Description Of Change
Provide Qwest Wholesale customers with the ability to perform remote testing on their own circuits via the CEMR application web portal. The goal of the test feature would be to reduce unnecessary trouble referrals by screening circuits experiencing trouble within Qwest’s network before ticket creation. If customer is able to utilize Qwest’s existing test infrastructure in order to isolate trouble they will have better ability to determine if trouble tickets should be referred to Qwest or not. There will be significant benefits to Qwest as well as all CEMR users which will quickly and accurately pinpoint trouble and drive referrals of trouble tickets toward the company that will most likely be able to correct the problem. The overall intent is to improve restoral times and customer satisfaction. It is understood that there will also be a responsibility incumbent upon all CEMR users to limit their test requests so that CEMR utilization will be able to run at peak performance and deliver full benefits to all users, therefore, Qwest’s guidelines for optimum utilization of this feature will be most appreciated.

Enhanced test capability for CEMR users. General availability expected either late 4Q10 or early 1Q11.

2/16/11 Systems CMP Meeting Mark Coyne – Qwest reviewed the updated OSS release calendar. The reason it was included this month is there was a change to move the CEMR February release for the Client Self Test out to the April CEMR release. Mark said we have had a trial going on with AT&T that began back in November and the volumes have not been as high as we would have liked and so that testing continues with AT&T. The volumes are going up each week. The draft release notes will be issued on March 21, 2011 with a release date of April 18, 2011. Mark asked if there are any questions. There were none.

1/19/11 Systems CMP Meeting Mark Coyne – Qwest provided an update on the CEMR release for Client Self Test. The trial with AT&T began back in November but that volumes have not been as expected. The original plan was for a 60 day trial but is has now been extended to 90 days with a release date of February 27, 2011. Mark said the trial may be expanded to another customer to increase volumes.

12/15/10 Systems CMP Meeting The February 27, 2011 CEMR release is for the Client Self Test CR. Mark said the trial with AT&T began on November 22, 2010. The plan was originally to have the trial last 60 days but it looks like it will be extended to 90 days due to the volume.

11/17/10 Systems CMP Meeting Mark Coyne – Qwest provided an update that we are looking at beginning the trial for this the end of this month and that the current plan is for a 60 day technical trial with the potential to possibly extend to 90 days if necessary. The current plan is for the full implementation for all customers to be either January 24 or possibly January 31, 2011. We should know the date by the December CMP meeting and will send out a 28 day systems notice and add the key dates to the OSS Calendar. Mark asked if there were any questions. There were none.

09/15/10 Systems CMP Meeting Mark Coyne – Qwest indicated that from last month there were some questions on this CR as to whether unbundled loop was included in this request. A clarification call was held on August 30, 2010. The SME team investigated and there are no restrictions on the type of DS1s so unbundled loops are included within the original requirements. The LOE that was provided is 4375 to 4843 hours.

Laurie Roberson – Integra asked if this was under Attachment I.

Susan Lorence – Qwest said this information was not in that attachment since it was received after the System package was created. We wanted to provide the LOE that came back yesterday.

Mark Coyne – Qwest indicated that we are letting you know the LOE and that unbundled loops are included in the requirements. Mark also relayed that we are considering a timeline for a potential trial that AT&T offered to participate in.

Susan Lorence – Qwest began the meeting by relaying that Joe McLean from AT&T presented this CR in the August CMP system monthly meeting. The clarification meeting is to review the submitted CR SCR071610-1, validate the intent of the proposed change, and clarify any aspects of the change to determine the deliverables that have been requested. Joe McLean – AT&T provided a background on this CR. Joe indicated that between AT&T and Qwest, there is a large volume of trouble tickets on a daily basis. Joe said that they use MEDIACC which is an electronically bonded interface. There is a lot of automation on both AT&T as well as the Qwest side which results in a lot of auto test failures. The fallout is that there are a lot of tickets where there was not enough testing which has been a problem for years. Joe said he was looking for a way to not send as many tickets that result in no trouble found in Qwest’s network. Joe said they would like the capability for any wholesale customer to use Qwest’s infrastructure to go in via the web portal CEMR and this would not be dependent on having MEDIACC. Joe said this would be a standalone capability where if you have a circuit, you populate the circuit id in CEMR, launch a test query, and then look at the test results. Joe said a company can go in on their own, get the same test results that Qwest would have gotten and make an informed opinion about sending in a real ticket. It would be mutually beneficial to all companies, save time, and shorten the mean time to repair.

Susan Lorence – Qwest said the question that came up in the CMP monthly meeting was the product set this CR is geared for. Susan relayed that Joe had said that it was submitted for Special Access or Private Line circuits.

Joe McLean – AT&T indicated that was correct and that it was questioned whether it would be usable to test unbundled loops.

