Description Of Change
Remove Consecutive Unit Requirement from IMA. By doing this we can avoid faxing in our orders. The faxed order system is very manual and sometimes notices have typo’s on them which will generate a call from us to Qwest and consumes a lot of time to correct for both companies. These orders do not flow through the system very well and it is difficult to get updated information on faxed orders that go to a held status. MTI does not require two slots/units for a DS1 circuit.

Introductions Carol McKenzie began the meeting by taking attendance and announcing the purpose of the meeting. Carol explained that the walkthrough would cover the candidates, candidate impacts to the associated documentation, and the IMA XML Disclosure Document. The Meeting Agenda and Candidate Overview document are attached to the Wholesale Calendar entry for the IMA XML 21.0 CLEC Walk-through, which is located at http://www.qwest.com/wholesale/calendar under today’s date. To date there have been no documentation changes identified since Draft disclosure was posted on August 31, 2007

Candidate Reviews SCR082306-01 - Remove Consecutive Unit Requirement from IMA Business Rep-Denise Martinez Denise Martinez reviewed the information provided in the candidate overview document. Denise opened the floor to Questions but no questions were asked.

IMA XML Disclosure Documentation Review Carol conducted the review of the IMA XML Disclosure Documentation. Carol noted that no documentation changes have been identified since Draft disclosure posted on August 31st. Carol noted that three questions have been submitted through the CMP channels to date. Carol reviewed those questions. Answers to the questions asked will be published with Final Disclosure documentation on Friday, September 28, 2007 at http://www.qwest.com/wholesale/ima/xml/faq.html. Carol noted that CLECs may continue to submit comments through September 18, 2007. Carol opened up the floor to questions regarding changes to the Developer Worksheets (Pre-Order, Order, Other Order and Post Order) and Product/Transaction chapters. There were no questions.

August 15, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this attachment includes the IMA 22.0 Commitment List.

June 20, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this is the current 22.0 Packaging and noted that there are 6 CRs packaged and stated that the LOEs are also on the document. Mark asked if there were any questions or comments. There were none.

- April 18, 2007 Systems CMP Meeting Discussion: Mark Coyne-Qwest stated that this attachment contained the Initial Prioritization List for the IMA 22.0 Release. Mark asked if there were any questions on the list. There were none. Mark then mentioned that Packaging would occur in the June timeframe and be communicated in CMP.

October 18, 2006 Systems CMP Meeting Discussion: Susan Lorence-Qwest stated that the LOE for this CR is 240 to 400 hours. This action item is closed.

September 20, 2006 Systems CMP Meeting Discussion: Julie Stearns-Mountain Telecommunication presented the CR and stated that MTI was having problems with the consecutive unit requirement. Julie stated that they get an edit and then has to fax orders to Qwest. Julie stated that MTI does not need a 2nd CFA. Julie then stated that this makes it difficult when they need to expedite. Julie then noted that there are error’s when Qwest types orders. Julie asked if anyone else was having this same problem. Kim Isaacs-Eschelon asked Julie to explain what the consecutive unit requirement is and what field is being used. Julie Stearns-Mountain Telecommunications stated that when they order UBL or EELs, if the next slot number of the CFA is not available, they get an edit that requires the next available slot. Steph Prull-Eschelon stated that she has seen the same error message and that they just then pick a different CFA. Julie Stearns-Mountain Telecommunications stated that they were running out of CFAs and that this is becoming a nuisance. Steph Prull-Eschelon stated that she understood how it could be. Mark Coyne-Qwest asked if there were any additional questions or comments for this Change Request. There were none brought forward. Mark then noted that the Clarification Call had been held and that Qwest would provide the response to the request in the October CMP Meeting.

-- August 28, 2006 Email Received From MTI: Hi Peggy, Here are some recent PONs were the consecutive unit was unavailable and we encountered problems: pon provided-The typed FOC had the incorrect ECCKT information pon provided-The typed FOC had the incorrect ECCKT information pon provided-The typed FOC had the incorrect Due Date information The following 2 orders were to deliver 2 UBLs to the same address. What ending up happening is the PON numbers and the slot numbers were mixed up, so when we thought we had received 2 circuits, we had only received one. pon provided pon provided pon provided There are hundreds of other examples over the past few years, but these are some of the current ones. August 28, 2006 Email Sent to MTI: Hi Julie, Thank you for talking with us today. It would be very helpful if you would provide us with some PONs where this problem/edit caused you to fax orders into Qwest. We would like to look at the PONs in order to determine what exactly occurred and what was encountered. That data will give us a better idea as to what would need to be done for this request. Review Requested (Description of) Change: Peggy Esquibel Reed-Qwest reviewed the CRs description and asked MTI if they had additional information to provide regarding this request. Julie Stearns-MTI stated that there was no additional information to add. Sami Hooper-Qwest asked for which field or requirement this request is for and asked if it was for the slot number of the CFA field. Chuck Anderson-Qwest asked to clarify that MTI wants to send in 1 only. Julie Stearns-MTI stated that when MTI wants to use slot 5, and slot 6 is already in use, they get an edit. Chuck Anderson-Qwest asked to confirm that MTI only wanted to use slot 5. Julie Stearns-MTI said yes. Denise Martinez-Qwest asked if the request was for 4-wire. Julie Stearns-MTI said yes. Bryan Roth-MTI stated that MTI will have a live circuit and will disconnect it and re-use it. Bryan stated that in this case, they have to fax the order because they get an error.

Qwest has reviewed the information submitted as part of Change Request (SCR082306-01). Based upon the scope of this CR, Qwest is able to provide an estimated Level of Effort (LOE) of 240 to 400 hours for this IMA GUI Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

Qwest has reviewed the information submitted as part of Change Request SCR082306-01. Based upon research that has been conducted following the Clarification Meeting (held August 28, 2006) Qwest is still examining the issue. Qwest will continue to research the problem and provide an updated response at the November Systems CMP Meeting.

At the October Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
