Description Of Change
Qwest is seeking an exception to the normal implementation timeline for the deployment of this change request. Qwest would like to retire the RPD 90 days after the Systems Notification is sent.

This effort will assist in the prevention of confusion due to information being presented in multiple places and will enhance the usability of the documentation suite as a whole by retiring the Resale Product Database (RPD).

Qwest believes that the RPD has become a low-utility tool. As cited in AI031903-1 (*see information below), Qwest has already undertaken efforts to provide critical customer information in other documentation (e.g., the PCATs, business procedures, and LSOG, etc.). Based on access data, Qwest concludes that the other vehicles are the preferred information source for customers, and that minimal requests to access the RPD do not justify its continued maintenance.

With the retirement of the RPD, reference to the RPD will be removed from the Qwest Operations Support System (OSS) Release Calendar and the Change Request form.

As a courtesy, Qwest will provide a system notification ninety (90) days prior to the retirement of the RPD. Additionally, Qwest will provide a thirty (30) day confirmation systems notification of the retirement announcing RPD’s discontinued availability.

Qwest requests that the Exception Vote be conducted in an ad hoc meeting that will be held on Tuesday, July 26th, at 9:00 a.m. MT.

- A vote of YES will allow the retirement of the Resale Product Database (RPD) 90 days after a Systems Notification is sent announcing the retirement.

- A vote of NO will cause the Resale Product Database (RPD) to NOT retire 90 days after a Systems Notification is sent.

Expected Deliverable:

Retirement of the RPD will occur ninety (90) days after acceptance of this SCR. Qwest will provide a ninety (90) day systems notification announcing the retirement, a thirty (30) day confirmation systems notification of the retirement announcing RPD’s discontinued availability.

April 12, 2006 Email Received from Eschelon: Eschelon's position regarding Qwest retiring has not changed. Qwest notified CLECs on 8/30/2005 that "The script that provides redacted Qwest product information to the Resale Product Database (RPD) has failed to generate redacted information to the RPD" via the event notification process. Qwest told Eschelon, after Eschelon opened a systems help desk ticket, Qwest had not updated RPD since June of 2004. It appears that Qwest quit managing RPD long before Qwest announced it would retire RPD. Eschelon continues to object to Qwest retiring RPD for the reasons noted in escalation SCR062105-01E38. - November 10, 2005 Email Sent to Eschelon: Good Morning All, I have attached the document that was referenced during yesterday’s call regarding the retirement of RPD. This is the same document that was included in the distribution package for the August 2003 Monthly Product Process CMP Meeting. I have also copied some information below from the 2003 Global Action Item. Have a good Thursday! AI031903-1 Review How and Why RPD is Being Used) (opened by AT&T) Action Item Description: Review how and why RPD is being used and try to incorporate the information CLECs need from RPD into PCATs, Business Procedures and / or LSOG. Held to direct our customers to the Wholesale Documentation site rather than the redacted retail M&Ps. The Expected Deliverable is the awareness of what documentation is being used from RPD and missing from PCAT, LSOG and business procedures. Information from the July 16, 2003 CMP Meeting: Mark Coyne-Qwest reported that they have completed their initial review of the 80 documents. The findings are as follows: 23 PCATs do not have comparable documents in RPD (this means that the PCATs are providing more information than RPD in these cases). 44 PCATs have the same level of detail as RPD. 13 PCATs will be updated to provide more detail. 1 is completed and 12 are under review. Mark anticipates having a timeline for completion of the 12 documents by the middle of August. Mark provided the 12 areas that will be updated in more detail. [The entire spreadsheet that identifies the 80 documents was included in the August 2003 Monthly Product Process CMP Meeting Distribution Package.] Information from the August 20, 2003 CMP Meeting: Mark Coyne-Qwest advised they identified 13 PCATs to update. Ten went out for publishing last week. Three will be published in the next two weeks. Mark requested if any additional questions come up regarding RPD and PCATs the Documentation CR process is available to use. Carla Pardee-ATT agreed to close this action item. This Action Item was closed on August 20, 2003.

