Description Of Change
Currently BillMate does not include the CKT ID from the repair ticket and the date is the due date of the service order not the date of the repair ticket. Without the correct date and the CKT ID it is impossible to determine if the charges are legitimate or not. Eschelon asks Qwest to include the CKT ID for design services and the date of the repair ticket for all TIC, Maintenance of Service Charges, Dispatch Charges and Optional Testing Charges on BillMate.

12/15/04 CMP Systems Meeting

Jill Martain/Qwest stated that this CR is related to #11 SCR082902-01 (Circuit ID on MONSERV file) and #18 SCR121603-01 (Only Show the actual Circuit ID on all billing media in the Eastern Region). Jill stated that these CRs were deployed in December 2004. Kathy Stichter/Eschelon said that she would like these CRs to remain in CLEC Test to validate their bills.

12/17/03 CMP Systems Meeting Lynn Notarianni/Qwest stated that Qwest opened a SCR121603-01 on 12/16/03 to address the zero fill issue in the Eastern Region and would like to close this action item. Bonnie Johnson/Eschelon said that throughout all the discussion on this issue that they made their position clear. Bonnie stated that she was surprised that Qwest opened a CR Lynn Notarianni/Qwest stated that Qwest’s position is that zero fill is an enhancement because of the way the system works. Lynn stated that regardless of how we implement the change whether it is part of an existing CR or a bug fix, the issue would be resolved. Lynn suggested that we process the new CR and once the CR deploys, we will close all 3 CRs. The action item associated with this CR and SCR082902-01 will be closed. Bonnie Johnson/Eschelon agreed to close the action items.

11/20/03 CMP Systems Meeting

Lynn Notarianni/Qwest stated that Qwest is still evaluating this CR. She stated that we do not have a date or solution on the zero fill issue and would like to keep this CR open. Kathy Stichter/Eschelon requested that this CR be changed from CLEC Test to Evaluation. Connie Winston/Qwest stated that we wanted to make sure that this CR remained visible and that we would change the status to Evaluation. (Eschelon Comment Received 12/9/03: Bonnie Johnson/Eschelon said that Eschelon had an AI to meet internally and determine if Eschelon would agree to close this CR and allow Qwest to open a new CR. Bonnie said that meeting took place and Eschelon determine through the clarification and course of the CR, the reason for the request and intent of what the data would be used for. Eschelon requested this CR remain open until the zero fill is removed and the actual CKT ID is provided. )

October 24, 2003 Email Received from Bonnie Johnson/Eschelon: Subject: MN CKT ID Zero fill I committed to providing a response on whether Eschelon agrees the CR (SCR082902-01) requesting the CKT ID on the MONTSERV should be closed. Qwest said it was willing to open a new CR to address the zero fill issue. Eschelon submitted this CR because Eschelon needed Qwest to provide CKT ID information on the bill Qwest sends Eschelon to validate Qwest charges. Eschelon believes this information is critical and Eschelon should be able to verify what Qwest is charging us for and believes the information should have already been provided to us. Eschelon has met internally and believes our business need was clearly communicated to Qwest during clarification calls and through the course of working this CR. When Qwest orders a CKT from Qwest, Qwest provides a CKT ID to Eschelon on the FOC. That CKT ID is then populated in internal Eschelon systems and appears on the Qwest CSR Qwest posts for that CKT ID. When Qwest provides the CKT ID on the FOC for Eschelon to populate in its systems, Qwest provides an standard CKT ID format that does not include the "zero fill" rule. However, when Qwest sends the CKT ID on the MN bill, Qwest does not use the same format for the CKT ID as it does on the FOC. Eschelon is then unable to compare the CKT ID on the bill to the CKT ID Qwest sent to Eschelon on the FOC. Eschelon asks that Qwest provide the CKT ID on the MN bills for the Eastern region in the same format Qwest sent on the FOC. Eschelon needs consistent data to validate Qwest charges. Eschelon does not feel it should have to close this CR because Qwest was clear on what Eschelon needed. Qwest should provide consistent CKT ID information on all communication. If Eschelon had known the CKT ID Qwest would provide on the MN bill had zero fills and would not match the CKT ID information Qwest sends on the FOC, Eschelon would have requested Qwest provide consistent data when Eschelon submitted the CR. Not only did Qwest not disclose the CKT ID would be different, it was Eschelon that told Qwest the CKT ID information was not consistent. Please let me know if you require an ad-hoc call. 10/16/03 CMP Systems Meeting Connie Winston/Qwest stated that this CR is still open because of questions associated with the zero fill issue in the Eastern Region. Connie said that it is Qwest’s opinion that we delivered the code this request was asking for. Connie stated that Qwest would like to close this CR and SCR082902-01 (Circuit ID on Monserv file) and that Qwest would open a CR to get the work done in the Eastern Region. Kathy Stichter/Eschelon and Bonnie Johnson/Eschelon said that they would have an off-line discussion to determine if they want to close these CRs. Kathy Stichter/Eschelon stated that Eschelon is not satisfied with the business rules. Connie Winston/Qwest stated that we could have an off-line discussion if necessary.

