09/15/10 Systems CMP Meeting Mark Coyne – Qwest indicated that the implementation date is September 20, 2010.

07/21/10 Systems CMP Meeting Mark Coyne – Qwest relayed that this Owner/Agent form was reviewed last month and Qwest had asked for feedback by July 12, 2010.

Tonia Crotty – Qwest thanked CLECs for their feedback and relayed that this is the form to be filled out by Owners/Agents. It will be effective for the September release. Generally all feedback was accepted but bullet 3 was changed to use the word “may”. The Note indicates a customer may have the ability to internally remove access through internal administration. We also added ACNAs to the form.

06/16/10 Systems CMP Meeting Mark Coyne – Qwest indicated there was a late posting to the calendar related to SCR060509-1 agreement form.

Tonia Crotty – Qwest reminded everyone that this CR was for QORA to establish the owner/agent relationship for submitting and processing ASRs through the QORA GUI. This was done similar to the IMA POA form. This form would be submitted to Qwest and the principal customer would fill out this document. It addresses that you understand and agree that both parties are able to see the ASRs and all statuses of those ASRs regardless of who submitted the ASR. The form gives you a place to list the CCNAs. Both parties sign off on this form. Tonia requested that feedback be sent to the CMPCR@qwest.com mailbox by July 12, 2010. If necessary, comments can be discussed at the next CMP meeting. Tonia asked if anyone had a chance to look at the agreement and if there are any questions or comments.

Bonnie Johnson – Integra referenced the first paragraph which includes inward activity and asked if there is any activity that is omitted and can’t be done with this. Bonnie said this should say “all” activity.

Tonia Crotty – Qwest indicated that no, there is no activity that cannot be done.

Mark Coyne – Qwest asked Tonia if that language was taken directly from IMA.

Tonia Crotty – Qwest relayed that it was taken from IMA.

Bonnie Johnson – Integra commented about the third bullet in the agreement and asked if the Principal Customer would have the ability to physically turn that off in QORA.

Tonia Crotty – Qwest indicated that yes this is correct. CLECs have the ability to remove this.

Mark Coyne – Qwest asked if there were any other questions for Tonia. There were none. He again requested feedback by July 12, 2010. We are trying to meet the September release date.

05/19/10 Systems CMP Meeting Mark Coyne – Qwest indicated that Kim Isaacs (Integra) asked for a status on this SCR in last months meeting. Qwest has been working on a solution which is posted to the calendar entry.

Tonia Crotty – Qwest indicated that she would provide a high level overview since it is posted on the web site. What was requested was the ability for QORA to establish an owner/agent relationship for submitting ASRs through the QORA GUI. What Qwest can deliver for September in the QORA GUI only is to allow the capability to establish the owner/agent relationship via a signed agreement. This functionality would not change any functionality that exists today for authorization of submitting ASRs for customers that are not in an owner/agent relationship. Tonia relayed this would not be similar to IMA or CEMR. Once the agreement is in place, the agent admin would add/remove agents like they do today. Once Qwest has given an agent permission to a CCNA, the agent would go in to unique user id list to grant permission by user id to CCNA. Agent would be authorized to submit and change statuses on ASRs issued on the owners CCNA. The owner would be able to see all ASRs submitted by agent on CCNAs along with notices, statuses or anything available in the GUI. The owner can only see the ASRs submitted under their CCNA. The owner would not be able to see anything else submitted by that agent not associated with that owner. Agent would have visibility to all ASRs submitted by the owner for the CCNA including notices and statuses available in the GUI.

Kim Isaacs – Integra asked where the agent/owner relationship would be established.

Tonia Crotty – Qwest indicated that this would be done via an agreement, letter or document that would be filled out by you and sent to Qwest. Qwest would establish this in the QORA GUI.

Liz Balvin – Covad asked if this is available through EXACT today and that its only be added to QORA.

Tonia Crotty – Qwest indicated that she was more familiar with QORA but could find out about EXACT.

Dawn Beck – Qwest provided an example using Integra. If they have Integra employees that want to submit ASRs for Echelon, they have to log out and then log back in as Echelon. What this change will do is allow Integra/Echelon to set up owner/agent relationships. It will allow Integra employees to login like they do today only now they have access to both Integra CCNAs and Echelon CCNAs. It is the same functionality they have today but they do not have to logout.

Bonnie Johnson – Integra asked if you can still have the ability to limit a user to a single CCNA.

Steve Edwards – Qwest relayed that yes the permissions for a CCNA are assigned at a user id level.

Liz Balvin – Covad asked for this user, will it allow them to have access to this CCNA?

Steve Edwards – Qwest indicated that the agreement will give the agent company the ability to assign permissions for a CCNA but the permissions themselves are at an individual user id level.