Cecilia Tank – Qwest indicated that at this time the Client Self Test Project is for DS1s.

Bonnie Johnson – Integra relayed that there is also DS1 level unbundled loops.

Susan Lorence – Qwest indicated that Qwest will investigate what it would take to include unbundled loop DS1s as a part of the requirements and asked if there were any other questions about what is intended. Susan relayed that AT&T had said they were willing to participate in a trial. She wanted to confirm that should this go forward, was AT&T still willing to participate in a trial to ensure that the functionality meets the expectations.

Joe McLean – AT&T indicated this is true and that they are tentatively planning on the October time frame. Joe said that there has been some talk about having the AT&T system run a program that launches test queries through the portal as if it was a single user. They will then go back and check on the test results and pull them back into our ticketing system. Joe said he will have two ways to run the trial: 1) stress for volume and 2) Load of tickets. Joe said historical data will be derived from this trial to give us the expected types of results. Joe said there has been talk about a trial being between 30 and 90 days. It could wind up being through the end of the year if we started in October.

Susan Lorence – Qwest indicated the desired time frame for the trial is October with a period of 30-60 days depending on how this comes together. In the CR, the desired implementation date is late this year or early 1st quarter. Susan asked if there were any other questions.

Kim Isaacs – Integra indicated that it sounds like some work has been done on this. She questioned test scenarios and whether those would be shared with the CLEC community.

Joe McLean – AT&T relayed that yes; this has been in the planning stages for awhile. Qwest looked at what system of theirs would be the most logical way to do this and CEMR was the system that was identified.

Susan Lorence – Qwest indicated that she was not sure it was all the way to the extent of development but they have been doing some analysis as far as business requirements. The desired date is October but we need to step through the process.

Joe McLean – AT&T indicated that we have tentatively talked about October but it may be later.

Susan Lorence – Qwest relayed that if we there are some test scenarios available, we could share these with the CLEC community. Susan asked if there were any other questions and there were none. Hopefully we will have an LOE by the September meeting and get Bonnie Johnson’s question answered about including DS1 unbundled loops in addition to special access. Susan said we can hopefully provide the LOE in the September meeting. Susan said we can look into the expanded requirements or look at two phases since it was originally proposed for PLT. We will have to look at it in a couple of different ways to see if the CR is expanded and what the cost would be. 09-07-10 NOTE: The SME team investigated and there will be no restriction on the type of DS1 so unbundled loop is included in the requirements.

08/18/10 Systems CMP Meeting Joe McLean – AT&T provided a background on this CR.. Joe indicated that this capability would be for Private Line mostly. Joe indicated AT&T is electronically bonded with the Qwest system MEDIACC. Normally AT&T sends a large volume of trouble tickets to Qwest monthly and that there are instances where there is no trouble found in the Qwest Network. Joe said there has been an effort to reduce the volume of tickets. This CR is to provide a solution to allow customers access through CEMR to launch a test query to make an informed decision if there is a need to send a trouble ticket to Qwest. Joe said the benefit would be a reduction in customer caused tickets. This would allow Qwest maintenance techs to work on real trouble tickets. Joe said there would need to be equal utilization amongst customers. There will need to be guidelines from Qwest for proper usage not to exceed a certain threshold which would allow the system to run at peak performance for everybody. Joe requested an implementation date of 4Q10 or early 1Q11. Joe asked if there were any questions. Bonnie Johnson – Integra asked if this was for Private Line (PL) services only and not loops. Joe McLean – AT&T indicated it was for T1 and lower at this time and indicated it was for the loop from the Qwest Central Office to customer premise. Bonnie Johnson – Integra asked if this is for PL special access circuits or unbundled loops also. Joe McLean – AT&T indicated that it was special access. Bonnie Johnson – Integra asked if there is a possibility to expand the product set to include unbundled. Bonnie questioned the MLT function and whether this functionality was similar to that. Joe McLean – AT&T indicated that he was unfamiliar with that but anybody with web access and a valid circuit can test through the CEMR portal. There is no dependency to have MEDIACC. Bonnie Johnson – Integra asked if there had been a clarification call. Mark Coyne – Qwest said that there had not been a clarification call. The CR was presented first and consideration given to the feasibility and the next step was the clarification call. Bonnie Johnson – Integra asked if Qwest would make note of her questions and what it would do to the LOE to expand the product set to include UBL. She questioned the feasibility of CEMR vs. MEDIACC. Bonnie also wanted to know if Qwest would charge for this. Mark Coyne – Qwest indicated that he could not answer that at this point. Joe McLean – AT&T relayed that this was viewed as mutually beneficial and that the thought was not toward charging for this capability due to equal benefits. Mark Coyne – Qwest asked if there were any other questions. There were none.
