Description Of Change
Pg 18 of the EDI Implementation Guidelines states:

"While it is the CLEC's responsibility to perform a thorough review of all Qwest requirements, Qwest BAs will provide support to clarify issues and answer questions regarding the EDI interface business rules, requirements, and the Implementation Process.

1. The CLEC reviews Qwest requirements as documented in the Disclosure Document and other documents listed in the "Qwest Document Overview" section of this document.

2. Questions arising from the CLEC's review of EDI requirements will be captured on a Question Log by the CLEC.

3. The Question Log, with questions populated by the CLEC, will be submitted to Qwest.

4. Qwest will provide answers to outstanding questions and the CLEC will update the log to reflect their understanding of the answers provided.

5. Qwest will review the answers entered by the CLEC in the log after which the CLEC may indicate that a question may be closed if it has been adequately answered."

In reality, CLECs are required to submit questions on the Qwest provided Questions Log, then Qwest will respond either verbally during scheduled calls or via email. CLECs are then suppose to populate the responses provided verbally and/or email in the response column of the Question Log, send to Qwest, whereby Qwest must approve that the responses are accurate.

The process as outlined adds additional steps that are unnecessary and inefficient and WCom recommends the following change:

That questions arising from the CLEC's review of the EDI requirements be captured on a Question Log and submitted to Qwest. That Qwest provided written responses on the Question Log and return to CLECs.

October 17, 2002 Systems CMP Meeting Discussion: Wendy Green/Qwest stated that the change was made and was published on October 3rd. The process has been given to our team. Liz Balvin/WorldCom provided a recap of this request. Michael Buck/Qwest asked if there were any concerns to completing this CR? There were no objections.

September Systems CMP Meeting Discusiion: Liz Balvin/WorldCom presented CR and stated that the Clarification Meeting was held. Wendy Green/Qwest reviewed the Response, included in the CR. Stated that Qwest recommends that the CLEC reviews Qwest requirements as documented in the Disclosure Document and other documents listed in the 'Qwest Document Overview' section of this document; Questions from the CLEC’s review of EDI requirements will be captured on a Question Log by the CLEC; The Question Log, with questions populated by the CLEC, will be submitted to Qwest; Qwest will provide answers to outstanding questions and the CLEC will update the log to reflect their understanding of the answers provided; Qwest will review the answers entered by the CLEC in the log after which the CLEC may indicate that a question may be closed if it has been adequately answered. Liz Balvin/WorldCom stated that the proposal is acceptable to WorldCom. Wendy Green/Qwest stated that a version would be going out on October 3, 2002. Michael Buck/Qwest stated that the status will be changed to Development and on October 3, will change to CLEC Test. Liz Balvin/WorldCom stated that if the volume decreases, does not want the process to revert to the 'old way'. Bonnie Johnson/Eschelon asked if this new process was available to anyone. Wendy Green/Qwest responded yes. WorldCom asked if the majority accepts, is Qwest willing to change the guidelines? Wendy Green/Qwest stated that Qwest certainly could look at that. If turns into the standard process, wants the guideline to reflect the majority of the CLECs. Michael Buck/Qwest stated that CR is currently in Development and on October 3rd, do we change to CLEC Test or Completed? Liz Balvin/WorldCom to leave in CLEC Test so can use the new process for a month or so. Michael Buck/Qwest agreed to leave in CLEC Test and review in October CMP for closure.

-- September 5, 2002 Clarification Meeting Attendees: Liz Balvin/WorldCom, Peggy Esquibel-Reed/Qwest, Wendy Green/Qwest, Beth King/Qwest, Berkley Loggie/Qwest There were no questions on the CR Description of Change. Liz Balvin/WorldCom stated that the process outlined in the EDI Implementation Guideline is inefficient; needs a more efficient process. Wendy Green/Qwest stated that there is value in having the CLECs document their answer's to the questions. Would like to recommend, but not require, that the process be followed; does maintain the value in the CLECs documenting the answer's. This ensures that all the CLECs have the same understanding and reduces the possibility of the CLECs interpreting Qwest provided answer's differntly. Liz Balvin/WorldCom stated that the volume has decreased but still feels like it makes more sense to have Qwest populate the responses to the questions. Wendy Green/Qwest stated that Qwest would like to leave the process in place and work with individual CLECs that find the process to be inefficient to them. Liz Balvin/WorldCom stated that that would be absolutely fine if Qwest won't revert back to the old way. Wendy Green/Qwest stated that that was a fair statement and that the CLECs will then have a choice. Beth King/Qwest agreed with Wendy's statement. Wendy Green/Qwest advised that she will write the Qwest proposal for the guide and send to Peggy for inclusion into the CR. Liz Balvin/WorldCom stated is fine with the proposal and that the CLEC Community will review it at the September CMP Meeting. Wendy Green/Qwest stated that if concurrence is received, Qwest will target for the 11.0 Implementation Guide. There were no other questions or comments.

Qwest has reviewed the information submitted as part of Change Request SCR082802-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held September 5, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1 to 10 hours for this Process & Documentation Change Request.

Qwest proposes the following change to the implementation guide language. Current Language: While it is the CLEC’s responsibility to perform a thorough review of all Qwest requirements, Qwest BAs will provide support to clarify issues and answer questions regarding the EDI interface business rules, requirements, and the Implementation Process. 1. The CLEC reviews Qwest requirements as documented in the Disclosure Document and other documents listed in the 'Qwest Document Overview' section of this document. 2. Questions arising from the CLEC’s review of EDI requirements will be captured on a Question Log by the CLEC. 3. The Question Log, with questions populated by the CLEC, will be submitted to Qwest. 4. Qwest will provide answers to outstanding questions and the CLEC will update the log to reflect their understanding of the answers provided. 5. Proposed Language: While it is the CLEC’s responsibility to perform a thorough review of all Qwest requirements, Qwest BAs will provide support to clarify issues and answer questions regarding the EDI interface business rules, requirements, and the Implementation Process. Qwest recommends the following process to ensure that the CLEC has a thorough understanding of the answer to each question: 1. The CLEC reviews Qwest requirements as documented in the Disclosure Document and other documents listed in the 'Qwest Document Overview' section of this document. 2. Questions arising from the CLEC’s review of EDI requirements will be captured on a Question Log by the CLEC. 3. The Question Log, with questions populated by the CLEC, will be submitted to Qwest. 4. Qwest will provide answers to outstanding questions and the CLEC will update the log to reflect their understanding of the answers provided. 5. Qwest will review the answers entered by the CLEC in the log after which the CLEC may indicate that a question may be closed if it has been adequately answered.

If this process becomes cumbersome to a CLEC, the process can be negotiated to allow the CLEC and Qwest to work together most efficiently while maintaining a CLEC’s ability to thoroughly understand the answers to the questions.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request, the proposal, and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus to this proposal from CMP participants, Qwest will include the change in the 11.0 EDI Implementation Guide currently scheduled to be published on October 3, 2002.

Qwest has reviewed the information submitted as part of Change Request SCR082802-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held September 5, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1 to 10 hours for this Process & Documentation Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to target implementation of this Change Request (SCR082802-01) with the 11.0 Implementation Guide.
