Description Of Change
3. Request that CenturyLink provide an informed FOC and identify delivery intervals where a build is required within 9 business days for DS1, DS3, and OCn (Ethernet and fEmabarq/CT scheduled in later phase(s)) with details in the REMARKS field of the FOC. This goes along with using the Network Facility Requirement (NFR) field on the FOC. In addition, provide details in the REMARKS field for minor builds when the interval is longer than the standard interval. This will help Verizon set the appropriate interval expectation with our customer when a build is required by CenturyLink.

Project Meetings

June 20, 2012 System CMP Meeting Mark Coyne – CenturyLink stated that this CR was presented in the May meeting. On June 13, 2012, CenturyLink provided the CenturyLink response to Verizon that identified that during evaluation it was determined that the best solution would be a Product/Process change. CenturyLink proposed that the CR be crossed over from Systems to Product/Process. Mark asked if Chad had anything to add.

Chad Warner – Verizon stated there had been some email exchanges regarding Ethernet being included in a Phase 2 and wanted confirmation.

Mark Coyne – CenturyLink stated that was true.

Susan Lorence – CenturyLink added that no revisions were required to the CR.

May 16, 2012 System CMP Meeting Chad Warner – Verizon presented the CR. Chad said a clarification call had been held on May 15, 2012 and there will be an additional ad hoc call.

Mark Coyne – CenturyLink said the CR was initially submitted as an Industry Guideline CR and as an Exception request. During the clarification call, it was determined that this CR will not be considered an Industry Guideline nor will it be handled as an Exception CR at this point. There will be a follow-up ad hoc call in early June. If an exception is required after all, it will be processed as an exception CR at that point. The clarification call meeting minutes will be posted to the Wholesale calendar on 5/22/12. Mark asked if there were any questions; there were none.

May 15, 2012 CMP CR Clarification call

Attendees: Tom Priday – Verizon, Chad Warner – Verizon, Pam Zeigler – CenturyLink, Kathy Ocken - CenturyLink, Misty Powell – CenturyLink, Heather Rice – CenturyLink, Mark Coyne -CenturyLink, John Hansen - CenturyLink, Susan Lorence - CenturyLink