Bonnie Johnson – Integra indicated that Qwest said this functionality can be provided in September. She said based on how it was introduced, she wanted to know if there is more to come.

Steve Edwards – Qwest indicated that in today’s production environment, the way an agent relationship can be made is by having the owner admin ask for a special user id that will be given to that agent. It is up to owner then to put that agent user id into the owning company’s permissions list and assign them permissions. Agents today are able to do this only if they log out and log in to a different one. What the solution for September is going to do is allow for you to log in with your regular agent user id and just be granted to the extra CCNAs once the agreements have been sent in to Qwest.

Mark Coyne – Qwest indicated to Bonnie that this is the permanent solution. This is the most cost effective solution Qwest could come up with and delivered in that timeframe.

Mindy Chapman – Neustar indicated that we give agents access and asked can we have access to multiple CCNAs.

Bonnie Johnson – Integra relayed that as long as you own them.

Mark Coyne – Qwest indicated as long as you have the agreement in place also.

Dawn Beck – Qwest indicated that because it is Mech Spec, it doesn’t apply. When you submit orders through Mech Spec, you have to be using proper headers, user names and passwords on your order. Nothing about UOM or the way Neustar handles anything is changing. This does not apply to the process you use today.

Mindy Chapman – Neustar indicated that when people are doing manual order entry and they are servicing more than one CCNA, they don’t have to log in and out. They can link CCNAs from the parent/child relationship and asked if they can do it all from one id.

Chris Del Rio – Covad asked if you have agents ordering through one CCNA and they want to be able to access another CCNA in Neustar’s GUI, do they have that ability today.

Mindy Chapman – Neustar relayed that we just have to link your CCNAs.

Bonnie Johnson – Integra asked if Integra can write the letter. Before Integra would agree, they would want to see the letter.

Mark Coyne – Qwest indicated that they could review the letter.

Mindy Chapman – Neustar asked who adds the user ids?

Tonia Crotty – Qwest relayed if you want to add user ids, if you gave your agent permission to the CCNA, your agent would go in and add the user ids. This is also the same for removal. If you were the owner, you would get with the agent to remove the user id.

Mark Coyne – Qwest indicated that the time frame around establishing or terminating relationships is 8 business days.

Tonia Crotty – Qwest confirmed that the 8 business days which is the only similarity to IMA.

Bonnie Johnson – Integra asked if Qwest had any idea on when the letter will be available.

Mark Coyne – Qwest relayed that the letter is being worked on but is not in its final stages.

Tonia Crotty – Qwest agreed that Qwest is still working on the letter but will share as soon as something is available. Tonia asked if there is something specific Integra was looking for.

Bonnie Johnson – Integra relayed that Integra wants it limited to this. She wanted to know if Qwest is looking for concurrence or agreement before providing letter.

Mark Coyne – Qwest relayed that the letter is close to being done. The letter will be concise. Mark asked Tonia if it was reasonable to get something out within the next 5-7 days.

Tonia Crotty – Qwest indicated that it has to go through legal so it depends on their timeframe.

Susan Lorence – Qwest suggested we create an action item for the June meeting to review the letter just in case we need more time.

Mark Coyne – Qwest indicated that we could add an action item but asked for clarification from Bonnie if progress needs to be held up until Integra sees the letter.

Bonnie Johnson – Integra responded that this is what she doesn’t want to have happen and asked if Kim had any comments or objections.

Kim Isaacs – Integra indicated that she had no objections but will need to work it out internally on who to grant permissions to.

Bonnie Johnson – Integra asked if they had any questions can we contact Qwest so we don’t have to wait until next month’s meeting..

Susan Lorence – Qwest suggested sending them to the CMP CR mailbox.

Dawn Beck – Qwest relayed that if there were a lot of questions we would schedule an ad-hoc meeting.

Mark Coyne – Qwest confirmed this but said we want to deliver this in September. He indicated that he didn’t think there would be a lot of questions as it is pretty straight forward. Qwest will add an action item for June’s meeting and address any remaining questions.

Kim Isaacs – Integra commented that it looks good so far. By not having to manage multiple user ids and logging in and out, looks like it will do what we need it to do.

4/21/10 Systems CMP Meeting Kim Isaacs – Integra referenced this SCR on line item 13 and indicated that she had submitted it last June. She wanted to know the status of this submission.

Mark Coyne – Qwest said we are still targeting the September release but the ASOG 40 release is quite large so we are waiting on confirmation before moving it into Development. Mark said there was no other appropriate status between Presented and Development.