November 9, 2006 General Meeting with Eschelon: Attendees: Jill Martain-Qwest, Cindy Harlan-Qwest, Mark Coyne-Qwest, Peggy Esquibel Reed-Qwest, Kim Isaacs-Eschelon, Bonnie Johnson-Eschelon, Kathy Stichter-Eschelon, Steph Prull-Eschelon Discussion: Jill Martain-Qwest stated that Eschelon requested to meet with Qwest in order to walk through the issues and look at a list of documents. Jill said that initially, we looked at what was available in RPD and that Qwest has a proposal on how to work through what was looked at. Mark Coyne-Qwest stated that a lot of information is in the RPD, 600-700 pieces of information and that Qwest wants to do the best that can do to accomplish the task and provide value for both companies. Mark then stated that the documents are bucketed in four categories: Listings, Non-Design Products, Design products, and Miscellaneous Products. Mark stated that if we apply the 80/20 rule, approximately 300 documents would be looked at and could say, for example, that look at 20% of the time. Mark then noted that some documents are not addressable in PCATS, such as pricing or rating information because that information is available in tariffs. Mark then noted that due date information would be contained in the SIG. Bonnie Johnson-Eschelon stated that they use Rates/Pricing all the time. Mark Coyne-Qwest stated that the information for Rates/Pricing is available in tariffs, contracts, etc. Kathy Stichter-Eschelon said sometimes the information is available. Mark Coyne-Qwest stated that individual pricing details are not currently in PCATs. Kathy Stichter-Eschelon stated that it is nice to have in one place. Mark Coyne-Qwest stated that 2 ½ years ago, 120 Features documents were looked at, via stare and compare, and about a dozen PCATs were updated based on that effort. Mark noted that because those documents were already reviewed, they were not included on the current list that was provided for this call. Mark stated that the provided spreadsheet should cover that majority of the effort. Mark stated that the CLEC should be able to identify 50-60 documents where teams can go through and decide what is to be updated in the RPD documents. Jill Martain-Qwest proposed that pricing and rating are not necessary to be moved to PCATs and that due date information would not move because due date information is contained in the SIG. and the SIG could be used. Jill then noted that Features was done in 2003, which then left a smaller subset to look at. Jill then asked if it were feasible that we look at the top 20% and work together to do the stare and compare. Jill then asked if that could be the plan to get some of the PCATs updated. Bonnie Johnson-Eschelon stated that they would take the proposal back and discuss internally. Bonnie stated that she appreciated the effort to provide the spreadsheet. Bonnie noted that she would be more comfortable if all were included on the spreadsheet and stated that the spreadsheet is the first take and then can decide yes or no. Bonnie then stated that when discuss tariff information, that is an excellent example of what Eschelon is trying to convey and that going to the RPD is much more user friendly then going to the tariffs. Bonnie then stated that she believed that Qwest Retail has a more user friendly way to get their data. Bonnie then stated that she would take the spreadsheet, look at it, and determine what was missing from it. Bonnie stated that they do look at much of the information and noted that she did have some disappointment that she is given a list and asked to pick out the 20% that are most important to use. Bonnie stated that she needs to process Qwest’s proposal. Bonnie then stated that this would be a large effort but that Qwest does not always see things from the CLECs perspective. Bonnie stated that she appreciates the proposal and that she would get back with Qwest by the end of the week. Mark Coyne stated that he appreciated the feedback. Mark then noted that some documents do get accessed once in a while and asked if Eschelon agreed that 80% of the time, they were hitting a subset of the documents. Kim Isaacs-Eschelon stated that they rarely view information more then one time. Kim