The description/ remarks field in CEMR is limited in characters but Qwest does require that the CLEC use some of this limited space to authorize testing and dispatch. We would like to see check boxes added to CEMR for these authorizations. This would save space in remarks field for more detailed description of the trouble.

August 17, 2005 Systems CMP Meeting Discussion: Jim Recker-Qwest stated that the downstream systems do not have the ability to expand the narrative. Jim stated that it is not a CEMR limitation, it is the downstream systems. Jim stated that Qwest is denying this request due to the cost of $4M to expand. Jim stated that this request is similar to a previous CR, SCR041805-01. Bonnie Johnson-Eschelon stated that not expanding the characters was for design only and the TIC is for non-designed. Bonnie stated that they asked for the check box for authorizing optional testing. Jim Recker-Qwest stated that authorization and testing is already there for designed services. Bonnie Johnson-Eschelon stated that she would let Laurie address this. Laurie Fredricksen-Integra stated that this is populated verbally and the verbiage takes space in the Remarks field. Jim Recker-Qwest stated that it does take 5 spaces and that it is needed in the narrative for the downstream systems. Laurie Fredricksen-Integra stated that this is obviously a problem and asked how it can be improved. Jim Recker-Qwest stated that some tickets do show TIC and that some are typing it in again with Y or N and again typing in the information. Jim stated that this is duplication and can be eliminated. Laurie Fredricksen-Integra said that training their people would help. Jim Recker-Qwest agreed that would help and stated that the current request is hard to justify, due to the cost. Stephanie Prull-Eschelon stated that when you look at the narrative, there are long words. Stephanie asked if Qwest had thought of doing a list of abbreviations that the CLECs can use. Cathy Garcia-Qwest stated that there is a list of Industry Standard abbreviations that can be used. Cathy stated that she would send information to Jim (Recker-Qwest). Laurie Fredricksen-Integra asked if the list was currently on the web. Cathy Garcia-Qwest stated that Qwest will look into how it can be provided. [Comment received from Eschelon: Cathy Garcia-Qwest stated that Qwest will look into how it can be provided to the CLEC’s.] Jim Recker-Qwest stated that would look into it and stated that this CR could be closed, in denied status. Laurie Fredricksen-Integra stated that she was okay with that. Jill Martain-Qwest stated that Qwest would internally work on that and when it is out there, it will be resolved. This CR is Closed in Denied Status.

July 20, 2005 Systems CMP Meeting Discussion: Laurie Fredrickson-Integra stated that the description/ remarks field in CEMR is limited in characters but Qwest does require that the CLEC use some of this limited space to authorize testing and dispatch. Laurie stated that Integra would like to see check boxes added to CEMR for these authorizations. She said that this would save space in remarks field for more detailed description of the trouble. Jill Martain-Qwest stated that this CR will move to a Presented Status.

Discussion: Cathy Garcia - Qwest stated that the check box in the system today authorizes TIC and dispatch so that it is not necessary to type dispatch authorization in the narrative (non-designed products only). Cathy asked if Integra was manually generating a trouble ticket. Laurie Frederickson - Integra said that they were.

QWEST RESPONSE For Review by the CLEC Community and Discussion at the August 17, 2005 CMP Meeting

SUBJECT: CLEC CR - SCR062905-01 Adding CEMR Check Boxes for Authorizing Additional Testing and Dispatch

Description of Change: The description/remarks field in CEMR is limited in characters but Qwest does require that the CLEC use some of this limited space to authorize testing and dispatch. We would like to see check boxes added to CEMR for these authorizations. This would save space in remarks field for more detailed description of the trouble.

Qwest Response: It is true that Qwest auto populates the testing and dispatch authorization (TIC=Y or N) within the CEMR narrative based on your selection on the existing CEMR screen. Adding "check boxes" to CEMR would not provide additional space in the CEMR narrative. TIC =Y or N still needs to be present in the narrative because CEMR sends the TIC information (on the narrative) to our downstream systems narrative, that utilize this information to process tickets. The narrative in these systems (which has limited space) is the only existing place to put the authorization indicator. The downstream system narrative is where the authorization is maintained for both Wholesale and Retail tickets alike. In order for CLECs to benefit from the creation of separate fields for the authorization in CEMR, the downstream system narrative would need to be expanded.

As communicated in the Qwest response to change request SCR041805-01, to expand the narrative of the back office systems, the estimated cost would be $4 Million.

Qwest is denying the requested change due to economic infeasibility.
