Description Of Change
AT&T would like to receive completions notices from Qwest no later than 24 hours from the time work has been done on UNE-P requests. In reviewing the SIG , pages 10 -12 no where does it indicate information about completions? Are the installation guidelines synonymous with completions guidelines? We believe there is a lag between the service completion and the completion notice itself. We would like to see the notice within 24 hours of it's service completion.

Expected Deliverables: Receive completion notification no later than 24 hours of the service being completed.

AT&T would like to see not only a date stamp but also the time stamp for Service Order Completions.

Attendees were: Donna Osborne-Miller-AT&T Sharon VanMeter-AT&T Wendy Green-Qwest Annelyn Aficial-Qwest Mark Routh-Qwest Lydell Peterson-Qwest Mark Early-Qwest J.J.Bradley-Qwest

Introduction of Attendees: Mark opened the meeting with the introduction the participants on the Conference Call.

Review Request: Mark read the CR Description of Change.

Confirm Area & Product Impacted: Mark confirmed the area and products impacted as UNE-P.

Confirm Right Personnel Involved: Mark asked if anyone else needed to be involved in the discussion. Nobody else was required other than those on the call.

Identify/Confirm CLEC’s Expectation: Mark mentioned that the request might be either a Product /Process change or a contract modification rather than a systems change. Donna asked if the Installation Guidelines and the Completion Guidelines. Nobody had a definite answer. Mark indicated that he would find out for sure. Lydell indicated that he would look into this issue as well. Wendy asked if the request was for LSR completions or work completions. There was some clarification discussion around the different intervals. Donna indicated that the request was for the completion notices after the work is completed. Mark mentioned that Qwest is currently measuring this interval and would get back with AT&T on what that interval is. Donna stated that AT&T wasn't sure that they were not getting the completions within 24 hours but suspected that it was taking longer than 24 hours because of a Minnesota UNE-P trial. The discussion wrapped up with Lydell stating that he and Mark Routh would work together to do some more investigation on this issue.

Identify any Dependencies: Mark confirmed that there was no other system dependencies, but there may be a contract dependency. Establish Action Plan (Resolution Time Frame): Lydell Peterson is going to do some checking on how to categorize this request and Qwest will discuss this at the monthly Systems CMP meeting on 6/20/02.

The purpose of the call was to obtain the training needs from AT&T for the IMA GUI screen for Completions.

It was determined that AT&T was correctly using the screens but the data that is displayed is suspect.

Teresa is going to work directly with David to review the data.

Qwest has reviewed the information submitted as part of Change Request SCR052902-02. Based upon research that has been conducted following the Clarification Meeting (held June 11, 2002) Qwest is still unable to validate the issue identified in the Change Request. Qwest is continuing to look into the problem and may need to request that examples be provide to further research this issue.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.

REVISED RESPONSE

RE: SCR052902-02 (Twenty four hour completion notification for UNE-P)

Qwest has reviewed the information submitted as part of Change Request SCR052902-02. Based upon the updated scope of this CR as agreed to in the June Monthly Systems CMP Meeting (held on June 20, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1250 to 2075 hours for this IMA Change Request. This LOE is to provide a time stamp in addition to the currently provided date stamp for service order completions.

This change request is eligible to be prioritized in the IMA 12.0 prioritization vote which will be conducted after the CR Review in the July 18th Systems CMP monthly meeting.
