April 12. 2006 Revision to Description:

Add new product specific reject codes to IMA and Fax Gateway. This eliminates the need for a Remark explanation and allows for immediate recognition by code of the reject reason. New reject condition needs to be supported are:

- "Cannot issue conversion order. Request pending for LNP or LSNP"

- "DSL cable is not valid for Unbundled Distribution Loop - Subloop. Resubmit with qualified CABCONN data."

- "Service/feature requested is not available in this wire center"

- "No FOC received from current provider. Cannot process Port In request"

- "CFA, NC, NCI, or SEC NCI do not match the CSR on UBL requests with ACT=T or M"

Original Description:

Add new product specific reject codes to IMA and Fax Gateway. This eliminates the need for a Remark explanation and allows for immediate recognition by code of the reject reason. New reject condition needs to be supported are:

June 20, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that these were implemented with the IMA 21.0 Release on May 21st and asked if there was any objection to closure. Mark stated that he is not hearing any objection so the CRS will be closed. Bonnie Johnson-Eschelon then asked Kim Isaacs if she was aware of any 21.0 issues or if there were any open tickets. Kim Isaacs-Eschelon stated that she was not aware of any issues. Carol McKenzie-Qwest stated that there were no problems with the Release. Mark Coyne-Qwest stated that there are no 21.0 tickets. Bonnie Johnson-Eschelon said okay, she was just checking.

-- May 16, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that these are all IMA 21.0 CRs and stated that the Release will be on May 21st. Mark then stated that Qwest will ask for closure of these CRs in the June CMP Meeting.

Carol McKenzie began the meeting by taking attendance and announcing the purpose of the meeting. Carol explained that the walkthrough would cover the candidates, candidate impacts to the associated documentation, and the IMA XML Disclosure Document. The Meeting Agenda, Candidate Overview document, and a Summary of documentation changes customers can expect to see in the final version of the tech specs that do not appear in the draft are attached to the Wholesale Calendar entry for the IMA XML 21.0 CLEC Walk-through, which is located at http://www.qwest.com/wholesale/calendar under today’s date.

Candidate Review: Denise Martinez Functional Overview: New product specific reject codes are being added to the IMA and Fax Gateway systems. These reject values eliminate the need for Remark explanations and allow for immediate recognition by code of the reject reason. The new reject codes and descriptions that are being introduced with this release are: 614 = Service/feature requested is not available in this wire center. 732 = No FOC received from current provider. Denise Martinez reviewed the information provided in the candidate overview document. Denise further explained that the new reject codes 614 and 732 are specific to port requests and reject codes 770 and 771 are associated with UNE products. Denise opened the floor to Questions. December 14, 2006 Monthly Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this attachment includes the Revised 21.0 Prioritization List, as a result of the Late Adder, and also includes Packaging for 21.0. Mark then asked if there were any questions. Jeff Sonnier-Sprint Nextel asked how many, on the revised 21.0 list, were being implemented. Mark Coyne-Qwest stated that the top 5 would be implemented and that the 21.0 Packaging was included in this attachment.

August 16, 2006 Monthly Systems CMP Meeting Discussion: Peggy Esquibel Reed-Qwest stated that the list of IMA 21.0 candidates, along with the Prioritization Instructions, is located in Attachment M of the distribution Package. Peggy noted that there are 19 candidates, eligible for prioritization. And for this CR Review Exercise, as in the past, Qwest and each CLEC will indicate what their top 2 candidates are. Peggy stated that we would then follow with the review of the prioritization instructions. Peggy asked if there were any questions. There were none brought forward. Peggy then asked for the top 2 candidates, from Qwest and the CLEC Community.

Peggy Esquibel Reed-Qwest asked that for those providing their top 2 picks via email, that the emails be sent to the cmpcr@qwest.com mailbox. Peggy then asked that the information be provided within the next 2 days. Peggy then stated that she would send the information provided, via email, to the call participants. NOTE: there were no emails received prior to the distribution of the ranking form. Peggy Esquibel Reed-Qwest stated that Qwest would distribute the Prioritization Form NLT 5 p.m. MT, Monday, August 21, 2006, via the Notification Process. The completed Prioritization Forms are to be submitted to the cmpcr@qwest.com mailbox, no more that 3 business days following Qwest’s distribution of the prioritization form. Peggy then noted that the highest point value, 19, should be assigned to the CR that you wish to be implemented first. A point value of 19 would indicate your #1 ranked candidate; a point value of 18 is your second choice, etc. The point value of 1 will indicate the candidate that you wish to be ranked last. Peggy then stated that Qwest would calculate the total point values received, and that the ranking results would be distributed to the CLECs within 2 business days following the submission of the ranking and no later than 5 p.m. MT on August 28, 2006. This is also via the Notification Process. Peggy then asked if there were any questions. There were none brought forward.

When Qwest and the CLEC community worked through the Port In/Stop Force Port process, Qwest committed to providing additional detail the new service provider would need if they chose to escalate the issue with the old service provider. The Port In PCAT lists the following information Qwest will provide on the reject: Qwest will provide the following information on the rejected LSR: The PON/LSR number we used when submitting the port request to the OLSP The date when the request was submitted to the OLSP The method in which the request was submitted (i.e. email, online, fax) List of follow up dates and name(s) of the person(s) we attempted to contacted at the OLSP If the LSR was rejected due to wrong end user information provided to Qwest, Qwest will indicate that the LSR data does not match OLSP CSR data.

Eschelon would like to confirm that Qwest will continue to provide this information on LSRs rejected with the automated reject codes: No FOC received from current provider. Denise stated that this would eliminate the need for an explanation in Remarks. Kim Isaacs-Eschelon asked if these were for Center rejects. Denise Martinez-Qwest said yes and will be manual, by the Center. Jeff Sonnier-Sprint stated that the CR specifies IMA and Fax Gateway. Jeff then asked if this request was also for IMA EDI. Denise Martinez-Qwest said yes. Jeff Sonnier-Sprint asked if this was already documented. Jill Martain-Qwest stated that the documentation would occur when the CR made a Release. There were no other questions or comments. This CR moves to Presented Status.

RE: SCR040306-01 Add Product Specific Reject Codes

Qwest has reviewed the information submitted as part of Change Request SCR040306-01. Based upon research that has been conducted following the April 11, 2006 Clarification, Qwest is able to provide an estimated Level of Effort (LOE) of 105 to 176 hours for this IMA and Fax Gateway Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 21.0 prioritization vote.
