Description Of Change
IMA needs to be changed so that a Port Services Form and a Loop Services Form can be completed on the same LSR. Currently, in cases where an end user has a shared loop on their line, they lose their DSL service when they convert phone service to a different provider. This is due to the fact that 2 separate LSR’s have to be issued; an LSR to convert phone service is completed and this automatically removes the shared loop on the end user’s line. Next, an LSR has to be completed to add the line splitting back onto the line.

This process causes Qwest to be in violation of ICA 9.23.1.3 which states as follows:

9.23.1.3 When ordered as combinations of UNEs, Network Elements that are currently combined and ordered together will not be physically disconnected or separated in any fashion except for technical reasons or if requested by CLEC. Network elements to be provisioned together shall be identified and ordered by CLEC as such. When CLEC orders in combination UNEs that are currently interconnected and functional, such UNEs shall remain interconnected or combined as a working service without any disconnection or disruption of functionality

Allowing the CLEC’s to order a split line on the same LSR as the phone conversion would benefit the end-user, the CLEC and Qwest.

The end-user’s DSL service would not be interrupted.

The CLEC would not have to complete 2 LSR orders for a service transfer that could be covered on one LSR.

The Qwest technicians would not have to perform unnecessary work - removing the shared loop and then adding it back after a few days.

In summary, IMA needs to be changed so that phone conversions can be ordered without the existing shared loop being physically removed when an end-user switches phone service, and thus preventing the customer from losing DSL service.

Our Company has been visiting with Qwest Wholesale Service Manager Valerie Estorga about this issue.

Expected Deliverables/Proposed Implementation Date (if applicable):

The expected outcome is for there to be a revision of IMA-GUI that would allow a Port Service Form and a Loop Service Form to be completed on one LSR to allow a seamless transition of all services, voice and data. This new ordering process should allow a CLEC to submit a phone conversion order with the existing shared loop information included without the system reporting an error that a loop already exists on the line. We would like this completed for the next available IMA release. Thank you.

Mark Coyne-Qwest stated that Mobius is working with their Service Management Team and is reviewing the process with them. Mark stated that this CR may not be moving forward. Lynn Stecklein-Qwest stated that once the Service Management Team answer’s all of Mobius’ questions, this CR could be withdrawn in the June CMP Meeting. Mark Coyne-Qwest stated that we would make sure that all of Mobius’ concerns are addressed by their Service Management Team.

Hi Lynn,

I’ve played around in IMA – trying some different things and I think I may have it figured out. It’s a little difficult though because there is nowhere I can find clear cut instructions on how to actually submit such an order. If I tell you how I’m placing this order is there anyone that you can have verify that I’m doing it correctly?

I order the same as a regular UNE-P, the only differences being….

On the Order Information screen:

I select the REQTYP of S- Line Split (UNE POTS (P OR STAR)) instead of M – UNE POTS (P OR STAR)

Then on the resale split form I list:

POTSSPLITLOC as Inside

CABCONNTYP is B

CABCONN is VDA.PDTL1.(whatever the customer’s current pdtl is)

I am hoping this is correct; I want to be certain that our customer’s won’t still lose their loop if I order this way.

I will be out of the office until Wed. of next week and I have a customer with our DSL that I need to order when I return. Thanks for all your help with this matter—I appreciate it!

I did receive a status regarding your change request noted below.

In the Line Splitting PCAT is the following paragraph. I have highlighted the parts that we think applies to your request situation. Based on this, we don’t believe we need to update the PCAT.

Line Splitting with UNE- P POTS Split, UNE- P Centrex 21 Split, and/or UNE-P PBX Designed Trunk Split

In IMA you may see the UNE-P Split option for requesting new Line Splitting and UNE-P arrangements at the same time. If you are requesting new Line Splitting and UNE-P/QPP services at the same time, you must select the UNE-P POTS Split (or Split with NP), UNE- P Centrex 21 SPLIT (or SPLIT with NP), and/or UNE-P PBX Designed Trunk Split (or Split with NP) option in IMA. Line Splitting requests on an existing UNE-P/QPP services may be requested utilizing the Line Splitting option in IMA.

Can you review this information and let me know if you think this will accommodate your request?

4/18/07 Systems CMP Meeting

Mark Coyne-Qwest stated that this CR was presented by Mobius Communications as a walk on in the March CMP Systems meeting.

Lynn Stecklein-Qwest stated that Qwest is still evaluating this request to determine if the functionality already exists. She said that if the functionality does exist the documentation will be updated and no system work will be required. Lynn said that a response will be provided in the May CMP Meeting.

