI. Steph Prull - Eschelon asked if this option would only be allowed if set up profile specific at the Company level. Chuck Anderson - Qwest said that we could look into the option to opt in as FBDL only or FBDL & LNP. Steph Prull - Eschelon said that they would like to control through the system. Jeff Sonnier - Sprint asked if users would send LNP with Directory Listing changes. Chuck Anderson - Qwest said that they would have to submit 2 LSRs. Chuck Anderson - Qwest said that if Sprint wants to exclusively use UTC, then conversions need to take place with conversion expense. He said that if we are just looking at LNP only then this is in the realm of possiblility. Chuck stated that we wanted to make sure this would be ok with the CLECs before we moved forward. Jeff Sonnier - Sprint said that from Sprint's perspective - only EDI and LNP. Woldey Assefa - Qwest asked if this was EDI for UNE-P. Jeff Sonnier - Sprint said that they are not asking for UNE-P and that they would still send as S01. He said that he would check with his local counterpart to determine if they are ordering S01 strictly on LNP. Sharon Van Meter - AT&T asked if they still have the option to be limited. Jill Martain - Qwest said that we will include the option to set up capability via customer profile would be included in the LOE. Jeff Sonnier - Sprint stated his preference. Sharon Van Meter - AT&T stated her preference. There were no other questions.

5/18/05 Systems CMP Meeting

Jill Martain - Qwest said that we have been discussing this change internally and are looking at the possibility of implementing with the LNP product only. Jill said that implementation across the board would be too costly. Jill said that we wanted to revisit the option of looking at this request with LNP only on a going forward basis with no change to the embedded base. Jill said that this change would change IMA behavior if an Alpha CCNA is used to log in. Jill said that if everyone is in agreement, Qwest will determine if this request would be economically feasible. Jeff Sonnier - Sprint said that today they log in as S01 and asked if the users would have to use UTC. Jill Martain - Qwest that if this change is implemented with LNP going forward, the users could log in as UTC or S01. Jeff Sonnier- Sprint asked if an adhoc meeting could be scheduled to discuss further. Jill Martain -- Qwest said that a meeting would be scheduled. Jeff Sonnier - Sprint asked if this would impact their conversion to EDI and ordering. Jill Martain - Qwest said that both would be impacted. Steph Prull - Eschelon asked if this would be an option. Jill Martain - Qwest said that this would be an option and that this action item would be closed.

Jeff stated that he has been working to get resolution on this issue since July of 2004. Bonnie Johnson - Eschelon asked if Qwest wants Sprint to use the RSID. Jeff Sonnier - Sprint said yes. Liz Balvin - Covad asked if this would be a difficult change. Connie Winston - Qwest stated that we have already discussed this request in detail and to change the logic is extremely difficult and costly. She said that we are looking at how the methodology is used. Steph Prull - Eschelon asked Sprint to clarify why they were required to use the Telecordia ‘UTC’. Jeff Sonnier - Sprint said that they are required to follow Telecordia standards when coding systems. Comment received from Sprint 4/26/05 - The CCNA field on the LSR is supposed to be filled out by using the assigned code established by Telecordia. To deviate from that standard will cause considerable system coding on Sprint’s part. He said that on the ASR side ‘UTC’ is hard coded to populate ‘UTC’ in the back end system. Jill Martain - Qwest stated that this CR will move to presented and that we will continue to evaluate.

Jeff Sonnier - Sprint stated that he has come full circle on this issue. He said that he referred the issue to the Q&A log in July of 2004 and the Service Manager. Jeff stated that the Service Manager advised him to come to CMP.

Discussion: Lynn Stecklein - Qwest asked if Qwest had any questions about the CR. There were no questions from Qwest. Steph Prull - Eschelon asked if Sprint was requesting this change on LNP only. Jeff Sonnier - Sprint stated that this request is for LNP and stated that approximately 95 to 98% is LNP. Jeff also stated that they don't have this problem on the Access side Steph Prull - Eschelon said that other Products may be impacted. Steph asked if Sprint was looking to have existing records changed or was this request going forward only. Jeff Sonnier - Sprint stated that this request is going forward only,

Qwest has reviewed the information submitted as part of Change Request SCR031105-01. Based upon research that has been conducted following the adhoc meeting (held June 3, 2005) Qwest is able to provide an estimated Level of Effort (LOE) of 1300 to 1450 hours for this IMA Change Request.

Using the approach discussed in the adhoc meeting held June 3, 2005, Qwest would allow FBDL CLECs to submit LNP orders as well as FBDL orders using their ACNA. This would involve extending user privileges for FBDL CLECs to submit reqtype JB and CB requests

This Change Request is an eligible candidate for the IMA 19.0 prioritization vote.

Qwest has reviewed the information submitted as part of Change Request SCR0301105-01. Based upon research that has been conducted following the Clarification Meeting (held March 21, 2005), Qwest is still evaluating the change request. Qwest will provide an updated response at the June Systems CMP Meeting.

At the June Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