stated that they would go to the RPD if they could not find information in a PCAT; they make a note to themselves and then distribute the information. Kim stated that looking at the top 20% would not help her because she is looking in the RPD for information that she did not find in a PCAT. Kim stated that she could not pick out the top 20% because she did not know what was missing. Kim then asked what the benefit was to retire the RPD and asked if Qwest would retract the retirement. Jill Martain-Qwest stated that retracting the retirement was not in the current plan. Kim Isaacs-Eschelon stated that the resources of looking at the documents should offset the retirement. Jill Martain-Qwest stated that this has been discussed in the Monthly CMP Meetings and stated that the majority of the information that is in the RPD is also contained in other documentation. Jill then noted that the Documentation Request Form was implemented so if the CLECs did not find information in the PCATs, they would have a means to send in the request to get it documented. Jill noted that Qwest makes this initial proposal because some work was already done, for Features. Jill stated that we can then see which other products are being looked at (in the RPD) to see what subset of information needs to be looked at. Jill stated that this effort will be very resource intensive to look at all 700 documents. Mark Coyne stated that some documents had not been reviewed in several years. Bonnie stated that one of her objections is that Qwest has already removed items that in Qwest’s opinion, the CLECs do not need to look at. Mark Coyne-Qwest stated that Qwest is hoping to get agreements from the CLECs that for example, if information such as pricing is located in the tariff, a price list, or other source, that it would be incumbent for Qwest to put the information in a more user friendly format. Bonnie Johnson-Eschelon stated that the point of all this is that Qwest Wholesale provides to Retail and Wholesale needs to provide the information to the CLECs. Bonnie then stated that she would take the information back internally for discussion and will try to think of another route. Bonnie stated that this was less then what she had asked for. Mark Coyne-Qwest stated that if Bonnie feels that more then 20% needs to be looked at, Qwest would consider that and does want to partner and do this effort in the best way possible for all. Jill Martain-Qwest asked why Eschelon was not comfortable that Features was not on the spreadsheet and noted that it was not included on the spreadsheet due to the work that was previously done for that area. Jill asked why Eschelon felt that Features would need to be added to the spreadsheet. Bonnie Johnson-Eschelon stated that she does not know what she does not know and said that she needs to look at the spreadsheet. Bonnie asked if the reference to Features is the functionality and not the packages. Bonnie noted that packages would be like call features, such as 3-way calling. Jill Martain-Qwest stated that Qwest is referring to the 83 documents that were reviewed in 2003 and stated that those 83 are not included in the current spreadsheet. Mark Coyne-Qwest stated that an example would be custom ringing. Bonnie Johnson-Eschelon stated that is a problem because is talking about features and attributes. Bonnie asked if Qwest was referring to central offices, ring cycles, etc. Mark Coyne-Qwest said yes and is the matrix in the PCAT. Bonnie Johnson-Eschelon stated that Qwest also did with LCCs. Bonnie stated that the Qwest person said that Eschelon used the wrong LCC and they didn’t. Bonnie stated that Qwest was going to use a grandparented LCC which was not in a PCAT. Bonnie stated that the Qwest person was then able to use the correct LCC because of RPD. Bonnie then asked that when Qwest refers to the 83 documents, which documents they were. Bonnie asked for the names of the documents. Mark Coyne-Qwest asked if Qwest had the information. Peggy Esquibel Reed-Qwest stated that she would check to see if they were retained. Bonnie Johnson-Eschelon stated that she would contact Qwest next week and then could determine where to go next. The call was concluded.

