UNE-P PAL is a new UNE-P product providing the equivalent functionality of the Qwest Basic Public Access Lines (PAL) product and breaking it down into its unbundled elements for billing purposes. A Basic PAL line is a ‘dumb’ line to which the customer connects a ‘smart’ pay telephone. The smart pay telephone contains a microprocessor that is programmed to provide coin control signaling, including coin collection and coin return.

Qwest Retail and Resold PAL Service is provided for use by Independent Payphone Providers (IPPs), Payphone Service Providers (PSPs), and COCOT (Customer Owned Coin Operated Telephone) customers, allowing them to place their own coin or coinless public pay telephone instruments on the PAL line. The UNE-P PAL product makes this similar PAL functionality available to UNE-P CLEC customers.

Currently several UNE-P CLEC customers are required to manually create and submit several hundred UNE-P PAL requests each week. Manual creation and submission of requests is more labor intensive for these UNE-P CLEC customers and may allow for a greater number of errors to exist in the request, resulting in more rejects and re-work of the requests. Adding the UNE-P PAL product into IMA will allow for the mechanized creation and submission of these requests. Mechanized IMA processing is currently available for the Retail and Resold PAL products and adding this new UNE-P product into IMA will allow ordering parity for the entire line of Qwest PAL products.

CLECs may order new UNE-P PAL combinations or convert preexisting Qwest Retail or Resold PAL services to UNE-P PAL.

UNE-P PAL consists of the following unbundled network elements:

* 2-Wire Voice Grade Analog Loop

* Analog Line Side Port Switch

* Shared Transport

Steve,

The reason for my e-mail is to determine if you still have an interest in keeping the attached change request open. Your change request has gone through several prioritizations and has not been ranked high enough by the CLEC Community to be voted into any IMA Releases. In addition, Ernest Group no longer participates in the Monthly Change Management Meetings.

Please let me know if you would like to withdraw or keep this CR open and I will take the necessary steps.

July 22, 2004 Jill Martain/Qwest stated that Qwest would distribute the ballot on July 27th, it is due back to Qwest on July 30th, and Qwest would email the initial prioritization list to the CLECs on August 3rd. There were no questions.

The CR Originator was not on the conference bridge. There were no questions.

December 19, 2002 Systems CMP Meeting Discussion: Kit Thomte/Qwest reviewed the prioritization process as defined in the CMP document. She noted that December 30th, 2002 is the due date for submitted votes. Judy Schultz/Qwest noted that the due date would be included in the instructions in the notification that goes out with the ballot. Kit Thomte/Qwest reviewed the sample prioritization form. Wendy Green/Qwest said that Qwest submitted a similar CR and we withdrew ours and Ernest Group kept theirs. Terry Bahner/AT&T asked if this was something Qwest supports. Connie Winston/Qwest said no, this is just something that we’d opened long ago.

Mark opened the call and had all of the participants introduce themselves. Mark Described the purpose of the meeting and read the title of the CR. Mark discussed the fact that this CR is the same as an existing Qwest initiated CR (30212) and pointed out the fact that it had been prioritized in IMA 10.0, 11.0 and 12.0 but had fallen too low to be completed. He mentioned the fact that all of the business requirements have been completed for this request. Mark noted that Qwest would like to Withdraw the existing Qwest initiated CR and allow the Ernest Group CR to continue as the representative of this request. This decision was based on the fact that as a CLEC initiated CR, it may get a higher prioritization than the Qwest initiated CR has gotten for the past 3 releases. Steve asked how the prioritization process worked. Mark briefly described how the prioritization process works. He added that he would be available to answer any questions that Ernest Group had concerning the process. Eric also noted that he would be available to help Ernest Group with any aspect of the process. Mark asked if there were any additional questions or comments. There were none. Mark thanked everyone for participating and the call was concluded at 8:20 a.m. (mountain)

Discussion at the September CMP Meeting:

Mike Buck/Qwest—presented this CR on behalf of Ernest Group who was not in attendance. In the clarification call it was determined that this was a duplicate of Qwest initiated CR 30212. 30212 had gone through prioritization numerous times and was ranked very low. In the call, the thought was that a CLEC initiated CR might be prioritized higher, so Qwest agreed to withdraw their CR to let this one move forward. Jonathan Spangler/AT&T asked if this is one of the LSOG issues Qwest presented Connie Winston/Qwest said no. This CR was to add UNE-P PAL. Liz Balvin/WorldCom asked if it is currently being ordered via fax or some other manner. Connie Winston/Qwest said it is ordered via IIS. Mike Buck/Qwest asked if there were any other questions. There were none. This status will be changed to Pending Prioritization for IMA 13.0 and Qwest has provided the LOE in the CR response.

Qwest has reviewed the information submitted as part of Change Request SCR082202-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held on August 28, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 3125 to 5225 hours for this IMA Process change.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR082202-01.

This change is eligible to be prioritized in the IMA 13.0 prioritization vote which will be conducted after the CR Review in the December 19th, 2002 Systems CMP monthly meeting.
