Eschelon is requesting true flow through on requests where the service was 1FB/CCMS and CTX 21 and converting to UNE-P POTS.Eschelon continues to work with the SDCs on the 1FB/CCMS migration process and has provided examples of the USOCs that are not flowing through.

7/22/04 Systems CMP Meeting

John Gallegos/Qwest stated that we validated with Network and that the majority of products will flow through. John said that there is some fallout with Hunting with DMS100. Bonnie Johnson/Eschelon thanked John for the research and said that she does not think that the Hunting/DMS 100 scenario will change and is what it is. Bonnie said that if Qwest will include this information in the CR she will agree to withdraw this request. Jill Martain/Qwest stated that we will add the response to the CR and will withdraw the CR.

6/17/04 Systems CMP Meeting

John Gallegos/Qwest stated that the open issue is associated with Centrex products and downtime. Bonnie Johnson/Eschelon stated that Eschelon was told by Qwest that any conversion where the line from a CTX 21 environment won’t flow through the switch and will fall out to manual. Bonnie stated that is what this CR was requesting and that Qwest needs to automate this process. Bonnie said that Qwest advised that work had been done that prevented this from happening. Bonnie said that Qwest said that anything from CTX would fall out and that the orders do not flow through to the switch. Bonnie said that if you are converting to another product (i.e. UNE-P POTS) all the orders would need manual attention in the switch and RCMAC. Bonnie said that when the order falls to manual it could cause significant downtime. Kit Thomte/Qwest asked if Susie Wells/Qwest needed to do additional research on the issue. Susie Wells/Qwest stated that she had a different understanding and would like to research the issue further for clarification. Susie Bliss/Qwest stated that we need to get Network involved.

5/20/04 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that at the switch level there is a brief period of downtime. Bonnie Johnson/Eschelon stated that she understood that there is downtime. Bonnie said that those that fall out to manual at the switch causes additional down time. John Gallegos/Qwest asked when this occurs. Bonnie Johnson/Eschelon said this occurs with anything that exists in a Centrex environment. Bonnie said that the action item is to determine what falls out to manual in the Centrex environment 6/1/04 Revision to Minutes from MCI - Liz Balvin/MCI stated that the downtime can be significant and that Qwest should have audits and controls to minimize downtime. Connie Winston/Qwest stated that an action item will be created to determine what falls out to manual in the Centrex environment and determine how they are handled from a process perspective.

4/22/04 CMP Systems Meeting Connie Winston/Qwest stated that this request was deployed last August and that there was backend system work done to allow for flow through. 5/3/04 - Revisions to Minutes from Eschelon

Bonnie Johnson/Eschelon stated the problems may not have been switch related but that the end result was it allowed flow through to the switch.

Bonnie Johnson/Eschelon stated that this CR was switch related and Eschelon was told that all lines being removed from a Centrex environment fell out of the Qwest switch is an auto switch update so that they will not fall out of the switch. Bonnie said that CTX, Centron, and CTX 21 act differently.

Connie Winston/Qwest stated she will check to see if this has been implemented and that if Centrex can’t be mechanized, we will communicate that to you.

Bonnie Johnson/Eschelon stated that when Connie looked at this the fixes Qwest did the problems may not have been switch related but that the end result was it allowed flow through to the switch.

This CR remains open.

3/20/03 March CMP Meeting Connie Winston/Qwest stated that when we went through the analysis, we determined that IMA is currently sending the information to a back end system Therefore, this CR will be removed from the 14.0 vote We are looking at getting the work scheduled and are looking at a targeted date in August. We started to define this after the 13.0 vote and found this is part of the service order creation system. Bonnie Johnson/Eschelon said this is great news. Liz Balvin/WorldCom asked if this will remain part of the 14.0 vote. Connie Winston/Qwest said that no, the interface is ‘Other’ and that it’s downstream from IMA. Kit Thomte/Qwest asked if there were any other questions. No other questions.

