9/21/05 Systems CMP Meeting

Carol McKenzie/Qwest stated that this request has been denied. She said that Qwest does not have a RSS interface in place to process resold accounts. The LOE of $541K would entail building a new system to handle ingoing and outgoing transactions and is not economically feasible. Bonnie Johnson/Eschelon asked how the Wholesale account is different from a Resale account. Jill Martain/Qwest said that Qwest would research this question and get back with Eschelon.

5/18/05 Systems CMP Meeting

Steph Prull - Eschelon stated that Microtech Tel submitted a change request in 2002 that Eschelon would like to reactivate. She said that the previous CR and this CR go hand in hand only this request is asking for the Bulk PIC change in RSS. Steph said that they would prefer the functionality in IMA and are looking for Qwest to provide the LOEs as soon as possible. Jill Martain - Qwest stated that we are aggressively pursuing the LOEs for both CRs. Bonnie Johnson - Eschelon said that she thought the LOEs would be provided today. Jill Martain - Qwest said that the Qwest internal teams are looking at getting the LOEs as soon as possible. Jill said as soon as we receive the LOEs, we will contact Eschelon. Jill stated that this CR will move to a Presented status.

SUBJECT: SCR050405-01 Wholesale PIC changes via RSS

Description of Change: Eschelon is requesting that Qwest allow Wholesale PIC Changes to be processed via RSS processes similar to IXCs.

Qwest Response:

Qwest has reviewed the change requested with this CR and has determined that the cost to implement this change is $541K. Currently, Qwest does not have an RSS interface in place to process resold accounts. The large LOE involved with this request would entail building a new system to handle incoming transactions, outgoing transactions and status of those transactions, which is cost prohibitive.

Qwest is therefore denying the requested change because it is not economically feasible.

June 2, 2005 RE: SCR050405-01 Wholesale PIC Changes via RSS

Qwest has reviewed the information submitted as part of Change Request (SCR050405-01). Based upon the scope of this CR as agreed to in the Clarification Meeting (held May 6, 2005) Qwest is able to provide an estimated Level of Effort (LOE) of 9500 to 9600 hours for this RSS Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.
