Description Of Change
Whenever a REQTYP=JB (Dir Listing) order is issued via Qwest IMA EDI, and the order partially errors (i.e. one or more listings on a complex order), an 855 is issued to the CLEC which provides notification that this PON is final. The mandated outcome is that the user must issue additional PONs to correct the remaining (errored) listings on the order.The entire order should be worked prior to receiving a confirmation. Changes and/or supplements should be allowed to correct errors on the order until it is ENTIRELY complete. This process would be similar to what is done for an LSR Product order such as REQTYP=E, A, etc.

September 19, 2003 IMA 14.0 High-Level Walk-thru Meeting Minutes Excerpt:

Functionality Description: Currently confirmation completion reports from Facilities Based Directory Listings (FBDL) are sent as faxes to the CLEC for GUI and as the secondary notification for EDI users (for EDI CLECs, initial confirmation is received via the DSRED 855 transaction). The current process of faxing AC responses back via the confirmation completion report is inconsistent with the way FBDL and EDI work. We would like to see automation of this process so that IMA common responds back via individual electronic responses at the CCNA Purchase Order Number (PON) level on all orders with a status of Confirmation (AT), Accepted with Change (AC), Acknowledged with Detail No Change (AD) or Rejected (RF). This will allow for better tracking of completion responses and less chance for misplaced information. CLECs would no longer need to look to faxes to receive additional information regarding their FBDL orders with a status of AC. This will streamline processes for the CLECs and Qwest allowing for better resolution of the FBDL responses that currently come via the fax (for orders with a status of AC). This would make response handling more consistent with other EDI products.

IMA will automate the process for both EDI and GUI users and will provide an electronic response back to the CLEC at the PON/LSR level for each FBDL request. Additionally, IMA will be modified so that when a PON/LSR is returned with a status of AT, AC or AD, the PON/LSR will be completed within IMA. However, when a PON/LSR is returned with an initial status of RF, the PON/LSR will remain in a pending status for 10 calendar days so that the CLEC will have the opportunity to correct errors. If the LSR is not corrected within the 10-calendar day timeframe, IMA will cancel the request. If the CLEC attempts to resend/resubmit the request after the 10 calendar day timeframe, IMA will notify them of the cancellation.

Peggy stated that the 5 CR’s have synergies and would carry the same status as SCR103102-01. Peggy noted the 5 CR’s:

SCR103102-01 Change to Confirmation Completion Report for FBDL responses, originated by McLeod. This CR is committed in the 14.0 Release

SCR012003-01 FBDL Errors after Order Completes. This CR would carry the same status as the 14.0 committed CR.

Connie Winston/Qwest stated that this CR would be implemented with SCR103102-01.

5/16/02 Systems CMP meeting Alan Flanigan/Time Warner Telecom presented this CR. Connie Winston/Qwest said that there was a CR submitted about a year ago requesting that the entire order be worked prior to receiving a confirmation. A couple of CLECs were not happy with the idea of having to back out the rejects. Connie Winston/Qwest said that this requires a huge amount of work. Sometimes when we ask for an LSR to be re-submitted, it takes days to get it back. Alan Flanigan/Time Warner Telecom said it seems like it would be helpful to move the edits up further in the process. Connie Winston/Qwest said we have made several changes to improve the accuracy for stand-alone listings, this includes additional edits in IMA. Judy Schultz/Qwest asked if there was another solution. Alan Flanigan/Time Warner Telecom said that they would have to do a lot of research to define why the errors are occurring and would be an audit tracking issue. Terri Wicks/Allegiance said that if the change is a change for all CLECs, can we design it where there’s an option to back it out, or is it going to be black & white? Can you submit just the partial? Can we have an option? Michael Buck/Qwest asked if they would know in advance if there were errors. Connie Winston/Qwest said we could look at options that may allow supps to correct the LSR for the listings that error’d. If we were to offer partial or full reject capability, it would have to be in the CLECs profile (partial or rejects). Connie Winston/Qwest said that it would be less complicated not to have to back out updated listings when an error condition was hit. We did not look at whether or not to accept a Supp when we provided the LOE, a new LOE will be provided. In 10.0, Qwest has implemented the ability to submit standalone listings on an unbundled loop LSR. Terri Wicks/Allegiance said that because this has to be voted on and, if there is not an option for the other CLECs, this would probably not be voted very high. Connie Winston/Qwest said that Qwest is going to follow the same path as Resale with the implementation of the listing on the unbundled loop LSR. Connie Winston/Qwest said that we would review the LOE before we vote in July. Michael Buck/Qwest asked if any other CLECs wished to comment. There were no other comments.

4/23/02 - Clarification Meeting Attendees -Alan Flanigan - Time Warner Telecom, Mark Early - Qwest, J J Bradley - Qwest, Gerry Mohatt - Qwest The purpose of this meeting was to clarify the request submitted by Time Warner Telecom. The description of change was reviewed. Alan Flanigan stated that they submit a FBDL EDI request for Directory Listings. They currently use Standalone for Directory Listings. JJ Bradley asked if Time Warner Telecom wanted to see the 855 if the order was not complete. Alan said that they don't want to see the 855 until the entire order is complete. They find it very difficult to track if they submit an order with 10 listings and 5 listings error. They want the PON to work end to end.. They want the same concept as with the LSR process. Alan wanted to know if he should expand the change request to include the combined order (Directory Listings and the LSR). Gerry Mohatt said that he can provide documentation of efforts already underway. He will forward to Lynn and Lynn will provide to Alan. Alan was advised that this would be presented in the May CMP Systems meeting and may be an eligible 12.0 candidate.
