In order to comply with OBF Issue 2056, which eliminates the exchange of specific EMI summary records, Qwest will stop accepting and processinng the 11-50-01, 02, 03, 04 records from external sources. Per the OBF issue, companies should send 11-0X-XX detail records in place of the previously mentioned 11-50 records. The issue also eliminates 11-50-21, 22, 23 and 24 records. Qwest is producing and sending the 11-50-21 record for wirless transit usage to companies that requested the records. Upon implementation, Qwest will no longer send the 11-50-21 type of record. The 11-50-21 summary record will be replaced by the 11-01-01 detail record and sent to the customer in the same manner the 11-50-21 is sent today.
With the resolution of OBF issue 2056, common minutes of use in a meet point environment have been eliminated effective 1/1/01. The exchange of 11-50-XX EMI summary records is no longer necessary. Companies may use their own 11-01-XX recording to bill directly from, or may negotiate with another provider for the records where they lack the capability to record. The following EMI records have been eliminated with this issue: 11-50-01, 02, 03, 04 11-50-21, 22, 23, 24 Receiving companies will no longer use the summary records to bill from in a meet point environment. As a result, Qwest needs to make the appropriate system changes to process our own 11-01-XX EMI detail records in place of 11-50-XX EMI summary records, targeted for deletion, that we may receive from other companies. This applies to meet point usage records for IXC, CLEC, wireless, local and intralata toll. Additionally, Qwest needs to produce 11-01-XX EMI detail records in place of 11-50-01 thru 04 and 11-50-21 thru 24 EMI summary records that may be created and sent to customers today. Again, this would apply to usage for IXC, CLEC , wireless, local and intralata toll in a meet point environment. The systems need to have the usage record conversion complete no later than 8/31/02 when the specified 11-50-XX records will no longer be valid for exchange per resolution of the OBF issue. Providers currently sending 11-50-XX records will need to be notified when Qwest no longer needs to receive the summary record for billing. Where possible, any new record exchange processes in a meet point environment should follow the new guidelines which become effective 1/1/01. This request is related to other changes to the meet point billing format that will be effective with the implementation of BOS 37 and BOS 38. The elimination of the record exchange and the ability for companies to bill from their own recordings resulted in the elimination of several data elements related to meet point billing.

| August 22, 2002 Systems CMP Meeting Discussion: Jeff Thompson/Qwest - we deployed this CR and have been exchanging files. Have not received any issues on the billing records, looking to close this CR. There was no dissent to close this CR. April 18, 2002 CMP Discussion: Jami Larson/Qwest presented CR. Jami Larson/Qwest reviewed the list of records being eliminated on 8/31/02. Bonnie Johnson/Eschelon asked if this was specific to wireless. Jami Larson/Qwest responded that it was for all types of service. Jonathan Spangler/AT&T asked if the majority of the CLECs have made the upgrades. Jami Larson/Qwest responded that today Qwest is processing 11-50’s not 11-01’s, Qwest expects that the CLECs will upgrade by August. Terry Wicks/Allegiance asked if this Level of Effort is to be prioritized. Michael Buck/Qwest responded that this was not a change to IMA. Connie Winston/Qwest stated that this was a change to a billing interface. Michael Buck/Qwest stated that there are 2 Communication Notices referenced in the Status History of the CR that contains contact and additional information. Michael Buck/Qwest stated that the Status of this CR would be updated to Presented or Development.
