Description Of Change
Eschelon asks Qwest to allow CLECs to submit an FBDL Listing conversion as specified (ACT =V). Currently, the Qwest does not offer listing conversions with changes. When an end user customer requests a change to their listing at the time of conversion, Qwest’s requires the CLEC to place an FBDL conversion as is and then submit a 2nd LSR requesting the change to the listing. Eschelon is requesting to streamline the FBDL conversion process by requesting the ability to requests FBDL conversions as specified (ACT = V). The current process delays the customers request, is inefficient and creates duplication of effort for both CLECs and Qwest.

June 20, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that these were implemented with the IMA 21.0 Release on May 21st and asked if there was any objection to closure. Mark stated that he is not hearing any objection so the CRS will be closed. Bonnie Johnson-Eschelon then asked Kim Isaacs if she was aware of any 21.0 issues or if there were any open tickets. Kim Isaacs-Eschelon stated that she was not aware of any issues. Carol McKenzie-Qwest stated that there were no problems with the Release. Mark Coyne-Qwest stated that there are no 21.0 tickets. Bonnie Johnson-Eschelon said okay, she was just checking.

- May 16, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that these are all IMA 21.0 CRs and stated that the Release will be on May 21st. Mark then stated that Qwest will ask for closure of these CRs in the June CMP Meeting.

Carol McKenzie began the meeting by taking attendance and announcing the purpose of the meeting. Carol explained that the walkthrough would cover the candidates, candidate impacts to the associated documentation, and the IMA XML Disclosure Document. The Meeting Agenda, Candidate Overview document, and a Summary of documentation changes customers can expect to see in the final version of the tech specs that do not appear in the draft are attached to the Wholesale Calendar entry for the IMA XML 21.0 CLEC Walk-through, which is located at http://www.qwest.com/wholesale/calendar under today’s date.

Candidate Review: Lee Gomez Functional Overview: This candidate allows FBDL Providers to make Directory Listing changes with an ACT=V for CLEC to CLEC Migration orders. The FBDL GUI will reflect the new Activity Type of V (ACT=V) on the FBDL LSR Form. CLECs may include Directory Listing changes for full CLEC to CLEC Migration orders. The same FBDL requirements exist for the listings included with the ACT=V order, such as the first DL must be the RTY=LML. ACT=V requests for CLEC to CLEC full migration with listing changes should include order activity for every listing/Listed Telephone Number (LTN) on the Account Number being migrated. Listings may be: Deleted DL.LACT=D, Changed DL.LACT=O/I, Added DL.LACT=N, Migrated as is DL.LACT=Z, The DL.LACT will not default to a Z (recap). The CLEC is required to determine each DL.LACT. NOTE: Account Telephone Number changes are not allowed on ACT=V orders. MULTI-RELEASE INFORMATION: This candidate is not multi-release. Lee Gomez presented the information provided in the candidate overview document. Lee also commented that the form impacts include the DL form, LSR form, End-user form and DSRED. Lee opened the floor to Questions. Jeff Sonnier with Sprint confirmed that FBDL requests are REQTYP = JB. No additional comments or questions were asked. Carol moved discussion to the next candidate.

January 3, 2007 Email Received from Eschelon: It would be nice if we did not have to address every listing but I can understand if Qwest needs to place this limitation on this activity. One more point to clear up before we are in agreement: For FBDL ACT =V Eschelon understands that Qwest will require us to address all listings on the account. - January 3, 2007 Email Sent to Eschelon: Hi Kim, So are we in agreement that for FBDL ACT=V: Conversion with Directory Listing Changes. Full conversion only. Every listing on the existing account must be included on the ACT=V order. The Provider may remove, add or change but every existing listing must be included on the order. Thank you.

- January 3, 2007 Email Received from Escheon: Peggy, I am not certain I understand your question but I will give it a try. First, the Migration Indicator (MI) is not required for FBDL orders presently so I am not certain where the full and partial migration question is coming from. ACT = W is defined as a 'conversion as is' and therefore ACT = W implies that all of the listings are converted as is. Eschelon’s change request is requesting the ACT = V be added as valid Activity for an FBDL conversion. ACT = V is currently defined as a Conversion as specified/No Directory Listing Changes-Qwest-Specific-Eschelon’s change request is asking for the "No Directory Listing Changes" to be dropped. Eschelon is requesting to have the ability to submit an FBDL ACT = V and convert the listings with ability to remove a listings, add new listings or change a current listings. We had not anticipated that this would cover partial migrations where Eschelon had an expectation that a listing would be left with the existing provide but it would be nice. January 3, 2007 Email Sent to Eschelon: Hi Kim, I have a quick question for you regarding SCR062906-02 Ability to Convert FBDL Listing with Changes (FBDL ACT=V). Will you please confirm that this SCR for ACT=V is for a full migration with listing changes and not for a partial migration, like ACT=W . In other words…..the CLEC must touch every listing on the account that are migrating; listings cannot be removed, add listings or change listings. Mark Coyne-Qwest stated that the top 5 would be implemented and that the 21.0 Packaging was included in this attachment.

NOTE: there were no emails received prior to the distribution of the ranking form. Peggy Esquibel Reed-Qwest stated that Qwest would distribute the Prioritization Form NLT 5 p.m. MT, Monday, August 21, 2006, via the Notification Process. The completed Prioritization Forms are to be submitted to the cmpcr@qwest.com mailbox, no more that 3 business days following Qwest’s distribution of the prioritization form. Peggy then noted that the highest point value, 19, should be assigned to the CR that you wish to be implemented first. A point value of 19 would indicate your #1 ranked candidate; a point value of 18 is your second choice, etc. The point value of 1 will indicate the candidate that you wish to be ranked last. Review Requested (Description of) Change: Peggy Esquibel Reed-Qwest Reviewed the CRs description and asked Eschelon if they had additional information to share regarding this request. Kim Isaacs-Eschelon stated that there is nothing more to share and noted that Eschelon is bootstrapping on a Sprint CR (SCR010705-01 Directory Listing Changes in Conjunction with LNP). Lee Gomez-Qwest asked to confirm that this request is asking if Qwest can implement a new ACT of V for conversion as specified. Kim Isaacs-Eschelon said yes and noted that Eschelon wants to convert and change at the same time. There were no additional comments or questions.

Peggy Esquibel Reed-Qwest confirmed that this request is impacting to Ordering. Peggy Esquibel Reed-Qwest confirmed that this request is for both IMA GUI and XML. Peggy Esquibel Reed-Qwest confirmed that this request is for the FBDL product.

Establish Action Plan & Resolution Time Frame: Peggy Esquibel Reed-Qwest stated that this CR is due for presentation at the July 19, 2006 Systems CMP Meeting, Qwest would internally review the request, and that Qwest would provide the response to the CR by August 16, 2006.

Qwest has reviewed the information submitted as part of Change Request SCR062906-02. Based upon research that was conducted following the July 13, 2006 clarification meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 772 to 1287 hours for this IMA request. At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 21.0 prioritization vote.
