Description Of Change
Currently the loss reports includes any TN that had outward activity and was not migrating from one product to another at the request of the CLEC. Eschelon requests that the criteria for the loss report be changed to exclude any activity requested by the CLEC itself. The loss report is used to identify those customers that have left our service and did not contact Eschelon to disconnect all or some of their services. As a result, Eschelon continues to bill the customer for service it is not providing. The end user is upset and the losing CLEC has little chance of collecting legitimate charges due from the customer. In addition, Eschelon currently has to analyze the loss report to determine which TN’s are actually a loss to Eschelon without our knowledge. This causes Eschelon additional resources and generates a significant number of calls to the Qwest CSIE for clarification.

July 17, 2003 Systems CMP Meeting Discussion: Bonnie Johnson/Eschelon stated that this Change Request is ready to be closed. This CR is in Completed Status.

June 19, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that the infrastructure is changing around editing. Connie stated that this is at the order level and will be class of service to features. Connie stated that this is to ensure is done accurately for residence or business match. Connie Winston/Qwest stated that this CR will deploy at the end of the month and noted that the notice was sent. There were no questions or additional comments.

May 22, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that the targeted implementation for this CR is June 30, 2003.

December 19, 2002 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that since we are moving into definition and development on this, we wanted to make sure that everyone understood what the report would reflect. The way this CR is written, we will no longer show the Internal Loss and all that will be shown is the External. She wanted to know if that met everyone’s expectation. Bonnie Johnson/Eschelon said that is exactly what we asked for. Connie Winston/Qwest asked if all other CLECs agreed. Everyone agreed. John Berard/Covad asked what is the definition of internal vs. external loss. Connie Winston/Qwest said that the definition of internal is when you have a CLEC moving from one product to another product, so it appears that there is a loss to the one product. External is when CLEC A writes a conversion against CLEC Bs account, we need to let CLEC B know that they have lost the account. Jonathan Spangler/AT&T asked if the new external only loss report will still show a disconnect. Connie Winston/Qwest stated that you are issuing a D and N order. Jonathan Spangler/AT&T said that they aren’t but Qwest is internally issuing a D and N order. Connie Winston/Qwest said that she would have to validate that and make sure it’s in there. We do relate those orders and so the external loss will be on the report. Liz Balvin/WorldCom said that it would be populated if you are losing that end user. Connie Winston/Qwest said yes. John Berard/Covad asked if you are losing a customer on your voice side, and we have DSL on that order, we would get a loss on that. He also stated that they will not hear from them but we will see it on this report. Connie Winston/Qwest said yes. Kit Thomte/Qwest noted that this action item could be closed.

November 21, 2002 Systems CMP Meeting Discussion Connie Winston/Qwest stated that this CR was Presented in the October CMP Meeting. The Level og Effort is estimated at 300 - 600 hours and is pending scheduling. CR status remains at 'Presented'

October 17, 2002 Systems CMP Meeting Discussion: This CR was requested to be a walk on at the October meeting. Bonnie Johnson/Eschelon presented the CR and stated that she and Connie (Winston) talked about this last month and that the CR was submitted under duress. Bonnie stated that requested to walk this CR on because someone alluded that there was an existing UR to do this. Connie Winston/Qwest stated that Qwest had already started on some business definition and has done some research, knowing this was coming. Connie stated that the person who mentioned the UR viewed the Clarification call as a status call. Connie apologized for the confusion. Connie Winston/Qwest stated that there is no implementation date yet. Bonnie Johnson/Eschelon stated that the SDC’s seem to have a misunderstanding on external vs. internal loss. Connie Winston/Qwest stated that is true and that new M&Ps have gone out to restate and clarify. Jonathan Spangler/AT&T stated that he was not aware that there was an SDC manual process. Connie Winston/Qwest stated that the SDCs believed that they were using the correct codes. That has been corrected. Connie Winston/Qwest stated that a system change is also being made. Bonnie Johnson/Eschelon stated that the system change will help flowthrough but where the order is manually typed, it will not. Liz Balvin/WorldCom asked if this was the same issue where we were going to have a meeting to define internal vs. external losses Connie Winston/Qwest stated that the meeting was held prior to the August or September CMP Meeting. Liz Balvin/WorldCom asked if there was somewhere that she could go to identify internal vs. external losses. Connie Winston/Qwest stated that Bonnie’s CR explains what we will be doing. If generated by a CLEC and it’s their own account, it’s considered internal. If it’s done by someone other than the CLEC and they would want to know about it then it’s considered external. Bonnie Johnson/Eschelon asked that since we’ve got the human intervention side, on the manually typed orders, do you want those examples? Connie Winston/Qwest stated that yes, we are trying to find a way internally to help the typists, they a have a lot to get on the order. We would like examples. Liz Balvin/WorldCom asked if the new M&Ps were out. Connie Winston/Qwest stated that yes but we are clarifying them. Liz Balvin/WorldCom asked if the M&Ps would be in InfoBuddy. Connie Winston/Qwest stated that the initial ones went out and another one is being sent to make clearer. Will be out with the system change or maybe a little sooner.