- October 19, 2005 Systems CMP Meeting Discussion: Bonnie Johnson/Eschelon stated that she understands that (Comments to minutes received from Eschelon 10/27/05) Qwest and Eschelon do not agree on the intent of the order and understands Qwest’s position on not having to keep info buddy. She said that Qwest believes all information is in the PCAT that is required for the CLECs to do business and Eschelon does not agree. Bonnie said that they don’t agree with Qwest’s position but that happens. She said that there are two choices, fight the battle and ask Qwest to move all information in RPD to the PCATs or we can work together to review section by section. Jill Martain/Qwest stated that we are working internally to compare RPD information to the PCATs. Bonnie Johnson/Eschelon said that she did not feel confident that Qwest always knows and understands (Comments to minutes received from Eschelon 10/27/05) what information CLECs need information and wants to be a part reviewing the information. Bonnie said that she would like to be able to say yes or no on what information is needed. We can have 3 buckets. We agree it belongs, we agree it does not and a bucket of we do not agree. Jill Martain/Qwest asked if Eschelon was referring to all documents or just subsets. Bonnie Johnson/Eschelon stated that she did not know and that maybe we could schedule an all day meeting once a month to review the documents. She said that RPD contains a lot of information but that an initial yes we agree or no we do not can be done quickly. Bonnie said that she did not want to focus on what we don’t agree about at the beginning. She said that the business problem is that once RPD is gone there is nowhere to look. Bonnie said that the example of the reject problem with LCC for Centrex suspend code was not in the PCAT and they had to go to the RPD. Bonnie said Qwest rejected an order saying Eschelon used the wrong LCC for a Centrex suspend order. Qwest told Eschelon they were going to use a different LCC and Qwest would reject orders in the future if Eschelon used that LCC again. Neither the LCC Eschelon sent nor the one Qwest said it was using were in the PCAT. Eschelon found the information in RPD and the LCC Eschelon used was correct. The LCC Qwest was going to use had been grandparented. Bonnie reiterated that she wanted to do this review together. Bonnie reiterated that she wanted to do this review together. Jill Martain/Qwest said that we don’t know how large or small this effort would be. Loretta Huff/Qwest stated that we need to think about the best way to approach this process. She said that if we do this in a meeting is the answer going to be that we need to battle outside of that meeting. Bonnie Johnson/Eschelon stated that we could look at a list of documents and subcategories during the collaborative effort. She asked if Qwest could provide a document that maps the information. Loretta Huff/Qwest said that our goal is not to take away information that is required for you to business. She stated that our goal is to consolidate and have a single source. Loretta said that we don’t want to create problems and that she was not familiar with how the information is being compared. She said that she did not know how we could go through all the information paragraph by paragraph. Bonnie Johnson/Eschelon said that she understood Qwest’s concern. She said that she sent 5 examples to Peggy Esquibel-Reed (Qwest) and was told that 4 out of 5 were documented and that the 5th example was not done. Bonnie said that Qwest decided that the information was internal to Qwest and that the CLECs did not need the information. Bonnie said that she disagreed and that Qwest re-looked at the example and did some documentation. Bonnie said that Qwest just can’t see their view. She stated that Qwest may think that there is no impact and a lot of times the right decision is not made. Loretta Huff/Qwest stated that we sometime disagree on what to expose and that we need to make sure that we can also effectively maintain. Bonnie Johnson/Eschelon stated that if we can get down to just yes we need or no we don’t, we would then have a list for the detailed discussion. She said that is RPD is retiring in April we need to get started. Liz Balvin/Covad said that RPD information is going away for all and not just for the CLECs. Liz asked why we couldn’t do a clean sweep and said that she fears losing information. Bonnie Johnson/Eschelon stated that the problem is that the information is not going from one place to the other but is going away. Chris Viveros/Qwest stated that it has not been asserted that the perfect decision has been made. He said that there is potential that information would not move to PCATs because the information is no longer needed. Chris said that he heard that we need to figure out if there is a reasonable way to do the exercise so that it is not so high level that there is no value in it or too low that it would never get done. Bonnie Johnson/Eschelon said that our positions differ. She said that Eschelon and Qwest disagree with the intent of the order and that she wants to move beyond that. Bonnie said that Qwest never made them aware that they stopped updating the RPD until the Event Notification. Bonnie said that she does not agree that Qwest shouldn’t keep RPD and (Comments to minutes received from Eschelon 10/27/05) Qwest should update RPD. Chris Viveros/Qwest stated that we need a common agreement and need to figure out a process that can work. (Comments to minutes received from Eschelon 10/27/05) Chris said Qwest made an error years ago and provided to much information in RPD. Bonnie Johnson/Eschelon said that Eschelon does not agree Qwest made an error. In fact Qwest over redacted and we were forced to provide additional information. Jill Martain/Qwest stated that we need to look and the scope of this project. Bonnie Johnson/Eschelon stated that she will not accept the response that Qwest is already doing and is 75% done and that this may result in arbitration.

