Description Of Change
CenturyLink's requirements for Pre-Ordering and Ordering of Local Interconnection products and services are currently documented in both the IMA Developer Worksheets (DWSs) and the legacy Qwest Local Services Ordering Guidelines (LSOG). These documents identify Order and Billing Forum (OBF) industry guidelines and CenturyLink specific requirements including additional fields/valid values and fields/valid values not currently utilized by CenturyLink.

CenturyLink would like to reduce the number of IMA source coding and reference documents from multiple documents to a single document. The single source of documentation would become the IMA Developer Worksheets (DWSs). This single reference source eliminates the possibility of contradictions and out of synch updates between the IMA DWSs and the CenturyLink specific LSOG documentation.

Provide a single source of IMA coding and reference documentation, i.e., the IMA Developer Worksheets, for all users of IMA.

8/21/2013 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR had been presented in the March 2013 CMP meeting and that the CenturyLink SME team had been investigating options that would reduce or eliminate the CenturyLink LSOG and move to the Developer Worksheets as the only reference source for IMA.

John Hansen – CenturyLink provided the rationale behind why the CR was currently in a pending withdrawal status. John said that CenturyLink had looked at the possibility of revising the CenturyLink LSOG to eliminate the duplicate information that currently resides in the ATIS LSOG and the CenturyLink Developer Worksheets. John said that to keep the content meaningful to the CLECs, it was determined that, at this time, the amount that could be removed from the LSOG would not justify the effort necessary to perform the work.

Kim Isaacs – Integra thanked CenturyLink for this decision.

Mark Coyne – CenturyLink said CenturyLink may revisit this decision at a later date but asked if there were any objections to moving this CR to a Withdrawn status at this time. There were none.

5/15/2013 Monthly Systems CMP Meeting Susan Lorence – CenturyLink said we had hoped to present a plan for this CR in the May meeting but with all of the IMA release activities, there had not been time. She said CenturyLink SMEs will now be able to focus on developing that approach. Susan asked if there were any questions. There were none.

4/17/2013 Monthly Systems CMP Meeting Mark Coyne – CenturyLink said this CR had been presented in the March meeting. He said the plan was for CenturyLink to develop a recommendation but this was not yet available. Mark asked if any CLECs had a recommendation that they should submit their ideas to the CMP mailbox.

3/20/2013 Monthly Systems CMP Meeting Denise Martinez – CenturyLink presented this new CR which is to reduce to a single document what is used for reference documents for IMA. Denise said John Hansen – CenturyLink had reviewed earlier the required updates to the LSOG document. By eliminating the CenturyLink specific LSOG documents, this would reduce the amount of changes associated with a specific release and would assist in getting rid of contradictions and out of synch conditions between the Developer Worksheets and the LSOG documentation that exists today.

Kim Isaacs – Integra said she is a lover of the LSOG and does not like the Developer Worksheets (DWS). She said other companies that have a single source read more like DWS documents. She said if CenturyLink were to go this route, LSOG is a real useful tool to understand requirements and she finds the DWS more difficult to follow unless you are a technical person. Kim said she likes the LSOG which is in English.

Mark Coyne – CenturyLink asked if Integra accesses the LSOG quite a lot and relayed that we are looking into how often the LSOG documents are accessed over the last 6 months.

Kim Isaacs – Integra said yes they do access the LSOG.

Mark Coyne – CenturyLink asked if anyone else on the call accesses the DWS vs. the LSOG and wanted to comment. Mark said this is not an overnight decision and we are trying to eliminate multiple sources.

Jeff Sonnier – Sprint said he accesses the DWS once with each release and downloads them to his desktop for use as necessary.

Susan Lorence – CenturyLink asked if Jeff accessed the LSOG at all.

Jeff Sonnier – Sprint said he typically does not look at the LSOG. He said he just look at products that IMA

Denise Martinez – CenturyLink said the content is really the same just in a different format and that it takes a long time - days and days - to make sure the documents are in synch and it is an intense amount of work.

John Hansen – CenturyLink said the approach is not to change this overnight. He said with the OBF practices available, the idea might be to just create a separate document that is specific to the CenturyLink differences since the majority of information is the same in both the OBF and CenturyLink documents. This would allow CenturyLink to always be on the right release of OBF.

Susan Lorence – CenturyLink said the separate document would provide the company differences only - like the Differences list that was referenced on the IABS CR earlier.

Kim Isaacs – Integra said Integra has used that type of format before with Verizon as an example.

John Hansen – CenturyLink said when he was looking at the IMA Release for May, he considered several options to redline the LSOG: redline everything or start out fresh with the OBF document. He decided to redline everything since that was most logical. He said we need to identify what will benefit the most people.

Jeff Sonnier – Sprint said he uses the Release Change Summary the most for each release to update his company’s business rules.

Kim Isaacs – Integra said they use the Change Summary also . She said she uses the LSOG if there are process issues but that her system SME uses the DWS.

Mark Coyne – CenturyLink said it sounds like if there was the ATIS LSOG plus a summary from CenturyLink is a possibility.

Kim Isaacs – Integra said she would like clear language not code-like language.

John Hansen – CenturyLink said both documents have different audiences but we would like to eliminate one and find an alternative that is easier to maintain.

Mark Coyne – CenturyLink said the intent is to open the discussion and then set up some ad hoc meetings to come up with a suitable alternative. Mark asked if there were any questions. There were none
