Description Of Change
This change request is to update applications in order to more accurately meet the guidelines set forth in the ATIS EMI Documentation in the population of the Wireline Transit 110101 EMI (Exchange Message Interface) records for the Indicator 19 LATA Code, in position 100, as well as the Settlement Code, in position 149.

These changes apply only to those companies receiving the wireline transit records.

The edits that Qwest performs upfront for wirleline transit records will be changing. Currently, only local and intralata records are identified and distributed as category 110101 EMI records to those companies that have requested the wireline transit records. With the deployment of this request, the interlata records will be included and sent to those companies presently receiving the wireline transit records.

The Settlement Code, position 149, in the Wireline Transit 110101 record will include the value of ‘J’ for interstate and ‘Z’ for unknown. Also, the ‘Indicator 19 Lata Code’, position 100 in the 110101 record, will be either a ‘1’ for Intralata, or a ‘3’ for Interlata, or a ‘9’ for not determined.

Expected Deliverable:

For those companies presently receiving Wireline Transit records from Qwest, you may see an increase in the volume of records. Requested implementation is July 2005.

Effective today, July 11, 2005, Qwest enhanched the CRIS application as outlined below. Summary of Changes: 1. SCR040605-01IG Wireline Transit Records: Qwest updated the applications to more accurately meet the guidelines set forth in the ATIS EMI Documentation in the population of the Wireline Transit 110101 EMI (Exchange Message Interface) records for the Indicator 19 LATA Code, in position 100, as well as the Settlement Code, in position 149. These changes apply only to those companies receiving the wireline transit records.

-- May 18, 2005 Systems CMP Meeting Discussion: Jill Martain-Qwest stated that this was walked-on in April and stated that the targeted implementation date is July 11th and that the LOE is 1900 to 2300 hours. There were no questions or comments. This CR is in Development status.

-- April 22, 2005 Ad Hoc Meeting Minutes Attendees: Jay Schroeder-Qwest, Peggy Esquibel Reed-Qwest, Kathy Pearce-Qwest, Sherri Struble-Qwest, Rosalin Davis-MCI, Stephan Calhoun-Cbeyond, Bob Allen-Cbeyond, Sue Lamb-180 Communications Peggy Esquibel Reed-Qwest stated that the meeting is to review the CR with the CLEC Community and answer questions regarding the changes. Peggy asked the call participants if they had an opportunity to read the CR. All said yes. Jay Schroeder-Qwest stated that the values would apply only to Wireline Transit Records and noted that additional Settlement Codes would be used. Jay stated that there would also be changes to the Indicator 19 LATA Code. Jay stated that the details are also documented in the ATIS EMI Documentation. Bob Allen-Cbeyond asked if this only applies to Interlata and asked about Interstate traffic. Jay Schroeder-Qwest stated that Wireline Transit Records previously included local and intrastate, and now would iclude Interlata traffic as well. Jay stated that it would be for traffic coming over LIS Trunk Groups. Jay stated that this would not apply to traffic coming over IXC Trunks. Bob Allen-Cbeyond said okay. There were no additional questions or comments. This CR will be formally presented in the May 18th CMP Meeting.

- April 20, 2005 Systems CMP Meeting Discussion: Kathy Pearce-Qwest presented the CR and stated that this was targeted for July 2005. Kathy stated that there was an ad hoc meeting scheduled for April 22nd for discussion of this request. Liz Balvin-Covad stated that she appreciated the detail that is provided in the CR. Bonnie Johnson-Eschelon asked that if the ad hoc call scheduled for April 22nd was for Qwest to provide additional details. Jill Martain-Qwest stated yes. This CR moves to Presented Status.