September 21, 2005 Systems CMP Meeting Discussion: Shon Higer/Qwest stated that an ad hoc meeting had been held, in August, and during that call Eschelon raised a verbal objection. Shon stated that Qwest researched the information that stemmed from the objection and did respond to the objection and that Qwest believes we are in compliance with our obligations and is continuing to move forward with the Retirement of RPD in April 2006. Bonnie Johnson/Eschelon stated that she responded back to Qwest and provided the Docket number. Bonnie stated that Eschelon would be escalating this issue. Shon Higer/Qwest stated that Qwest did review the same order. Jennifer Arnold/TDS Metrocom stated that it is not appropriate to take RPD away and stated that she wanted to reiterate that. Shon Higer/Qwest stated that the CLEC has the right to disagree. Jill Martain/Qwest stated that Qwest will move forward with the plan and will await further documents from the CLECs. There were no additional questions or comments.

As noted in the August CMP Meeting, 4 of the 5 examples will have updates. The 5th item, Troubleshooting information for Message Waiting Indicator, will not be updated. The decision to not update this item is due to the fact that the specific process relates to how Qwest internally works with Qwest’s end user customers and is not in regard to how Qwest works with a reseller. Peggy noted that the retirement is currently scheduled to occur on April 29, 2006. Shon Higer-Qwest announced that he is now the owner of this change request and has taken it over from Kyle Kirves (Qwest). Shon stated that this effort is targeted for April 29, 2006 and that it was noticed on August 3rd. Shon stated that Qwest’s belief is that the PCATs, Business procedures, and the LSOG contain the information that is critical to process LSRs and noted that the RPD is a duplication of that effort. Shon stated that Qwest will retire the RPD and maintain the documentation. Requests to update PCATs should be made via the existing documentation process. Shon stated that until the RPD is retired, we will entertain items from the CLECs for documentation, via the external documentation process. Shon stated that those items would continue to be reviewed. Shon then asked for questions. Bonnie Johnson-Eschelon stated that she would like to provide some background on the comments and conversations that she has had with Jill (Martain-Qwest). Bonnie stated that Qwest was ordered to provide M&Ps in a redacted form and that Eschelon had submitted comments to Qwest to see if Qwest had commission orders to provide the information. Bonnie stated that Jill stated that Qwest could not find an order that requires Qwest to provide M&Ps. Bonnie stated that Jill said that Qwest does provide the information that the CLECs need and Qwest is saying that they provide the information in PCATs. Bonnie stated that the PCATs have a different purpose than RPD. Bonnie stated that in Iowa, and maybe Colorado, there was litigation regarding discriminating access to Qwest’s M&Ps, to assure that the M&Ps were not discriminatory and different than the Process that Wholesale uses. Bonnie stated that the issue is not regarding LSR processing, it is regarding non-discrimination. Bonnie stated that when Karen (Clausen-Eschelon) was with MCI, she was involved in the litigation. Bonnie stated that Qwest should be able to find the files. Bonnie stated that Qwest provided in paper form, then in an electronic format. Bonnie stated that another session was needed because they were overly redacted. Bonnie stated that Eschelon objects to Qwest retiring the database; based on Qwest was ordered to provide M&Ps to the CLECs, to determine that there was no discrimination. Shon Higer-Qwest stated that Qwest does have a lot of procedures in place i.e. PCATs, business procedures, LSOG, and that they do get updated like Retail’s do. Shon stated that Qwest believes that Qwest has met their commitment to provide documentation. Bonnie Johnson-Eschelon stated that the issue is not with the processing of LSRs, it is with discrimination, because Retail uses the information. Shon Higer-Qwest stated that the CLECs do have access to the information thru the PCATs and other documentation. Jennifer Arnold-TDS Metrocomm stated that she has recent examples where she could not find information in the PCATs, such as information on bulk T1’s and promo price. Jen stated