Description Of Change
ASOG 33 Industry Changes:

The EXACT system and QORA ASR Gateway application need to be updated to support changes for ASOG 33, including ASOG, Mech Spec and UOM-ASR Schema changes as mandated by OBF. These changes include implementation of the new Ethernet Virtual Connection (EVC) Practice 016 and various other field and form changes.

Record Retention Policy-QORA GUI:

Effective January 1, 2007, Qwest will institute a records retention policy in the QORA GUI. ASRs listed in the Submitted Tab older than 2 years will be purged from the GUI and no longer available for access. The purge date will be based on the date of the last activity transmitted on the ASR. The purge process will occur twice annually on January 1 and July 1. For example, on January 1, 2007, any ASRs older than January 1, 2005 will be purged from the system. On July 1, 2007, any ASRs older than July 1, 2005 will be purged. ASRs in the Unsubmitted Tab will not be purged and will still be available for access until deleted by the user.

QORA GUI Screen Changes:

- Create New Tab selections will be changed to include a Service Type selection instead of a REQTYP selection to accommodate the implementation of the new Industry EVC Form.

- Reports Tab

The following changes will occur.

- A new entry of Service Type will be added under Criteria and Sort Orderwith a drop-down available.

- A new entry of Service Type will be added under Information to Display

New QORA GUI and ASR Gateway Validations:

The QORA application will be updated to include new up-front edits for the following entries on the ASR. If the ASR entries do not pass the validations as described, the ASR will be rejected.

-Qwest will validate the RTR field on the ASR form and will only allow the following entries as valid entries; F, S, 1-10.

Qwest does not support values of Dor N:

- Qwest will validate the ICSC code on the ASR to ensure accuracy. This edit is dependent upon the LATA in which the service resides.

- Qwest will require the TSC field on the ASR form be populated when the REQTYP = M, the ACT field = N and the ACTI field = A or B and the ASC-EC field is not populated.

- When the TSC field is populated, Qwest will require valid Pos 1 and 2 characters according to the geographic location of the service.

- If ICSC=MSxx, the first two pos of the TSC field must be AE

- If ICSC=NWxx, the first two pos of the TSC field must be AL

- If ICSC=PNxx, the first two pos of the TSC field must be AP

- Qwest will require a positive entry in the CIP field on the Translation Questionnaire as follows:

- When. REQTYP=M, ACT=N or C, the CC and. WST fields are blank, either the CIC or ACIC field is populated, position 3 of .NC=S, and the CSPC is populated.

- Qwest will now accept the following in the ACTL, FACTL and AFACTL fields as valid entries:

- Valid 11 Character CLLI code

- N

- New

- Qwest will enhance address validation to determine if location address is located in Malhuer Telephone territory and allow the ASR to be accepted, even though the address cannot be located in the system.

- On jointly-provided service requests, (ASC-EC field is populated) Qwest will determine ownership of the secondary wire center location and allow additional valid entries in the GETO field when it is found to be a non-Qwest location. On service requests not jointly provided, the only valid entry remains 'W'.

EXPECTED DELIVERABLE:

Upgrade EXACT for ASOG 33 industry related changes and the QORA ASR Gateway Applications to provide upfront editing and validation of ASR entries.

Mark Coyne-Qwest stated that this CR was implemented on 11/6/06 and asked if everyone was ok to close. There was no objection in closing this CR.

-- August 16, 2006 Monthly Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that the LOE for this CR is 3500 to 4500 hours and is targeted for implementation on November 6, 2006.

-- July 19, 2006 Systems CMP Meeting Discussion: Cindy Kalakis-Qwest presented the CR and noted the following revision: Qwest will validate the RTR field on the ASR form and will only allow the following entries as valid entries, F, S, 1-10 (not 1-20). Cindy asked for questions. Kim Isaacs-Eschelon asked to confirm that when they create an N order, if the REQTYP would be listed as a selection. Cindy Kalakis-Qwest said yes and noted that the change was due to the new EVC form. Kim Isaacs-Eschelon then asked for the RTR field, if Qwest has always not supported the D or N and will now have an edit. Cindy Kalakis-Qwest stated that Qwest did not support the D and noted that the N was accepted and even though N indicates no response that Qwest has always sent an FOC. Cindy stated that with this CR, Qwest would have an edit that would prevent D or N from being populated to reduce confusion. Kim Isaacs-Eschelon stated that currently, the CLEC assigns the TSC. Cindy Kalakis-Qwest stated that when Qwest receives the request, Qwest would assign the TSC and would provide the assigned TSC back on the FOC. Cindy stated that Qwest would then want the Qwest assigned TSC on any subsequent activity. Cindy Kalakis-Qwest asked if there were any other questions regarding this CR. There were none.

- July 11, 2006 Clarification: There is no additional information regarding this Change Request. This CR will be presented at the July Monthly Systems CMP Meeting.

This effort is partially a Telcordia development effort. Qwest will implement this change on November 6, 2006 to support the Industry Standards through OBF. Information is available on the OBF website (http://www.atis.org) for use by all interested parties.

In addition, the Qwest specific edit portion of this request has been reviewed. Based upon the scope of this CR as agreed to in the July 11, 2006 Clarification, Qwest is able to provide an estimated Level of Effort (LOE) of 3500 to 4500 hours for the Qwest specific edit portion of this QORA Change Request. These Qwest specific edits will also be implemented on November 6, 2006.
