Description Of Change
WAC 480-80-206(3)(a) and (b) requires that "(3) Each telecommunications company offering service under a price list must include in each customer bill or notice: (a) The Internet address (uniform resource locator) of the website containing its price list; and (b) The toll-free telephone number to use in requesting price list copies and a statement that there is no charge for the price list copy."

Washington Utilities and Transportation Commission Docket Number UT020631 (7) states that "Effective August 28, 2002, through December 31, 2002, Qwest Corporation is granted a waiver of the requirement in WAC 480-80-206(3)(a) and (b) to include the Internet address of price lists and a statement of price list availability on each bill. To the extent other telecommunications companies use Qwest’s billing and collection services, the waiver applies to those companies."

To meet this requirement, Qwest will provide the presentation of third party toll-free Telephone Numbers (one for general inquiries and another for rate information) and the presentation of the third-party biller's website will be available on paper and BillMate. As a result, BillMate will contain a new field that will only be populated with third party biller's information.

- October 17, 2002 Systems CMP Meeting Discussion: Michael Buck/Qwest reviewed the exception to walk on the regulatory CR for billing last month. Status update - we did schedule a meeting pending any possible concerns, no objections received. Updated status, it is regulatory, comments cycle ends on October 19, planned implementation date of December 13th. Carla Pardee/AT&T asked if CABS would be added along with BillMate and Paper Bill. Michael Buck/Qwest stated that CABS would be added.

At this meeting, participants will vote to accept or decline to treat this request as an Exception in accordance with Section 17.0 of the Qwest Wholesale Change Management Process Document, http://www.qwest.com/wholesale/cmp/whatiscmp.html.

Exception Request Details: Requestor: Qwest Description of request with good cause for seeking an exception: The purpose of this Exception Request is to secure agreement with the CMP Community that this proposed Regulatory Change Request can be brought forward at the September Systems CMP meeting.

Qwest believes that the need to issue draft interface technical specifications by September 30 in order to meet the mandated date for implementation constitutes good cause for treating this request as an exception.

Qwest has negotiated a December 12, 2002 implementation date to meet the December 31, 2002 date provided by WAC 480-80-206. In order to comply with the Change Management Process for Changes to an Existing Application to Application OSS Interface, Qwest will need to issue draft interface technical specifications by September 30 in order to meet a December 12, 2002 Release Production date. In order to release the specifications on September 30, 2002, Qwest must bring the CMP CR forward for discussion at the September 19, 2002 Monthly Systems CMP meeting.

Desired outcome: The desired outcome of this Exception Request is to agree to treat this change as a Regulatory CR prior to the October Systems CMP Meeting. To do so requires the CMP Community to agree to an exception to the following provisions of the CMP:

5.1.1. "Not later than 8 business days prior to the CMP Systems Monthly meeting any party objecting to the classification of such CR as Regulatory or Industry Guideline must submit a statement documenting reasons why the objecting party does not agree that the CR should be classified as Regulatory or Industry Guideline change." 5.1.1. "Regulatory and Industry Guideline CRs may not be presented as walk-on items." 5.1.1. "If Qwest or any CLEC has objected to the classification of a CR as Regulatory or Industry Guideline, that CR will be discussed at the next Monthly CMP Management Systems Meeting. At that meeting, Qwest and the CLECs will conduct a vote under Section 17.0 to determine whether there is unanimous agreement." If there is unanimous agreement on this Exception Request, Qwest proposes the following alternative process for this Change Request:

Any party objecting to the classification of this CR as a Regulatory request submit a statement documenting reasons why it should not be classified as such by September 23, 2002. In anticipation of possibly receiving objections to treating this CR as a Regulatory request, Qwest will schedule an Emergency Exception Systems CMP Meeting on September 24, 2002. At the September 24, 2002 meeting, Qwest will follow the process in section 5.1.1, albeit at an Emergency Exception meeting rather than the Monthly CMP Meeting. Thus, "if Qwest or any CLEC has objected to the classification of a CR as Regulatory or Industry Guideline, that CR will be discussed at the [September 24, 2002 meeting]. At that meeting, Qwest and the CLECs will conduct a vote under Section 17.0 to determine whether there is unanimous agreement."

If Qwest receives no objections documenting why this CR should not be treated as a Regulatory CR, Qwest will cancel the September 24, 2002 meeting by e-mail.

Qwest has reviewed the information submitted as part of Change Request SCR091002-01EXRG. This request was submitted as a Regulatory CR under the Change Management Process (CMP).

On September 10, 2002 Qwest sent a notice to the CMP Community requesting that this CR be treated as an Exception request. In the event that the CMP Community agrees to treat this CR as a Regulatory Exception CR, Qwest provides the following data in accordance with the “Implementation of Regulatory CRs” section (5.1.2) of the Wholesale Change Management Process Document.

Based upon the scope of this Change Request as currently understood this Change Request is technically feasible. Qwest is able to provide an estimated Level of Effort (LOE) of 2000 to 3000 hours for this Wholesale Billing Change Request. The Mechanization is targeted for December 13, 2002.

At the next Monthly Systems CMP Meeting, the disposition of this CR as an Exceptioni Regulatory Change Request will be addressed.
