Description Of Change
Currently Qwest provides CRIS bills in a BOS/CABS format via NDM. (Example: UNE-P). At this time NDM is the only transmission method used to receive this billing format. Eschelon is requesting to have the bills in this format sent via FTP or WEB as well. NDM services are additional costs to the CLEC community.

Expected Deliverable:

Eschelon expects to be able to receive the CRIS Bills that are produced via the BOS/CABS format either via FTP or Web as well as via the current NDM transport method. We are not asking for the format of the bills to change through this CR, just how we receive them

February 20, 2008 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this CR was implemented on 2/8/08. He said that Eschelon had questions regarding this CR and Qwest has responded to those questions. He asked if there were any objections to closing the CR. Bonnie Johnson-Eschelon stated that she had a couple of comments about this CR. She said that if you look at what was asked in this CR, it was to provide a different transmission vs. NDM. She said that was why she posed the question earlier about having the circuit id appear on the OC&C. She said that Qwest’s position appears to be that we never provided the circuit id on the NDM file and that if you want the information, the customer needs to go to Billmate. She said that telling the customer to go to several different places to reconcile the bill is not appropriate and that they should be able to get the information in one file. She said that putting it on the Differences list sounds like Qwest can deviate from the Industry Standard just by adding something to the Differences list. Bonnie said that the CR can be closed but the issue still remains. She said that Qwest has indicated they have satisfied the request to get the NDM format and that Qwest said that it was never on the NDM file. She said that there will be OBF Industry Standard issue and that to reconcile the bill (Comment from Eschelon 2/27/08) the information should be in one place.

-- January 16, 2008 Sytems CMP Meeting Discussion: Mark Coyne-Qwest stated that this CR was completed on 12/8/07 and that we were looking to close. Kathy Stichter-Eschelon said that she would like this CR to remain in CLEC Test another month.

- December 12, 2007 Systems CMP Meeting Discussion: Susan Lorence-Qwest stated that the targeted implementation date for this CR was 12-8 and remains in CLEC Test.

- Minutes from Qwest/CLEC Walkthrough for Billing Output Files December Release October 3, 2007 In conjunction with the Billing system release targeted for implementation on December 8, 2007, Qwest is enhancing the billing application as outlined below. SCR032307-01: The Qwest Billing application will be enhanced to provide bills in the BOS/CABS format via the Web. This is in addition to the current transmission process which makes them available via NDM. No bill format changes are included with this additional media option. Opened the conference bridge at 1:28 MDT (1-888-725-8686, 431-7009) Attending from Qwest: Jana Charles, Jami Larson, Caroline DeSandre, Art Elser CLECs: Eschelon – Stephanie Prull CLEC Questions: Q -- When will CLECs have this functionality available. Need to update customer questionnaires to make web delivery available. A – The release goes in on Saturday, December 8, so Monday, December 10th, is when the functionality is available.

Q -- When the functionality is available and customer questionnaire is updated, how soon will those files become available? A -- Will be available with the next month's bill cycle—January for the first ones.

Q – Will test files be available? A – No. Content will not be changed, only the medium is changed. The files will look the same as current NDM files.

- August 15, 2007 Systems CMP Meeting Discussion: Kathy Stichter-Eschelon questioned the implementation date for SCR 032307-01, Send CRIS Bills in BOS/CABS format via different transmission method. Peggy Esquibel-Reed-Qwest responded that the planned implementation date is November 10, 2007. NOTE: The implementation date for this SCR is not November 10, 2007. In the June CMP meeting, the date was relayed as changed from November 2007 to 1st quarter 2008 due to conflicts with the CABS BOS V47 SCR that will be implemented in November. Qwest is finalizing the planned implementation date at this time.

- June 20, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that the LOE for this SCR is 450-550 hours with a target date initially set for November 2007. However, since the CMP distribution package was created, there has been additional review by IT. As a result, due to significant table restructures included with the CABS BOS V47 SCR in that release and this SCR, this SCR is now scheduled for implementation first quarter 2008.