9/21/03 CMP systems meeting Lynn Notarianni/Qwest stated that the business rules have been provided and that we have received feedback. Lynn stated that there was a mapping issue within the data that was fixed in early September. Lynn noted that the rules should now work. This CR remains in CLEC Test.

8/21/03 CMP systems meeting

Lynn Notarianni/Qwest noted that we posted the CKT ID Zero Fill Business Rules for the Eastern Region. Lynn stated that Kathy Stichter/Eschelon was nice enough to review the rules and was able to send some examples. Qwest is currently reviewing the examples and evaluating the business rules. Bonnie Johnson/Eschelon said that she appreciated the interim period effort in providing the rules, but I do believe the exception is that Qwest will provide that accurately. Kathy Stichter/Eschelon said that she has alot of good background with circuit ids and that she had to read the business rules a couple of times and still felt that they were confusing. Lynn Notarianni/Qwest said that she might have had a misunderstanding. Lynn said that her assumption was based on the discussion that we had with Kathy Stichter and Bill Markert and thought that Eschelon had a mechanized process for the the rules. Lynn also said that it sounds like this is a manual process. Kathy Stichter/Eschelon said confirmed that it is a manual effort. Lynn Notarianni/Qwest said that it sounds like we need to continue to work on the rules and to work with Eschelon to make sure the rules are understandable. Bonnie Johnson/Eschelon said that they could go back and look at whether they could create a mechanized solution to use the business rules as well. Lynn Notarianni/Qwest stated that Qwest will determine the feasibility of making any system changes and that sometimes those changes can be very large. Lynn also stated that we would look at the rules and possibly schedule a meeting for further clarification.

7/17/03 CMP Systems Meeting Lynn Notarianni/Qwest noted last month we indicated that this had a 6/9 patch date. Kathy Stichter/Eschelon said that the dates are not accurate and are mostly in Washington. Kathy also stated that she had not been able to find a ticket in their system. Lynn Notarianni/Qwest asked if Eschelon had this problem since 6/9. Kathy Stichter/Eschelon said yes. Lynn Notarianni/Qwest stated that we will take an action item and may contact Eschelon for examples. Bonnie Johnson/Eschelon noted that this one might also have the zero-fill problem. Kit Thomte/Qwest said that we would review and perhaps ask Kathy for more examples. Kathy Stichter/Eschelon said that she just checked the June bills and the information is appearing on the bills and seems to be working correctly. Kathy stated that she would like to leave this open to check on the zero-fill issue.

6/19/03 CMP Systems Meeting Lynn Notarianni/Qwest stated that the patch went in on June 9th and that the notification had been sent. Kathy Stichter/Eschelon stated that their bill dates are the 25th and the 1st. This CR will remain in CLEC Test.

5/22/03 CMP Systems Meeting Kathy Stichter/Eschelon said that this CR needs to remain open. They are not getting the Circuit Id for Oregon and Washington. She also said that there is a problem with the dates. Kathy said that she has opened a ticket and did not know if the ticket has been closed yet. She also said that she believed that is a compliance issue and that the centers are putting in the wrong dates.

Lynn, For CR 5043176, Better Explanations of OCC, the USOCs for MOS (Maintenance of Service Charges) are still not showing on our April 5, 2003 bills in Oregon, 503-Z05-0182 & 503-Z05-0210 and our March 25, 2003 bills in Washington, 206-Z25-0026, 206-Z25-0041, 206-Z25-0820. There was a patch that was to fix the problem on 3/14/03. For CR SCR060402-04, BillMate to include CKT ID and date of Qwest dispatch for MOS charges, the CKT IDs are still not showing on our April 1, 2003 bill in Minnesota, 320-Z01-0310 and our March 25, 2003 bills in Washington, 206-Z25-0026, 206-Z25-0041, 206-Z25-0820. This was to be effective on March 17, 2003. I called a ticket into the Help Desk, ticket number 6213921. 4/17/03 CMP Systems Meeting

Lynn Notarianni/Qwest stated that there was a trouble ticket open against the CR that was closed with a Date TBD. There is now a patch date of 5/5/03. This CR will not close until the May CMP or the month after. Kathy Stichter/Eschelon noted that she has identified some other issues on the bill. Lynn Notarianni/Qwest asked if Eschelon had opened a trouble ticket. She noted that opening a ticket is the best way to handle so that the trouble is tracked correctly and you have the ability to close when the issue is resolved. Kathy Stichter/Eschelon said that she would open a trouble ticket.