that she needed to go to the RPD. Jen stated that the RPS is also for billing and not just for ordering. Jen stated that RPD was called InfoBuddy, is a great tool, and is essential. Shon Higer-Qwest asked if it would be different to find items that are missing from the PCATs, business procedures, and the LSOG. Bonnie Johnson-Eschelon stated that Qwest must provide the CLECs access to information in a redacted form. Mark Coyne-Qwest asked to confirm that LSR processing is not a real issue because the CLECs have the information that they need to process an LSR and what the real issue is, is that the CLECs want access to information as to how Retail does business. Bonnie Johnson-Eschelon stated that there is some information in the RPD that is not in the PCATs. Mark Coyne-Qwest stated that the information is what Wholesale should be providing the CLECs, via the external documentation request process, and having access into redacted processes, like Retail. Shon Higer-Qwest asked if Eschelon is saying that a redacted version of the actual methods is what needs to be provided. Bonnie Johnson-Eschelon said yes. Jill Martain-Qwest stated that the next step is for Qwest to look into the information that Eschelon has shared regarding litigation. Mark Coyne-Qwest said that he would like to note that for 4 of the 5 examples that Eschelon previously provided, updates are being done for those 4 out of the 5 examples. Mark stated that the 5th item is being reviewed and that Qwest will continue to look at future items that come in via the external documentation process. Bonnie Johnson-Eschelon asked if Jen (Arnold-TDS Metrocomm) had provided enough information. Jennifer Arnold-TDS Metrocomm stated that she would send the Bulk T1 issue to the external documentation process. Jill Martain-Qwest stated that Qwest would go back and look into the litigation information and see what happened there. Jill stated that the CR remains open and is proceeding until Qwest can do further investigation. Bonnie Johnson-Eschelon said yes, that would be fine. Jill Martain-Qwest stated that Qwest will research and then schedule another ad hoc meeting. Jill asked the CLEC Community to please continue to utilize the external documentation process. -- July 20, 2005 Systems CMP Meeting Discussion: Kyle Kirves-Qwest stated that this CR is seeking to retire the Resale Product Database (RPD). He said that Qwest believes that the RPD has become a low-utility tool. Kyle said that Qwest has already undertaken efforts to provide critical customer information in other documentation (e.g., the PCATs, business procedures, and LSOG, etc.). Kyle said that based on access data, Qwest concludes that the other vehicles are the preferred information source for customers, and that minimal requests to access the RPD do not justify its continued maintenance. Liz Balvin - Covad asked for the definition of a low utility tool. Kyle Kirves-Qwest stated that a low utility tool would be 25 to 30 visits a month vs. 100’s or 1000’s of hits per month on the Qwest Wholesale Document Site. Chris Terrell-AT&T asked where the documents were located. Jill Martain-Qwest advised that the documents reside in the Business Procedures such as LSOG and PCATs. Jen Arnold-TDS Metro said they recently used the RPD and that it came in handy and the information they were looking for could not be found anywhere else. She said that they would hate to see the RPD retired. She said that the specific USOCs for provisioning they were looking for were not in the PCAT. Bonnie Johnson-Eschelon said that (Comments to minutes from Eschelon 7/27/05) Eschelon would not agree to retire the system and at this time and she has examples (provided hard copy to Jill) where information was in RPD and not in the PCAT. This also includes examples of Qwest service orders and to verify PSONs. Jill Martain-Qwest said that we can take a look at the examples. Bonnie Johnson-Eschelon said that she did not think that we were at a point to move forward with this change as we need to go through RPD and identify the gaps and make sure the documentation is located in the Business Procedures. Bonnie suggested that maybe we work cooperatively together to determine what information may need to be updated. Jill Martain-Qwest said that we could take Eschelon’s examples back to the team and schedule a meeting to review. Jill advised we will not request this as an exception at this time.