Susan Lorence – CenturyLink took roll, and introduced the purpose on the clarification call and asked Chad if he would describe the Change Request and the reason for requesting the CR be treated as an exception request. Chad Warner – Verizon asked Tom Priday – Verizon to describe the changes included in the change request. Tom Priday – Verizon stated that the reason for the Change Request was due to a key initiative to streamline the process regarding special construction. Tom indicated this would be a win-win situation. When orders go held, it requires a lot of communication to provide customer’s status, etc. Several months ago, Verizon met with CenturyLink Wholesale, in particular Warren Mickens and Ken Beck, and presented this request for a change. Verizon has presented this request to other carriers as well. Tom said the approach would utilize the OBF indicator that was implemented in March 2012 that identifies there is a facility related issue on an order. The approach is to provide an “intelligent FOC” utilizing the Remarks section to provide details on a build. Verizon would like an automated way to provide status which would minimize phone calls to carrier and customers. Tom asked Pam Zeigler - CenturyLink if she had any additions to his overview. Pam Zeigler – CenturyLink added that internally CenturyLink has buyoff from upper management. She relayed that it is a win-win situation that will allow CenturyLink to give all customers the same information. Verizon will offer the same information back to CenturyLink when CenturyLink is their customer as well. Tom Priday – Verizon said he provides updates to his upper management and is driving the same changes that CenturyLink submits to Verizon. Chad Warner – Verizon recapped the change request. Chad reiterated CenturyLink and Verizon have been talking about the change so this is nothing new. He asked if this just a Legacy Qwest request or all of the merged CenturyLink. Susan Lorence – CenturyLink replied that CMP only applies to Legacy Qwest and its processes for CLECs and Resellers. Once implemented, if these changes can be used elsewhere in CenturyLink, it would, but this Change Request is only for Legacy Qwest. Chad Warner – Verizon stated that the NFR field is currently available on ASRs and is populated with “Y” if a facilities build is required. Chad said all legacy companies are currently using it. The request is for an informed FOC for DS1/DS3/OCN; Ethernet may be added later. Chad said there may need to be differentiation on a major or minor build. The intent is to provide a more informed response to the customer on how long it will possibly take. Susan Lorence –CenturyLink asked Pam Zeigler – CenturyLink if she understood the deliverable that the CR was requesting. Pam Zeigler – CenturyLink stated that the information in the Remarks field is the deliverable along with the estimated completion date. Chad Warner – Verizon stated that for purposes of this Change Request that the FOC and the FOC due date is the estimated date. Pam Zeigler – CenturyLink stated that when the date is two to three months out, CenturyLink would be providing the best guess in the informed FOC. Misty Powell – CenturyLink stated what CenturyLink would provide is the total of the standard intervals. Tom Priday – Verizon said that was acceptable that the FOC is the total of the component parts and is totaled up on an ICB. Susan Lorence – CenturyLink asked if there were any other questions from CenturyLink. There were none. CenturyLink will need to go back and work on what processes need to change. Chad Warner – Verizon said the thought it would be both a process and system change. Susan Lorence – CenturyLink said we would leave it as a System CR for now and that, if necessary, it will cross over to a Process CR. She also questioned Verizon on identifying that the Change Request was an Industry Guideline (IG) CR and asked for clarification. Tom Priday – Verizon said because of new field on the ASR, it was only conditional but they want CenturyLink to use the field. Susan Lorence – CenturyLink said if Verizon was agreeable, we will pull it back from an IG Change Request then. She then described what an Exception request was in CMP and asked if that was true for this CR. Chad Warner – Verizon said he wasn’t clear as to the timeline and that the exception description was unclear. Susan Lorence – CenturyLink explained that if it needed to be implemented in a shorter time frame, it would qualify as an exception. Chad Warner – Verizon asked Pam Zeigler – CenturyLink to confirm that they had come up with a potential timeline. Tom Priday – Verizon said that they had been told end of July and asked what the normal process was. Susan Lorence – CenturyLink said that if this is changed to a Level 4 Product Process change, the timeline is typically 45 days but could be anywhere from 31-45 days if there was nothing that needed to be coded to from a systems perspective. Tom Priday – Verizon asked if this was a System change? Pam Zeigler – CenturyLink said she thought this would be a process change. Misty Powell – CenturyLink said Ethernet would be a system change but OCn and below would not be. Heather Rice – CenturyLink said that for the customer it would be a process change but that it would likely be both for CenturyLink. Susan Lorence – CenturyLink asked if Heather meant we would actually change the CenturyLink system and then have the customer code to it in order to make the changes? Tom Priday – Verizon said that there was no request to add fields. Susan Lorence – CenturyLink asked that we could leave it as system CR for now and if there is a longer term system change, we can break it apart and implement separately. Chad Warner – Verizon said that was OK. Tom Priday – Verizon asked if the exception process would need to remain if it is a system change. Susan Lorence – CenturyLink proposed that we not use the exception process for now. If we find that it does require CenturyLink system changes, we can engage the exception process to meet the time frame. Tom Priday – Verizon asked what is the time frame to respond? Susan Lorence – CenturyLink said we will work with the SME team and hopefully we can present the Change Request response at the June CMP meeting. Ad hoc calls will be held as necessary. Tom Priday – Verizon asked for at least one ad hoc call for status. Susan Lorence – CenturyLink said we can get together the end of May or more likely the first week of June. Chad Warner – Verizon asked if he needed to attend the May CMP meeting to present the Change Request. Susan Lorence – CenturyLink said yes. Susan asked if there were any other questions. There were none.

SUBJECT: CR # SCR050812-2 Informed Firm Order Commitment (FOC) with Detailed Build Interval Information in REMARKS

This letter is in response to Verizon’s Change Request (CR) SCR050812-2, Informed Firm Order Commitment (FOC) with Detailed Build Interval Information in REMARKS.

This CR requests that CenturyLink provide an informed FOC and identify delivery intervals where a build is required within nine business days for DS1, DS3, and OCn services and to provide the details in the REMARKS field of the FOC.

CenturyLink is accepting this CR and is currently working on developing the solution. CenturyLink believes this CR will not require a system solution from a CLEC perspective and would like to cross this CR over to a Product Process change request during the June CMP meeting. As such, this CR SCR050812-2 will be closed and CenturyLink will open CR PC050812-2X on Verizon’s behalf with a reference to the original system CR.

Based upon CenturyLink’s understanding of the scope of this CR, CenturyLink views the implementation of this CR as a Level 3, “change in process” and will follow that timeline to implement the solution. CenturyLink is considering a phased implementation for this change request with DS1, DS3, and OCn services provided in a Phase 1 roll-out with Metro Ethernet services roll-out during Phase 2 at a later date. CenturyLink proposes that Verizon modify their CR to include Metro Ethernet services.

CenturyLink will seek concurrence for this approach at the June Monthly Product & Process CMP meeting.