May 16, 2007 Systems CMP Meeting Discussion: Susan Lorence-Qwest provided an update that this SCR is still under evaluation. Kim Isaacs – Eschelon identified that this SCR has been under evaluation for several months and asked if an answer is to be anticipated soon. Kim then noted that there is an urgency on Eschelon’s part. [Comment received from Eschelon: Kim then noted that there is a sense of urgency on Eschelon’s part.] Susan Lorence-Qwest responded that we are working with our IT contacts as there have been some additional questions that have come up associated with this change. Susan then stated that Qwest plans to have a response in the June CMP Meeting. Mark Coyne-Qwest noted that this CR was just presented in the April CMP Meeting and asked if there were any additional questions. There were none.

- April 18, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this is a new CR and noted that the Clarification Call had been held. Susan Lorence-Qwest confirmed that the Clarification Call was held on April 2nd. Steph Prull-Eschelon presented the CR. Steph stated that Eschelon currently receives CRIS bills in BOS/CABS format via NDM. Steph then stated that Eschelon wants the same format via FTP or the web. Steph stated that Eschelon is not requesting changes to the format; just want a different transmission method. Steph then asked if there were any questions. There were no questions brought forward. Susan Lorence-Qwest stated that Qwest was working on the LOE and that a response would be given in the May CMP Meeting.

Review Requested (Description of) Change: Susan Lorence-Qwest reviewed the CR description and asked Eschelon if there was additional information to share. Steph Prull-Eschelon explained that she wanted to be clear that this CR is not a change to the bill format but just to how the file is received. Steph-Eschelon explained that Eschelon no longer is supporting NDM and they want files to be sent via FTP or web access instead. Steph-Eschelon explained that Echelon currently receives these same bills via EDI and does a compare. Carol McKenzie-Qwest questioned how soon Eschelon would be moving off of NDM. Steph-Eschelon explained that NDM had already been shut down in Eschelon which is the problem. Carol McKenzie-Qwest asked if Eschelon could use EDI bills. Steph Prull-Eschelon stated that Eschelon wants to move away from EDI due to the cost. Steph-Eschelon further identified that Eschelon has had some problems with the EDI format and would like to get away from it and use something like the cost assurance program. She stated that the EDI problem is different every month. Carol McKenzie-Qwest asked whether there was any recovery capability required. Steph-Eschelon said no recovery capability was necessary, they would like it on a going forward basis if and when they can get it..

Susan Lorence-Qwest confirmed whether this request only impacts the Billing area and Steph-Eschelon indicated yes, it is only the Billing category that is impacted. It was identified that Qwest would update the CR form under OSS Interfaces Impacted to specify Wholesale Billing Interface. Susan Lorence-Qwest also confirmed that this change was not product specific. Steph-Eschelon relayed that the request is not product specific however Jami Larson-Qwest relayed that the only products available via this CRIS interface are UNE Unbundled Loops and UNE-P POTS. These are the only two products available in this CRIS BOS/CABS bill format. Steph Prull-Eschelon confirmed that UBL and UNE-P POTS would be the only products for this request. Qwest identified that the CR form would be updated under Products Impacted to specify this information about the products currently available. There were no additional questions or comments. Establish Action Plan & Resolution Time Frame: Susan Lorence-Qwest stated that this CR is due for presentation at the April 18, 2007 Systems CMP Meeting and that Qwest would provide the response to the CR in May 2007.

Based upon research that has been conducted following the Clarification Meeting (held April 2, 2007), Qwest is accepting this SCR and it has been targeted for the November 10, 2007 Billing release. The LOE is 450-550 hours associated with providing the Web data option.

Qwest has reviewed the information submitted as part of Change Request SCR032307-01. Based upon research that has been conducted following the Clarification Meeting (held April 2, 2007), Qwest is still examining the issue. Qwest will continue to research the change request and provide an updated response at the June Systems CMP Meeting.

At the May Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarification. Qwest is interested in the experience of the CMP community as it relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
