Description Of Change
QORA (Qwest On-line Request Application) is a web-based application designed to support the ordering of access services. This application will replace the existing TELIS application which can't support enhancements required by the industry. Customers can access QORA via a web-browser and place Access Service Requests (ASR) with Qwest. QORA will provide pre-order Validation for address and CFA information, will provide more stringent edits than those currently in the Industry Standards ASR document, will provide immediate feedback on errors, and allow customers to track ASRs.

February 19, 2004 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR was deployed on December 8, 2003 and Qwest is okay to close it. Gary Veik/Qwest stated that the current ASR process is to be followed for QORA questions. There were no questions or comments. This CR moves to Completed Status.

January Systems CMP Meeting Discussion: Connie Winston/Qwest asked if this CR was okay to close. Kim Isaacs/Eschelon stated that Eschelon has not yet rolled it out. Liz Balvin/MCI stated that MCI just rolled out XML the previous weekend. Terri Lee/SBC asked what the correct process or forum was for asking questions. Gary Veik/Qwest stated that the March release is for OBF changes for data elements. Connie Winston/Qwest stated that questions regarding products that are CLEC impacting should be brought to CMP. Connie stated if the products were other than LIS Trunking, the IXC Process is where those questions should be taken. Gary Veik/Qwest stated that IXC related items should be directed to the CLECs Service Management Teams. Terri Lee/SBC asked the CLEC Community if they had enough questions, do they ask them all at once. Liz Balvin/MCI stated that maybe they can have a User Group. Gary Veik/Qwest stated that QORA is more than just CLECs, there are other users. Judy Schultz/Qwest asked that the CLECs give QORA time and stated that the CLECs could ask questions at CMP. Connie Winston/Qwest stated that CMP is appropriate for CLEC questions and asked that the CLECs also look at the FAQ Section of the web site for information. Liz Balvin/MCI asked if QORA flash-cuts like IMA GUI. Connie Winston/Qwest stated that the old environment is still functional, until TELIS retires. Connie stated that once TELIS retires, it will be a flash cut but it is not yet.

December 17, 2003 Systems CMP Meeting Discussion: Bonnie Johnson/Eschelon asked that this CR remain open, as Eschelon has not yet deployed it. Liz Balvin/MCI asked if this is the equivalent to XML app-to-app. Connie Winston/Qwest stated that it is the equivalent to NDM and noted that it gives both preorder and order capability. This CR remains in CLEC Test.

November 20, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that the implementation date for this CR has moved to December 8, 2003. There were no questions or comments. This Action Item is Closed.

October 16, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR will be deploying on October 29, 2003.

July 17, 2003 Systems CMP Meeting Discussion: Beth King/Qwest reviewed the status of the timelines of the projects and noted that tentative timelines for the retiring of TELIS would be 1st or 2nd quarter of 2004. Beth stated that both TELIS and QORA would be available at first, then Qwest would formally retire TELIS. Beth noted that a flash cut would not be required. Beth noted that details are contained on the web site and noted that the URL is included in the Action Item. There were no comments or questions. This Action Item is Closed.

March 20, 2003 Systems CMP Meeting Discussion: Beth King/Qwest reviewed the ASR improvement presentation. These improvements will improve flow through, quality, FOC timelines, reduce manual handling and errors. She also reviewed the existing and future ASR submittal process flow. Beth King/Qwest discussed SCR062802-03 (ASR NDM Change Existing App to App)) and stated that July 1, 2003 is the target deployment date. She then reviewed SCR062802-02 (ASR Pre-order Via XML New App-to-App) She stated that Qwest was seeking a decreased timeline and has submitted an Exception Request (SCR030403-01EX) Lynn Stecklein/Qwest said that a notification will be sent that will provide the logistics for the Vote Meeting to be held on March 26, 2003. She also reviewed what a ‘Yes” and ‘No’ vote will indicate. A vote of ‘Yes’ will indicate a preference to deploy SCR062802-02 (ASR pre-order via XML) on the target date of July 1, 2003 in conjunction with SCR062802-03 (ASR validation). This deployment would have a timeline of 100 days versus a timeline of 270 days for a new application to application as defined in the CMP process. A vote of ‘No’ will indicate a preference that Qwest NOT implement a change to the timeline. Donna Osborne-Miller asked whom she should contact if she had questions. Beth King/Qwest stated that any questions could be sent to her or the cmpcr@qwest.com email box. Liz Balvin/WorldCom asked about XML. Beth King/Qwest stated that they were working on having XML standard. Beth King/Qwest asked if there were any questions on the Exception CR (SCR030403-01EX). Beth King/Qwest reviewed the QORA CR (SCR062802-01). She stated that these were target dates and that the CRs were available for review. She stated that she could be contacted with any changes. Terry Lee/SBC asked if these were target dates Beth King/Qwest said that yes they were target dates.

August 22 Systems CMP Meeting Discussion: Kim Kessler/Qwest - this is to replace the 3270 TELIS application, which is limited in its functionality. Replacing with a new GUI. The orders will go through faster, the ASRs will get submitted much faster and cleaner. Terry Wicks/Allegiance - you are saying that the TELIS application will be eliminated. Kim Kessler/Qwest - yes. Terry Wicks/Allegiance - with 20,000+ hours it will never get prioritized. Judy Schultz/Qwest - this is not an IMA candidate, it will not impact prioritization. Terry Wicks/Allegiance - ok, thank you. Liz Balvin/WorldCom - is there an implementation date? Kim Kessler/Qwest - not yet. We will follow normal notification process. Liz Balvin/WorldCom - this obviously won’t have a prioritization, how does it get approved, how do you get CLEC approval? Judy Schultz/Qwest - we submitted a CR, as we are required to do. This is an early heads-up, wanted to get it on the table to let everyone know what’s going on. The CMP process will be followed. There will be dual functionality for a brief time. Liz Balvin/WorldCom - ok Jonathan Spangler/AT&T - what is the impact to electronic bonding? Kim Kessler/Qwest - those impacts are discussed in the next two CRs. Michael Buck/Qwest - this will be updated to presented. Qwest will bring information forward as it is known.

Qwest has reviewed the information submitted as part of Change Request SCR062802-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held July 2, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 20,000 hours for this Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request. Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR062802-01.
