Eschelon is requesting that Qwest implement a BULK PIC Change Process similar to the Bulk suspend and disconnect process already in use today. Eschelon requests that the process implemented mirrors the current processes, but allows for a PIC Change instead.

6/20/07 Systems CMP Meeting

Mark Coyne-Qwest stated that these were implemented with the IMA 21.0 Release on May 21st and asked if there was any objection to closure. Mark stated that he is not hearing any objection so the CRS will be closed. Bonnie Johnson-Eschelon then asked Kim Isaacs if she was aware of any 21.0 issues or if there were any open tickets. Kim Isaacs-Eschelon stated that she was not aware of any issues. Carol McKenzie-Qwest stated that there were no problems with the Release. Mark Coyne-Qwest stated that there are no 21.0 tickets. Bonnie Johnson-Eschelon said okay, she was just checking.

5/16/07 Systems CMP Meeting

Mark Coyne-Qwest stated that these are all IMA 21.0 CRs and stated that the Release will be on May 21st. Mark then stated that Qwest will ask for closure of these CRs in the June CMP Meeting.

Carol McKenzie began the meeting by taking attendance and announcing the purpose of the meeting. Carol explained that the walkthrough would cover the candidates, candidate impacts to the associated documentation, and the IMA XML Disclosure Document. The Meeting Agenda, Candidate Overview document, and a Summary of documentation changes customers can expect to see in the final version of the tech specs that do not appear in the draft are attached to the Wholesale Calendar entry for the IMA XML 21.0 CLEC Walk-through, which is located at http://www.qwest.com/wholesale/calendar under today’s date.

Candidate Review: Jo Lloyd Functional Overview: This candidate allows CLECs to send bulk requests for PIC and/or LPIC changes utilizing the Bulk Request to Create (BRC) functionality. Requests for up to 100 accounts via a single request will be accepted and must be submitted via IMA GUI only. IMA accepts the BRC and mechanically creates multiple LSR’s, one LSR for each account shown on the BRC. BRCs accepted by IMA cannot be supplemented. Supplemental activity must be submitted on individual LSRs if desired. Bulk PIC/LPIC change requests apply at the account level only and requests must be for the same combination of PIC/LPIC values. The PIC and LPIC values themselves do not need to be the same CIC code. (Example: PIC is changed to 0123 and LPIC is changed to 4567). MULTI-RELEASE INFORMATION: This candidate is not multi-release. Jo Lloyd reviewed the information provided in the candidate overview document. Jo opened the floor to Questions. Kim Isaacs with Eschelon asked for clarification regarding Bulk PIC requests being done by ATN. If a Bulk PIC request is submitted, would all of the numbers associated with that ATN be updated? Jo Lloyd explained that these requests are submitted by BTN. Qwest will update the PIC/LPIC for every number associated with that BTN. If a customer does not want all of them changed, they should not use the Bulk Request functionality. No additional questions were asked. Carol moved discussion to the next candidate.

- 6/15/05 Exception Vote

Lynn Stecklein - Qwest said that Eschelon submitted an Exception CR requesting that SCR050305-01 (Bulk PIC Change Process in IMA) be allowed as a Late Adder for the IMA 18.0 Release. She said that a pre-meeting was held to determine what the ‘Yes’ and ‘No’ votes would mean and that the vote would be conducted in this meeting. Lynn stated that a vote of ‘Yes' will indicate a preference that SCR050305-01 Bulk PIC Change Process in IMA will be allowed as a Late Adder for the 18.0 IMA Release. She said that a vote of ‘No’ will indicate a preference that SCR050305-01 Bulk PIC Change Process in IMA will not be allowed as a Late Adder for the 18.0 IMA Release. She said that Quorum required for this vote is 6 and has been achieved. Lynn asked Susan Lorence (Qwest) if anymore e-mail votes had been received. She said that there were none. Lynn said that 1 e-mail vote was received from Velocity. Lynn asked if there were any questions before conducting the vote. Bonnie Johnson – Eschelon asked if Jill Martain (Qwest) was able to provide the information she requested regarding other Exception CRs and timelines. Jill Martain – Qwest said that she was not able gather the information for today’s meeting. Lynn Stecklein – Qwest conducted the vote. AT&T – Yes Covad – Yes Eschelon – Yes Integra – Yes MCI – Yes Jill Martain – Qwest said that we looked at where we are in the release and we are past system requirements and have been in coding/development for over a month. Based on the risks involved to stop coding on the current CRs and start development on a new CR, Qwest votes No. VCI Company – Yes Velocity – Yes Lynn Stecklein-Qwest stated that there were 7 ‘Yes’ votes, 1 ‘No’ vote and 0 ‘Abstain’ votes. She said that a unanimous vote was required and, therefore, this request will not be granted.

Eschelon would like to have the above CR added to the 18.0 prioritization availability as a Late Adder. We are requesting a reprioritization and for this CR be included in the reprioritization. If the CR is prioritized high enough we are requesting inclusion of this CR in the 18.0 IMA release for October 2005.

Eschelon is requesting a pre-meeting to discuss the request and the vote to occur at the June 2005 CMP systems meeting.

E-mail received from Eschelon 6/1/05 Hi Lynn, I have discussed this internally. I need to have some verification that the QPP centrex will be included since it is ordered the same way as the resale and UNE-P Centrex products. Once I can get that confirmation I want to pursue this CR with the LOE of option number 1. Can we find someone to confirm that since the forms are all the same that it will include all 3 variations Resale, UNEP, and QPP of the centrex family? I will not have the LOE for SCR050405-01 Wholesale PIC changes via RSS until approximately 6/2/05. At this time, it does appear that the LOE for the Bulk Change in RSS will be higher than the change in IMA.

We did provide 3 LOEs for SCR050305-01 Bulk Change Process in IMA. We did this in case you would have more PIC changes for specific products.

They are as follows:

#1 Grouping include Resale POTS, Centrex 21, Centrex Plus, Centron, UNE-P POTS, QPP POTS

5/20/05 Systems CMP Meeting

Steph Prull - Eschelon stated that they are requesting that Qwest implement a Bulk PIC Change Process similar to the Bulk suspend and disconnect process already in use today. She said that Eschelon is requesting that the process implemented mirror the current processes, but allow for a PIC change instead. Steph said that having to issue thousands of LSRs is very cumbersome. Jill Martain - Qwest stated that this CR will move to a Presented status.

Lynn Stecklein - Qwest said that Billing and Repair CRs now have to be prioritized. Harriet Berry - Qwest stated that the RSS LOE would be drastically higher. Steph Prull - Eschelon said that they wanted to be able to request the capability to make PIC changes in IMA without having to issue LSRs

Qwest has reviewed the information submitted as part of Change Request (SCR050305-01). Based upon the scope of this CR as agreed to in the Clarification Meeting (held May 6,2005) Qwest is able to provide the following LOEs by grouping of products:

#1 Grouping include Resale POTS, Centrex 21, Centrex Plus, Centron, UNE-P POTS, QPP POTS

2500 - 2700 hours