DISCUSSION: Bonnie Johnson/Eschelon stated that she submitted this CR under duress, feels like Qwest forced her to submit it and feels like this request was already made in a previous CMP CR, 5522887, submitted on April 27, 2001 with a description of "CLECs need clear loss information, particularly with respect to resale customers. If loss information is not communicated effectively, two providers may bill one customer at the same time. To prevent such problems and ensure accuracy, Qwest should provide loss and completion information in a more organized, clear manner. Currently, Qwest includes all activity on a CLEC account that has outward action of a line or loop on a service order. For example, a migration from resale to loops appears as a loss, even though the customer has not changed providers. A loss should be limited to lines leaving the CLEC to go to another provider. The loss report should only reflect information of those customers that have changed to a different local service provider. The completion report should include order activity initiated by the CLEC, regardless of the activity type requested". Peggy Esquibel-Reed/Qwest stated that the submission under duress would be noted. Peggy stated that would like to proceed with this CR Clarification to ensure complete understanding of the request. Bonnie Johnson/Eschelon stated that Qwest has previously defined that an internal loss is due to migrations and the CLEC losing revenue. Bonnie Johnson/Eschelon stated that an Internal Loss should only include any service order activity that a CLEC generates. An External Loss are those lines that are lost that are not as a result of an LSR being submitted itself. Bonnie Johnson/Eschelon stated that her real wish is that if a CLEC initiates an LSR, the order would not be on the Loss Report at all. The order should be on the Completions Report only. Donna Svendgaard/Qwest asked to confirm that on the Loss Report, Eschelon only wants to see a line loss if not CLEC initiated. Bonnie Johnson/Eschelon state that she wants a redefinition of internal & external. Bonnie Johnson/Eschelon stated that the criteria to determine internal or external is driven off the service order disconnect code, and defined so only the the internal loss is due to a migration. Bonnie wants anything that is generated from an LSR, even a disconnect, as an internal loss. Bonnie does not want external to be only for a loss of revenue to a CLEC. A CLEC has to disconnect accounts for a customer and for resale UNE-P, you only know by the loss report if you have lost a customer. Donna Svendgaard/Qwest stated that this is confusing, and the reason that it confuses is is currently, there are 2 things that drive an internal loss. The first thing is a product migration and the second thing is CLEC authorized, and an LSR is submitted. Bonnie Johnson/Eschelon stated that that is not how Qwest has defined internal losses in the past. Donna Svendgaard/Qwest state that for CLEC authorized, currently the product migration DCR is used in the interim. CLEC authorized is currently pending implementation and is UR3595. It has not yet completed. Bonnie Johnson/Eschelon stated that it sounds like the wheels are already turning and this CR may not even be needed. Peggy Esquibel-Reed/Qwest stated that Qwest will certainly look into this request and stated that this CR is due for discussion at the November Systems CMP Meeting. Bonnie Johnson/Eschelon stated that due to the confusion and submission under duress, she would like to discuss this CR at the October CMP Meeting. Peggy Esquibel-Reed/Qwest advised that this CR will be include in the walk-on section of the October distribution package, for discussion at the October Systems CMP Meeting. RE: SCR093002-01 Change loss report to include only external losses. Omit any requests the CLEC initiated

Qwest has reviewed the information submitted as part of Change Request SCR093002-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held October 9, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 300 to 600 hours for this Loss and Completion Report Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR093002-01.
