Presently, we are required to utilize the "downloaded" version of the various Qwest spreadsheets which includes CEMR, IMA, HEET and QORA. We are requesting the utilization of an "Excel" format which would tremendously expedite our current process. This process can be and is currently being utilized via our security website which takes the pertinent information and propagates it to an excel spreadsheet, thereby, reducing the time in which it takes to process a request by minutes.

Please accept this Change Request on behalf of Verizon Business Network System Security (NSS) regarding the implementation of a standardization of submission of excel spreadsheets in lieu of the required format which will aide in the streamlining of our request process.

June 20, 2007 Systems CMP Meeting Discussion: Denise Martinez-Qwest Verizon Business requested that Qwest accept an Excel spreadsheet in lieu of the downloaded version of various Qwest spreadsheets when requesting access to systems. The problem is that the current spreadsheets were created to address multiple concerns associated to processing many system access requests. Each system requires different data entries in order to provide accurate information in a uniform manner, with very specific formats that have to be entered in other systems when processing these requests. Qwest initially processes the requests manually. Fields on the requests are reviewed for missing, invalid, or incomplete entries. If each CLEC sends their version, it will add time to Qwest’s validation process. It would also require adding a new process for Qwest to handle CLEC spreadsheets vs. Qwest spreadsheets. Once the spreadsheets have been reviewed for completion and accuracy, they are processed through mechanization based on the current formatting of the details provided on each request. If differently formatted spreadsheets are introduced, additional manual handling will be required to look for invalid characters and extra spaces. Something as small as a space, comma, etc. could cause problems. Receiving different spreadsheets from various CLECs could result in formatting problems and failures in system processing. There would be additional issues to address when forms update based on Qwest needs. Qwest is concerned that this change poses security concerns regarding requirements of the data and possible impact to internal tables. Since there is an existing process in place that accurately supports processing system access requests and assures current security requirements, Qwest respectfully denies this request due to No Demonstrative Business Benefit. Bonnie Johnson-Eschelon stated that that denial reason is like fingernails on a blackboard. Denise Martinez-Qwest agreed that it was for her as well. Bonnie Johnson-Eschelon stated that she understood what Denise had said but that the explanation and the denial reason did not match. Mark Coyne-Qwest stated that it is more then no business benefit and that there would need to be different processes for each CLEC. Bonnie Johnson-Eschelon stated that she did not know what the spreadsheet is for but she did not think that the explanation and the denial reason match. Bonnie wondered if there was maybe a more accurate portrayal reason. Mark Coyne-Qwest stated that we are limited in the reason’s that can be used and that one of those reasons must be used. Bonnie Johnson-Eschelon said that maybe we need to look at those. Mark Coyne-Qwest asked if there were any other questions. There were none.

- May 16, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that the Clarification Call for this CR was held on May 7th. Mark then asked LeiLani Hines (Verizon Business) to review her CR. LeiLani Hines-Verizon Business stated that Karen McGinnis (Verizon Business) would review the CR. Karen McGinnis-Verizon Business presented the CR to the CLEC Community. Karen stated that they want to expedite the spreadsheet process and want to bypass the formal Qwest spreadsheet and use a standard spreadsheet so is not so restrictive. Kathy stated that they want to do a download on their end and stated that it would be much quicker for them. Mark Coyne-Qwest stated that Qwest is currently reviewing the request and would have a response next month.

May 7, 2007 Clarification Meeting: ATTENDEES: Karen McGinnis-Verizon Business, Kelly Leverich-Integra, David O’Conner-Verizon Business, Stephanie Prull-Eschelon, Laurie Fredricksen-Integra, Carol McKenzie-Qwest, Cassandra Hunt-Qwest, Steve Edwards-Qwest, Dan Wheeler-Qwest, Bob Weimer-Qwest, Laurie Dalton-Qwest, Geoff Bunger-Qwest, Jan Martin-Qwest, Bill West-Qwest, Chuck Anderson-Qwest, Denise Martinez-Qwest, Arun Rajendiran, Peggy Esquibel Reed-Qwest Peggy Esquibel Reed-Qwest reviewed the CR Title and Description of Change. Peggy then stated that the CR may need to be split out into 2-3 different CRs, we will talk about that. The CR Form that was used was an older version (v14), the current version is V16 and there are some differences that will impact this request. The first is that the Heet application was retired in January so will need to be removed from the request. IMA EDI was also checked on the form and EDI is also retiring, with the last updates made to EDI were back in 19.0. Peggy then asked to confirm that the IMA portion of the request is for both IMA App-to-App & for the GUI. Karen McGinnis-Verizon Business said yes. Peggy Esquibel Reed-Qwest then confirmed the request to be for CEMR, IMA Common, and for QORA and is for PreOrder and Ordering. Karen McGinnis-Verizon Business said yes. Peggy Esquibel Reed-Qwest then asked Verizon Business if they had any additional information to share, specifically regarding the spreadsheets. Karen McGinnis-Verizon Business stated that the request is for access to the applications and is not for reports. Karen then explained the process of going to the Qwest web site and having to fill out the requests for the Digital Certificates. Karen stated that the cells are restricted and stated that if normal spreadsheets were available, they could download the information to spreadsheets, and that the spreadsheets would not contain the Qwest logo. Steve Edwards-Qwest asked to confirm that Verizon Business is asking for a process to have users obtain access to Qwest Systems. Bill West-Qwest asked if this request is for Digital Certificate requests. Karen McGinnis-Verizon Business said yes. Laurie Fredricksen-Integra stated that this is for when they have a new employee who needs access. Laurie stated that the spreadsheets basically have the same information and noted that it would be nice if there could be one spreadsheet with check boxes for the specific applications. Laurie stated that one spreadsheet could also prevent Qwest from having several spreadsheets. Laurie stated that she would like to see one spreadsheet vs. 3 spreadsheets. Stephanie Prull-Eschelon stated that agrees with all that has been said and noted that this could help streamline all of the spreadsheets. Peggy Esquibel Reed-Qwest stated that a revision to the CR may be needed and noted that she would get with LeiLani Hines (Verizon Business) if that was the case. Peggy Esquibel Reed-Qwest stated that Qwest would internally review the request and would get back with LeiLani if there were additional questions regarding this Change Request. The Clarification Call was concluded.

Verizon Business proposes that Qwest accept an Excel spreadsheet from Verizon in lieu of the downloaded version of various Qwest spreadsheets when requesting access to CEMR, IMA, and QORA. There are additional systems other than those listed by Verizon Business.