8/22/02 Systems CMP Meeting

Bonnie Johnson/Eschelon essentially we are just looking for more flow through, as Qwest is as well. We want our orders to go through without human intervention, decreasing the chance for error. On the call we discussed the main areas of concern. The orders that flow through depends a lot on the platform it’s coming from, rather than the one it’s going to. She reviewed the discussion on the clarification call. Connie Winston/Qwest noted that the flow through matrix, included in the package, pointed out what is designed to flow through, noting that if anything is wrong, it will still stop if there is an edit condition. They are broken out by products, so she noted that some products are not designed yet to flow through, she believes this CR is to address some products that are not designed to flow through. She pointed out that when this is voted for a release, we need to have one additional clarification meeting, to make sure that those not designed to flow through are what you want with this CR. Bonnie Johnson/Eschelon it looks like on conversions for 1FB/ UNE-P POTS, most should flow through. Connie Winston/Qwest and that went in with 10.01 Bonnie Johnson/Eschelon not designed to flow through causes the order to it flow through to the SOP but it needs to be corrected? Is that what this is saying? Connie Winston/Qwestyes Bonnie Johnson/Eschelon- so it still requires manual intervention? Connie Winston/Qwest yes, FIDs for the features need to be validated before the order goes downstream, but the flow through engine does create most of the order. Bonnie Johnson/Eschelon is this one that could be a candidate for 13.0? Connie Winston/Qwest yes, to address these products for flow through, and you can certainly validate that this is what you are interested in. We also need to look at what went into 10.01. Bonnie Johnson/Eschelon I don’t know what you want to do with status on this. Michael Buck/Qwest the status will be updated to ‘pending prioritization’ and the CR is eligible for prioritization for IMA 13.0. If you later decide to withdraw the CR because your needs have been meet based on existing functionality, you can certainly do that.

Hi Lynne, The title should read "Eschelon is requesting true flow through on requests where the service was 1FB/CCMS and CTX21 and converting to UNE-P POTS. The current title sounds like I want flow through for orders going to 1FB/CCMS and CTX21.

Introductions of the participants on the Conference Call were made and the purpose of the call discussed.

Review Requested (Description of) Change Lynn Stecklein/Qwest stated that Eschelon submitted SCR100201-1 (Provide 'true' flow through for UNE-P resale LSRs) on Oct 2,2001 and was closed by Eschelon on 4/22/02. Eschelon requested that the CR be re-opened. Qwest issued SCR070902-01 on behalf of Eschelon.

Bonnie Johnson/Eschelon reviewed this CR. Eschelon would like true flow through on everything. Bonnie Johnson/Eschelon specifically noted Centrex 21 and 1FB CCMS. Eschelon wants true flow through without exception on UNE-P. Bonnie Johnson/Eschelon also said that it seems like the only thing flowing through is 1FB POTS and 1FR Connie Winston/Qwest said that a CTX full conversion will flow through. When you have a partial conversion (only part of the #'s are converting) more logic is required. Bonnie Johnson/Eschelon asked if it would be better is Eschelon narrowed the scope to request flow throught on 1FB & Centrex 21. Shon Higer/Qwest said that they will be changes in 10.01 associated with Centrex 21 conversions to UNE-P POTS. Bonnie Johnson/Eschelon said that Kathy Rein/Qwest in the Minnesota Center is involved in migration process of 1FB CCMS. She has examples of where the problems exist. Shon Higer said that he would contact Kathy Rein/Qwest to clarify the USOCs associated with CCMS. (e.g. MVP, MVP11) Bonnie Johnson/Eschelon asked about the process on CTX to Unbundled conversions. Connie Winston/Qwest believes that these conversions flow through. Confirm Areas & Products Impacted Centrex 21 & 1FB/CCMS Confirm Right Personnel Involved Kathy Rein will be involved on the discussions associated with 1FB/CCMS Identify any Dependent Change Requests Centrex 21 conversion to UNE-P POTS with 10.01 Establish Action Plan (Resolution Time Frame) Qwest will contact Kathy Rein/Qwest to determine USOCs associated with 1FB/CCMS. Eschelon will present this CR in the August CMP Systems Meeting. Lynn Stecklein will revise the title of this CR.

Qwest has reviewed the information submitted as part of Change Request SCR070902-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held July 24, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1000-1800 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR070902-01.