2/20/03 CMP Systems Meeting Connie Winston/Qwest stated that the target date for this change request March 17, 2003. Carla Pardee/AT&T asked if this request is for all billing interfaces. Beth Foster/Qwest stated that the notification that went out indicates this request is just for the BillMate file.

1/16/03 CMP Systems Meeting Connie Winston/Qwest stated we are in the design phase and moving into development on this change request. We don’t have a target implementation date but hope to provide a date in the February meeting. Kit Thomte/Qwest stated that this action item would remain open.

7/18/02 July CMP Systems Meeting SCR060402-04 BillMate to include CKT ID and date of Qwest dispatch for TIC, MOS, Dispatch and Optional Testing charges (Originated by Eschelon) Kathy Stichter/ Eschelon reviewed this change request. Eschelon would like the BillMate files for repair charges for TIC, MOS, etc to include the Circuit ID and match it to the corresponding Eschelon ticket to validate charges. Jeff Thompson/Qwest said this is very similar to a CR discussed last month that was asking to put the ticket number on the CLEC bill. Jeff Thompson/Qwest said that Qwest is receiving requests asking for similar functionality. Jeff Thompson/Qwest asked the CLEC Community if we could possibly combine some of these CRs and state in one place what is being requested. Jeff Thompson/Qwest said that if we provide some of this information the CLEC could look up some of the information on their side of the house. Kathy Stichter/Eschelon stated that she did not know what would easier to add to BillMate than others. Kathy Stichter/Eschelon said that she does not need all that that she has asked for. However, if we could get the 3rd request earlier, then Eschelon would want that. Jeff Thompson/Qwest said that from Qwest’s point of view this CR would be easier to work than the one from last month. Sherry Lichtenberge/WorldCom asked why Qwest does not just use the ticket number the CLECs give you. Jeff Thompson/Qwest said that the CLEC is actually opening a ticket with us and we use our own tracking systems and ticket number. Sherry Lichtenberge/WorldCom said that she did not understand the problem. Jeff Thompson/Qwest asked Kathy Stichter/Eschelon to clarify what Eschelon was asking for. Kathy Stichter/Eschelon said that they were asking to see their ticket number on the bill. However, we could live with the Qwest ticket number if it costs less. Terry Wicks/Allegiance said that a call should be scheduled to discuss all these CRs. He said that he opened a CR yesterday associated with calling in a manual ticket. Jeff Thompson/Qwest asked if Kathy Stichter/Eschelon was ok with this plan. Kathy Stichter/Eschelon said yes, but she wants this CR to stand out. SCR042902-01 (Use CLEC internal repair ticket number on CLEC bill to identify maintenance & repair charges)

SCR060402-04 (BillMate to include CKT ID and date of Qwest dispatch for TIC, MOS, Dispatch and Optional Testing charges)

Based upon the collaborative discussions held regarding SCR042902-01 and SCR060402-04 Qwest has devised a high level approach to meeting the requirements as clarified for these CRs. Based upon the scope of these CRs as agreed to in the Multiple CR Synergy Meeting (held August 27, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 3900 to 4300 hours for these Change Requests. In providing this LOE, Qwest is making the following assumptions:

- CLEC repair ticket number will be passed to Wholesale Billing interface (per SCR030702-1) - User interface will pass charge information - Wholesale Billing interface will expand the existing OC&C records to accept and retain CLEC repair ticket number and Qwest repair ticket number - Bill format will change to display CLEC repair ticket number and Qwest repair ticket number - BillMate will change to populate CLEC repair ticket number and Qwest repair ticket number - BillMate will populate Circuit ID (TN) when Circuit ID (TN) is displayed on the bill - BillMate will populate Date of Repair when Date of Repair is displayed on the bill

Qwest will seek to implement SCR042902-01 and SCR060402-04 concurrently based upon the synergies that exist between the two CRs. Qwest continues to review release schedules and development timetables in an effort to evaluate options for potential scheduling of these requests. Qwest does not expect to implement these CRs prior to first quarter, 2003. Additional information regarding these CRs will be reported via the normal Change Management procedures.

Qwest has reviewed the information submitted as part of Change Request SCR060402-04. Based upon the scope of this CR as agreed to in the Clarification Meeting (held June 11, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1100 to 1400 hours for this Wholesale Billing Interface Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR060402-04.