Lynn Stecklein-Qwest stated that this CR was presented in the March CMP Systems meeting as a walk on. She stated that the purpose of this meeting it to clarify the CR and to make sure that we understand the request.

Heather Kumpf-Mobius Communications stated that if the end user has Qwest for their phone service and UNE-P with Mobius and a shared loop with DSL, there is no where to note this information. She said that they need to do a Line Sharing LSR to add the loop back in and that the customer is without DSL for 3-4 days. Heather stated that they need a way to note the loop so that it doesn’t get pulled at the CO.

Chuck Anderson-Qwest asked if they were converting the Qwest retail line to UNE-P.

Heather Kumpf-Mobius Communications said yes.

Chuck Anderson-Qwest asked if this was just for UNE-P POTS.

Heather Kumpf-Mobius Communications said yes.

Chuck Anderson-Qwest stated that this functionality may already be in place since the IMA 16.0 Release and may be a hybrid of the Resale and LS forms. He stated that this allows identification of the UNE-P POTS and note the loop. He said that there is very low volume for this functionality but it does exist for Activity of N, T, V, and W.

Heather Kumpf-Mobius Communications said that they use Activity = Z for a full conversion.

Lynn Stecklein-Qwest asked if the form was applicable for Activity = Z.

Chuck Anderson-Qwest said no and said that the form exists and that there are some edits. He said that we could look at the possibility of supporting the Activity of Z. Chuck stated that other product families are available but not Z.

Lynn Stecklein-Qwest asked if the impacted products are UNE-L and UNE-P.

Heather Kumpf-Mobius Communications said that they need this for UNE-P and Line Splitting.

Chuck Anderson-Qwest corrected himself by stating that this is available on Activity V & Z not W.

Lynn Stecklein-Qwest stated that the CR says that this is for IMA GUI only.

Chuck Anderson-Qwest said that this should be for XLM.

Lynn Stecklein-Qwest said that she would change the CR to reflect IMA Common.

Chuck Anderson-Qwest stated that this functionality may already exist for Activity = Z.

Lynn Stecklein-Qwest said that we need to provide a response to Mobius in May. She said that if Qwest can confirm if the functionality already exists, then we can determine what the next steps should be

Nancy Swanson-Mobius Communications asked if there was something Qwest could help with training, etc.

Anne Pent-Qwest stated that she would be the SME to help in this effort.

Lynn Stecklein-Qwest stated that Qwest will regroup internally to confirm that the functionality exists and get back with Mobius to let them know.

Steph Prull-Eschelon stated that there was a CR in either IMA 16, 17, or 18 that may have taken UNE-P off the RSS form and asked if this would cause any issues.

Chuck Anderson-Qwest stated that pure UNE-P is still on the form. He said that any split products are low in volume and for the Mobius request it would come in on the RSS form.

Steph Prull-Eschelon asked if there would be any change to edits.

Chuck Anderson-Qwest said no.

Lynn Stecklein-Qwest asked if there were any other questions.

Heather Kumpf-Mobius Communications asked if Qwest would be getting back to them.

Lynn Stecklein-Qwest said that we would and may schedule another call or would get in touch with Mobius prior to the April CMP Meeting.

3/21/07 Systems CMP Meeting

Heather Kumpf-Mobius Communications stated that when they have a customer that has a shared loop on their line, they lose their DSL service when they convert phone service to another provider. She said that they are requesting that they be notified if the customer has a shared loop with DSL so that conversion can be ordered without the existing shared loop being physically removed when an end user switches phone service, and thus preventing the customer from losing DSL service. 3/27/07 - Comments to minutes received from Mobius Communications - Heather Kumpf stated that there currently is no way to order a phone conversion without an existing shared loop being pulled. We know when we have a shared loop on a customer’s line. We need IMA to be revised so that when we order a phone conversion (i.e.: when an end-user switches from Qwest to a UNE-P with us) we can notate on the LSR that there is an existing shared loop that needs to remain on the end user’s line. Currently when we order a phone conversion there is no loop service form to notate this existing shared loop, the shared loop is physically removed at the CO and we have to issue another LSR order to have the loop restored.

Qwest has reviewed the information submitted as part of the Mobius Change Request SCR031907-01. Based upon research that has been conducted following the Clarification meetings (held March 29, 2007,) Qwest is still examining the issue. Qwest will continue to research this CR and provide an updated response at the April Systems CMP Meeting.

At the April Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received into further evaluation of this Change Request.
