Currently when a CLEC places a change order on a customers account and the CSR has not been updated from the conversion LSR, the CLEC uses a manual process that is time consuming and leads to rejects in error and service order errors. Create a field in IMA for speciific use for this type of order only. When this field is populated, the Qwest order typist will know there is a completed conversion order that has not posted. Remarks would include the order number and DD of the conversion. The field being marked would set the LSR to manual handling automatically. This field would allow a change order activity when the CSR does not show the CLEC's RSID or ZSID. Using the current process causes confusion and is additional work for the CLEC's

Expected Deliverable:

Create a field in IMA using only for the purpose of submitting change orders after a conversion when the CSR has not posted. Allow CLEC's to select change order activity as a request type using this field.

April 17, 2003 Systems CMP Meeting Discussion: John Gallegos/Qwest stated that this item was included in the IMA 12.0 Release. John noted that the post deployment call was held and that there is no open issue regarding this CR. No comments. CR changed to 'completed' status.

February 20, 2003 Systems CMP Meeting Discussion: Liz Balvin/WorldCom asked if the order that clicks on this new field, will it have to be the original order or the change order. Connie Winston/Qwest stated it would be the change order. Liz Balvin/WorldCom very happy to hear that Bonnie Johnson/Eschelon also very happy.

February 19, 2003 Email from Liz Balvin/WorldCom requesting a walk-on item for discussion at the February Systems CMP Meeting Discussion: Eschelon's CR SCR062702-10 - "Create field in IMA that can be checked to flag this LSR is to place a change order on an account where the CSR is not updated from the conversion activity". WCom would like to verify the intent of this CR against what Qwest is actually implementing. Eschelon request states "Currently when a CLEC places a change order on a customers account and the CSR has not been updated from the conversion LSR, the CLEC uses a manual process that is time consuming and leads to rejects in error and service order errors. Create a field in IMA for specific use for this type of order only. When this field is populated, the Qwest order typist will know there is a completed conversion order that has not posted. Remarks would include the order number and DD of the conversion. The field being marked would set the LSR to manual handling automatically. This field would allow a change order activity when the CSR does not show the CLEC's RSID or ZSID. Using the current process causes confusion and is additional work for the CLEC's". This may resolve the issue WCom identified as follows: "Delays in updating customer service records (CSR). Post-migration Qwest will house multiple "live" CSRs until old account bill is rendered, paid and posted (up to 90 days). To reduce ownership failure rejects on maintenance orders prior to CSR updates, WCom has developed to capture customer code information supplied on the FOC and SOC notifications. (if prior to SOC, FOC CC provided / if after SOC, SOC CC provided) --Examples whereby customer code details differ between FOC and SOC were provided to Qwest and Qwest admits there may be differences. In addition, Qwest admits there may be additional changes when the CSR finally does get updated. --Ownership failure will exist even if CC is populated because BPL "ownership" edit. Qwest work around cannot be supported by WCom. Qwest recommends sending new order (exactly as initial but with new PON), marked for manual handling, identify features and pending order activity in remarks. WCom systems designed to not accept multiple orders for the same TNs. To cancel the original order, WCom would loose valuable life cycle information for end users. --Result, CLECs forced to wait until update occurs to process maintenance orders. Question: When this field is implemented, will the order type be "a change order" or will there continue to be a requirement to send a duplicate migration order?

July 18, 2002 CMP Meeting Discussion: Bonnie Johnson/Eschelon reviewed this change request. Eschelon is requesting a field in IMA that can be checked when the CLEC places a change order on a Customers account and the CSR has not been updated from the conversion. Bonnie Johnson/Eschelon also said that the manual process in place is very cumbersome. Bonnie Johnson/Eschelon also said that if a field was checked, they would want it to fallout for auto manual handling and that they would still need remarks. Jeff Thompson/Qwest said that clicking the field would be like setting to manual handling. Jonathan Spangler/AT&T said that it would not allow flow through because it still goes to the SDC. This could be tracked, by the CLECs, whenever the functionality is implemented. Bonnie Johnson/Eschelon said that she knows that Jonathan Spangler/AT&T has a separate issue. This is due to failure of a manual process not working and hopes to reduce the number of rejects in error. The LOE is provided in the CR response and the CR is eligible for the 12.0 vote. The status will be changed to Pending Prioritization.

Subsequent Clarification Meeting July 9, 2002: Attendees: Bonnie Johnson/Eschelon, Berkley Loggie/Qwest, Bret Birkholz/Qwest, Monica Manning/Qwest, Peggy Esquibel-Reed/Qwest CR description was reviewed. Bonnie Johnson/Eschelon stated that this CR was submitted as an alternate solution to updating the CSR within 24 hours. Eschelon is asking for a field that can populated for a C order on an account where a conversion has not yet posted to the bill. Does not want to put in manual handling and put a lot of remarks on the LSR. Would like the field to to require the PON, order number, and due date of the conversion order. Is asking for a system solution to the manual workaround process.

June 26, 2002 CLEC Meeting Notes - Initial Clarification Meeting: Requested a field that could be populated by CLECs that would indicate that the account was recently converted (but hasn’t been updated to the CSR) and allow a change request to be submitted. - If IMA is truly not allowing the LSR to be accepted, there is a field that might be able to be modified to address this need. Currently there is a co-provider pending field on the LSR form. This field works in conjunction with several CSR edits to allow an LSR to be received if the CLEC recently sent in a new connect. For example, if IMA cannot find a live account (maybe it was disconnected) IMA would reject the request. However, if the CLEC knew that they had just sent in a new connect that would not have posted to CRIS yet then they could mark the Co-Provider pending field as yes and IMA would accept the LSR and it would be dropped to manual handling. This field is not currently used very much. The issue with using this field (or any field with a similar function) is that it would impact flowthrough because you would be going from a reject condition (which is not included in PO-2) to a manual condition (which is included in PO-2). - Another concern around this topic (and another CR) is that the CLEC cannot look at the CSR for a newly converted account and therefore are unsure of how to write the change request. Adding the field requested would not help this situation. There is an IMA candidate for release 10.1 that will provide a notification to the CLEC at about the time of the FOC that contains the S&E section of the orders created for the LSR.

Qwest has reviewed the information submitted as part of Change Request (SCR062702-10). Based upon the scope of this CR as agreed to in the Clarification Meeting (held July 9, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 2550 to 4275 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 12.0 prioritization vote.
