Description Of Change
Covad is asking for a formal extension of EDI IMA 8.0 until 10.26.02. Sunset is currently set for 09/21/02.

Covad will not be migrating to 9.0, but will move directly to 10.0 by 9/7/02, which is 2 weeks before Qwest’s current IMA version (8.0) sunsets. Nightfire, our vendor, is not in a position to provide IMA 10.0 SPI software by 8/15/02 which is when migration testing should start to meet the 9/7/02 date. We just found out about this situation the first week of July.

According to Nightfire they cannot provide IMA 10.0 earlier than 9/6/02 as the Qwest interfaces will not stabilize for several weeks after their initial release on 6/17/02.

If Covad does not get the extension for 8.0 then there is a high probability that we would not be able to process orders in Sep 2002.

As agreed to in the 8/2/02 Exception call, the date for the delay will be 10/18/02 rather than 10/26/02 as originally requested.

Mark opened the meeting and had all participants introduce themselves. Mark provided the overview of the purpose for the meeting - to enable Qwest to understand the request. Nitin described the need for the delay of the IMA 8.0 Sunset date. Mark asked if the conversion could be completed by 10/18/02 rather than 10/26/02. Steve and Nitin discussed the processes involved in the conversion and concluded that it could be completed by 10/18/02 Mark asked if NightFire had been advised of this schedule. Nitin indicated that he had spoken with NightFire and they would be done with their efforts in time for the 10/18/02 conversion. Mark asked if there were any other questions or concerns. There were none. The call was concluded.

August 2, 2002 Exception CR Emergency Call/Meeting meeting minutes

The meeting began at 11:30 a.m. MT.

Introductions Michael Buck (Qwest) opened the meeting and asked everyone on the bridge to announce him/herself. All the participants announced him/herself. Michael apologized for the incorrect phone number provided on the original notification. He noted that Qwest sent out another notification early this morning, once the mistake was discovered. Sharon Van Meter (AT&T) stated hat she did not received the notice. Terri Wicks (Allegiance) stated that he had received it. Michael Buck (Qwest) stated that Qwest sent out the notification when we recognized the error and the also sent out a targeted email to the people who normally attended the systems monthly meeting as an added precaution, He apologized again to everyone on the call for the incorrect initial notification. Michael Buck (Qwest) asked who would represent each company when it came time to vote. Michael Buck (Qwest) described the achievement of quorum. He stated that the calculation is to look at the number of attendees at the last 6 Monthly CMP Meetings (July, June, May), discard the high and the low numbers, divide the sum by 4 and multiply by 62.5% . He stated that in this case quorum was 7 carriers. He noted that there were 7 carriers on the call so a Quorum had been established. He stated that the purpose of the meeting was to address an exception CR that has been submitted by Covad. He continued that the team would be voting on whether to accept this as an exception change request and asked if there were any questions. There were none.

Michael Buck (Qwest) asked Covad to discuss their request Nitin Jain (Covad) reviewed Covad’s request. He noted that the 8.0 Sunset is currently scheduled for September 21st, and stated that Covad needs to migrate to 10.0 without going out of production. Terri Wicks (Allegiance) stated that he thought the sunset date for 8.0 was August 22nd, asked why Covad thought it was scheduled for September 21st. Cim Chambers (Qwest) stated that September 21st was the original retirement date. She explained that in April the dated was extended to September 21st. Alan Flanigan (Time Warner Telecom) asked if extending 8.0 would affect 10.0 in any way. Cim Chambers (Qwest) stated that an extension would not not affect 10.0 Alan Flanigan (Time Warner Telecom) asked how many versions can be supported in production. Cim Chambers (Qwest) stated that currently 8, 9, and 10 were in production. Bonnie Johnson (Eschelon) asked if there were any negative impacts to the CLECs for extending the sunset date. Cim Chambers (Qwest) stated that there were no negative impacts to any CLECs. In fact, it would be beneficial for many CLECs for various reasons: they might not be done with testing, their vendors may deliver software late or their vendors might be going out of business. Terri Wicks (Allegiance) stated that the request is asking for an October 26th sunset date and the response is showing that Qwest is offering to extend to October 18th. He asked why was there a difference in dates. Randy Owen (Qwest) stated that October 18th is how far we will push out the sunset of 8.0 Nitin Jain (Covad) stated that October 18th date would work well for Covad. Michael Buck (Qwest) asked Covad to confirm that the October 18th date is an acceptable solution. Nitin Jain (Covad) stated that it was. Michael Buck (Qwest) stated that the CMP document does have language addressing the period of time allowed before the sunset of a release, and explained that this is why this was done as an exception request. He asked if everyone agreed. Terri Wicks (Allegiance) stated that he agreed. Alan Flanigan (Time Warner Telecom) stated that he just wanted to make sure that this won’t affect any other releases. Cim Chambers (Qwest) stated that this change would not affect any other releases. Michael Buck (Qwest) asked if the team could move forward with voting on this being an exception request. Nitin Jain (Covad) asked Buck to explain the exception process. Michael Buck (Qwest) stated that Qwest has put together a CMP process document that it views as very important and is very interested in adhering to the process document. He explained that Qwest believes that exception is a valid request. Nitin Jain (Covad) asked if the earlier extension had to follow this process. Michael Buck (Qwest) stated that he believed that the earlier extension was completed prior to this process being agreed upon. Michael Buck (Qwest) asked each of the company representatives if they agreed to the exception CR. He asked each person to state either yes, no, or abstain. Everyone on the call stated yes. Michael Buck (Qwest) stated that Qwest will formally provide a response that codifies the date agreed to here, and asked if there were any questions on the next steps. Judy Schultz (Qwest) stated that she had a comment. She explained that this was the first time that CMP had formally executed the exception process and she thought Buck did a nice job stepping everyone through it. Michael Buck (Qwest) thanked Schultz and asked if there were any other questions? There were no other questions Terri Wicks (Allegiance) stated that he would like to say that it was nice to see a process that is working as designed. Bonnie Johnson (Eschelon) concurred. The meeting ended at 11: 56 a.m. (MT).

Qwest has reviewed the information submitted as part of Change Request SCR072402-01EX. Based upon the scope of this CR, Qwest is able to accommodate Covad's request for a delay in the IMA 8.0 Sunset date. Qwest will extend the sunset date for IMA 8.0 to 10/18/02.

Qwest will hold an Emergency meeting to discuss the acceptance of this CR as an Exception CR. The meeting information is as follows: Friday, August 2, 2002 Time: 11:30 AM MT Location: 1801 California Street 13th Floor, Conference Room 3 Denver, CO 80202

FINAL RESPONSE

August 5, 2002

On Friday, August 2, 2002, the CMP Community agreed to handle SCR072402-01EX as an Exception under the CMP guidelines. At that meeting, Covad also agreed to amend SCR072402-01EX requesting that IMA 8.0 sunset on October 18, 2002.

Based upon CMP Community agreement to treat this as an Exception change request, Qwest confirmed on the August 2, 2002 call that IMA 8.0 sunset could be extended to October 18, 2002 and has updated the OSS Interface Release Calendar accordingly. Qwest has made the necessary arrangements to extend the IMA 8.0 sunset date. Qwest has updated the OSS Interface Release Calendar to reflect the new date.

This response reflects Qwest's formal acknowledgment of the IMA 8.0 sunset date change. Qwest will seek agreement with the CMP Community to update the status of the CR to "Completed" at the August Systems CMP Monthly Meeting.