12/16/09 Systems CMP Meeting Kim Isaacs – Integra also questioned whether the QORA CR associated with multiple ACNAs (SCR060509-1) would be going into the March release. Mark Coyne – Qwest said we would check into this and would include the update in the meeting minutes. NOTE: After further checking, this CR will not be going in the QORA March 2010 release; the current plan is to include it in the release in September.

10/21/09 Systems CMP Meeting

Mark Coyne-Qwest said we have completed the evaluation of this CR. He said the LOE is 750 – 800 hours and will be placed on the QORA list for a release in 2010. Kim Isaacs-Integra asked if the method that Qwest communicated in the clarification meeting is still the same. Kim Whaples-Qwest said the method was the same. Kim said this CR would be on the list for either the March or September 2010 release. Susan Lorence-Qwest said QORA 15.0/ASOG 40 is scheduled in the March 22, 2010 release.

9/16/09 Systems CMP Meeting

Mark Coyne-Qwest said this CR is still being evaluated for the LOE. He said we hope to have this information to share in the October CMP Meeting.

8/19/09 Systems CMP Meeting

SCR060509-1 QORA – Allow Access to Multiple ACNAs Clarification Meeting June 12, 2009 Attendees: Kim Isaacs-Integra, Steve Edwards-Qwest, Chuck Anderson-Qwest, Gary Sallee-Qwest, Kim Whaples-Qwest, Nicole James-Qwest, Lynn Stecklein-Qwest

Kim Isaacs-Integra said that CEMR and IMA have an agent/owner relationship where system administration allows access to a variety of company corporate IDs. Kim said Integra is asking for the ability in QORA to assign (6/23/09 Comments to minutes from Integra in CAPS) MULTIPLE ACNAs to certain user IDs that will allow users to select THE APPROPRIATE ACNA FOR THE ORDER. Kim said that the System Help Desk advised that currently you can only add additional if the ACNAs carry the same name. She said they would like to remove that restriction.

Lynn Stecklein-Qwest asked for clarification on the CEMR/IMA agent/owner relationship.

Kim Isaacs-Integra said they have an owner agent relationship where the system administration is able to establish relationships that allow users to act on behalf of other corporate IDs or ACNAs.

Steve Edwards-Qwest said that agents in the QORA application, today, can get that capability by using an individual log in ID for the owner they are representing. Steve asked what problems Integra was experiencing with that workaround.

Kim Isaacs-Integra said that Integra has 6 different ACNAs and is a lot of user IDs to administer and the user id is currently the users e-mail address. She said they have to create pseudo e-mail addresses for end users so they can establish separate IDs. Kim said that the Systems Help Desk said that would be great for them and would be 6 less sets of IDs to manage. Kim also said that it takes time to log in and out.

Chuck Anderson-Qwest asked if this preference was for the QORA GUI or for electronically submitted requests.

Kim Isaacs-Integra said that Integra’s request was for the QORA GUI., but if Qwest required it for the XML interface that would be fine.

Steve Edwards-Qwest said if there was a solution where the user got to the log on screen for QORA GUI and entered their real e-mail address rather than being (6/23/09 Comments to minutes from Integra in CAPS) PREVENTED immediately with the submitted tab. Steve said if the user was 1st presented with a screen asking which company they are representing for this log in and then when you pick the ACNA they would get to that submitted tab. He said you would be required to log on and off if you needed to switch companies. He said it would be a better solution than what is currently available.

Kim Isaacs-Integra said that it would be a better solution than what they are currently working under but they envision the ability to use your user ID, log in and get the submitted tab and have the ACNA field be a pull down menu where you can select from multiple ACNAs.

Steve Edwards-Qwest said that he was trying to look at a design/solution and that the QORA GUI is utilizing a different security model that CEMR and IMA. Steve said that he wondered if that would even be workable.

Kim Isaacs-Integra said that when you are in system admin you see what looks like the ability to have multiple ACNAs associated with the user ID but there appears that there is some prohibition that the ACNAs have to carry the same company (6/23/09 Comments to minutes from Integra in CAPS) NAME.

Steve Edwards-Qwest said that the QORA GUI design doesn’t use ACNAs and the design for security says a company is assigned and whether you have the right to view and work with those transactions. Steve said that he is trying to determine if there are some workarounds that would allow a quicker and less expensive change so we aren’t re-writing the entire security model.

Kim Isaacs-Integra said that if you find that the scope of this request for security reasons is too great, that would be plan B. She said that they want to be able to sign on and not have to log off to get to a different ACNA.

Lynn Stecklein-Qwest said that Integra will be presenting this CR in the June monthly CMP Meeting.

Qwest has reviewed the information submitted as part of Change Request SCR060509-1. Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide a Level of Effort (LOE) of 750 to 800 hours for this QORA Change Request.
