Description Of Change
To allow the CLEC to schedule conversions in a modified batch process conversion for current loops which are provisioned on IDLC (Integrated Digital Loop Carrier). Appointment scheduler will allow scheduling for a maximum of 40 requests per state; AP will return an APPCON for each request. Network process will determine the requirements for the limits and location for AP.

IMA will provide BPL edits similar to those applied to the current BHC process. These requests will flow through with minimal fall out for manual handling. IMA batch hot cut status tool will need to be enhanced to include status of the IDLC BHC type requests.

Appointment Scheduler: Appointment scheduler (AP) will allow request for scheduling conversion for those loops which are currently provisioned on IDLC. AP will accept requests specifically for IDLC conversions within all Qwest 14 states. AP will count the number of appointments and set upper limits to no greater than 40 requests per all CLEC combined. There will be no lower limits set for each CLEC, nor the combination of CLEC's. AP will return an APPCON number when scheduling is complete; each APPCON will be unique per request. IMA will have BPL edits to confirm the correct use of the APPCON and to verify the APPCON with AP. The main change will be the additional character for the CHC field, this field will have an additional option of CHC=I for REQTYP = to AB and BB only. IMA status tool will need to be enhanced to identify and status those jobs that are identified with an IDLCBHC prefix.

Expected Deliverable:

IMA will allow the CLEC to schedule conversions in a modified batch process conversion for current loops that are provisioned on IDLC. Appointment scheduler will allow scheduling for a maximum of 40 requests per state. IMA will edit the requirements for the IDLC BHC and pass this to the back end system’s to add an additional USOC associated to the cost of the conversion of the IDLC facilities to the service order.

April 19, 2006 Systems CMP Meeting Discussion: Jill Martain-Qwest stated that this CR has been through a few prioritizations and has shown to be a low priority so Qwest would like to withdraw the CR. There were no objections. This CR moves to Withdrawn Status.

- March 15, 2006 Systems CMP Meeting Discussion: Jill Martain-Qwest stated that the list of IMA 20.0 Initial Prioritization List is located in Attachment M. There were no questions or comments.

-- July 20, 2005 Systems CMP Meeting Discussion: Jill Martain-Qwest stated that the LOE for this CR is 2524 to 3956 hours.

- June 15, 2005 Systems CMP Meeting Discussion: Russ Urevig-Qwest presented the CR and noted that this was a follow-up from contract agreements, related to QPP. Russ stated that this CR is to implement IDLC conversions from CLEC to CLEC or from CLEC to UBL same CLEC. Russ stated that changes are needed in IMA and Appointment Scheduler and will allow scheduling of up to 40 requests per state. IMA will be modified that in the CHC field, there will be an additional option of CHC=I for REQTYP=AB or BB only. The status tool will need to be enhanced to identify and status those jobs that are identified with an IDLCBHC prefix. Bonnie Johnson-Eschelon asked if this only applies to BHCs. Russ Urevig-Qwest stated only when want IDLC separate from the current BHC process. Bonnie Johnson-Eschelon asked if this was not associated to a typical CHC. Russ Urevig-Qwest stated that currently it is not and if the CLECs want to utilize the IDLC modified batch for current cuts, it can be utilized for that function. Bonnie Johnson-Eschelon noted that it was not required. Russ Urevig-Qwest stated that was correct and was only in effect if CHC=I was selected; C, N, or blank maintains their own integrity. Liz Balvin-Covad asked if there were a minimum number of requests. Russ Urevig-Qwest stated that the minimum requirement would be 1 request. Jill Martain-Qwest stated that this CR would move to Presented status. Sharon Van Meter-AT&T stated that she may be requesting an ad hoc meeting. Sharon noted that she would request it via the cmpcr mailbox.

June 7, 2005 Clarification Meeting Attendees: Russ Urevig-Qwest, Peggy Esquibel Reed-Qwest

Review Requested (Description of) Change: Peggy Esquibel Reed-Qwest reviewed the CR Title and Description and asked if there was additional information to be shared. Russ Urevig-Qwest stated that he would like this CR implemented in the near future. Peggy Esquibel Reed-Qwest stated that this would be an eligible candidate for the IMA 19.0 Prioritization, which is scheduled to take place the end of July. Russ Urevig-Qwest stated that was fine.

Qwest has reviewed the information submitted as part of Change Request SCR060105-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held June 7, 2005) Qwest is able to provide an estimated Level of Effort (LOE) of 2524 to 3956 IMA hours and 688 to 859 SATE hours for this Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 19.0 prioritization vote.
