1. Therefore, Qwest should remove the conditional rule requiring either a Zip Code or CALA for an Address Validatin by WTN. ZIP CODE should be changed from Condtional to Optional.

2. When an Address Validation by WTN is submitted, Qwest should only return the current service address details, i.e., an exact match only. An exact match condition would be returned if the WTN value is valid based on any class of service or product restrictions. If Qwest has an in-progress service order against the WTN, based upon the D/TSENT value in the inquiry transaction, Qwest would only return 1 matching condition. For example, if there is an in-progress move order and the D/TSENT value is less than the due date of the service order, the from address would be returned, if the D/TSENT value is greater than the due date then the to address would be returned.

Expected Deliverables:

By removing the Zip Code field as a conditional input requirements for an Address Validation request by WTN, Qwest would be providing results consistent with tests conducted by WorldCom. Secondly, by modifying the Address Validation by WTN requirements, Qwest would be providing an exact match condition in the response transaction.

October 16, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR would remain in CLEC Test for Covads migration to 13.0.

September 18, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR was waiting for McLeod to test and asked Stephanie (Prull) if she was comfortable. Stephanie Prull/McLeod stated that she would like to leave open for one more month. Stephanie noted that McLeod goes into production this weekend. Stephanie Prull/McLeod stated that she is comfortable with the certification but would like to wait for production. There were no additional comments or questions. This CR remains in CLEC Test.

August 21, 2003 Systems CMP Meeting Discussion: Liz Balvin/MCI stated that MCI is migrating to 14.0 and stated that there are some instances where Qwest couldn’t provide the actual working telephone number. Liz asked if any other CLEC was seeing that. Stephanie Prull/McLeodUSA stated that she would look at that when McLeod tests as they move to 13.0. There were no additional questions or comments. This CR will remain in CLEC Test.

July 17, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR would deploy in Release 13.0, on August 4, 2003.

4/17/03 CMP Systems Meeting Liz Balvin/MCI stated that regarding SCR121702-02 WTNSTAT field via SAV when multiple match condition exists, she may withdraw this CR if Qwest can relate to us what will be in the documentation forthcoming. Wendy Green/Qwest stated that she would send information to Liz. Donna Osborne-Miller/AT&T asked that Kit (Thomte) communicate if this CR is withdrawn. Wendy Green/Qwest stated that SCR091302-01 (Pre Order Address Validation by Working Telephone Number) should cover SCR121702-02.

March 20, 2003 Systems CMP Meeting Discussion on IMA 13.0 Packaging: Connie Winston/Qwest stated that we don’t have packaging options and went right down the list. We did deploy #3 (SCR062802-09) based on the Exception Request and we used approximately 42,000 hours. I know that everyone is very familiar with these CRs. Liz Balvin/WorldCom asked if Qwest found any synergies with other CRs. Connie Winston/Qwest said that if we find synergies we tell you upfront. We did not find any during this time. Beth Foster/Qwest noted that the SATE packaging is also listed on the CMP web site under the walk on section.

December 19, 2002 Systems CMP Meeting Discussion: Kit Thomte/Qwest reviewed the prioritization process as defined in the CMP document. She noted that December 30th, 2002 is the due date for submitted votes. Judy Schultz/Qwest noted that the due date would be included in the instructions in the notification that goes out with the ballot. Kit Thomte/Qwest reviewed the sample prioritization form. Liz Balvin/WorldCom stated that there are two stages to this one, on the second one, when you utilize the WTN you may get back multiple address. We are looking for an exact match only response. Terry Bahner/AT&T said that you want no rejects that don’t populate the call or the zip. Liz Balvin/WorldCom said yes and this would be a nice to have. We know it’s not edited at this point. She also thought that AT&T CR (#3 on 12.0 list) that eliminates the need to pull address validation will help with this. Wendy Green/Qwest said that the removing of the requirement for CALA is for queries by WTN.

November 21, 2002 Systems CMP Meeting Discussion: Peggy Esquibel-Reed/Qwest stated that the level of effort for this Change Request is estimated at 950 to 1575 hours. The CR Status will change from 'Evaluation' to 'Pending Prioritization' after the November Systems CMP Meeting. The action item was closed.

October 17, 2002 Systems CMP Meeting Discussion: Liz Balvin/WorldCom presented the CR. Michael Buck/Qwest noted that Qwest is still looking at options and that this CR will be updated to Evaluation, with more to come. Liz Balvin/WorldCom stated that additional testing show problems with address validation and is running the problems through their account team.

Meeting Minutes for the Clarification call for SCR091302-01 held on 10/3/02 Meeting started at 12:30 Mountain Attendees were: Liz Balvin and David Burley from WorldCom, Mark Routh, John Gallegos, Berkley Loggie, Monica Manning, Shonna Pasionek, and Qiana Davis from Qwest. All of the correct individuals were on the call. Mark Routh/Qwest- started the meeting and asked everybody to introduce themselves. He introduced the Change Request and read the title. Dave Burley/WorldCom- indicted that WorldCom was looking at the Address Validation by the WTN and if they entered a bogus Zip Code in the required field, they stand the same likelihood that they will still get the result from the query. He wanted to know why it was required if it isn’t really used. Monica Manning/Qwest-confirmed that he was correct, based on some tests that she had run using a fictitious Zip Code. Dave Burley/WorldCom- indicated that when he tested this in multi states, he got the same result. John Gallegos/Qwest- asked if this was happening with only the Zip Code or with the CALA too. Dave Burley/WorldCom- indicated that it was not for the CALA. He explained that he wanted to use only the bare bones input data and didn’t want to have to input optional data. John Gallegos/Qwest-indicated that he would take this as an action item, and indicated that he could have the information at the October Systems CMP meeting on the 17th. Dave Burley/WorldCom- went on to discuss the second part of the request as wanting the exact match for a WTN for an Address Validation query. Monica Manning/Qwest- asked if he was interested in the Pending TN when submitting a WTN via the Address Validation query. Liz Balvin/WorldCom- asked if Qwest provide multiple WTNs Monica Manning/Qwest-indicated that she was unable to find a scenario for this type of query and asked WorldCom if they had a number that she could use to check this function. Liz Balvin/WorldCom- indicated that she did not have a number for Monica to use. Dave Burley/WorldCom- indicated that he wanted the query to only return the current WTN based on the Address Validation query. Monica Manning/Qwest-explained how the screens worked Liz Balvin/WorldCom- indicated that they were trying to do this in the EDI not the GUI Dave Burley/WorldCom- indicated that they were looking for this functionality in the SATE as well, and he would add it to the list of requested functions for the SATE team. The meeting was ended at 12:57 Mountain John Gallegos and Monica Manning/Qwest- will investigate this issue and will provide an update at the October Systems CMP meeting.

Based upon additional research, Qwest is able to provide an estimated Level of Effort (LOE) of 950 to 1575 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 13.0 prioritization vote.

RE: SCR091302-01 (Pre Order Address Validation by Working Telephone Number)

Qwest has reviewed the information submitted as part of Change Request SCR091302-01. Based upon research that has been conducted following the Clarification Meeting (held October 3, 2002) Qwest is still examining the issue. Qwest will continue to research the problem and provide an updated response at the October Systems CMP Meeting.

At the October Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
