Description Of Change
Currently when you validate an address in IMA, the tab that identifies 'switch type' reads 'multiple' only when there are multiple switches in a CO and the switch types are different from each other. Eschelon requests IMA is updated to identify the actual switch types when a CO has multiple switches. When a customer is adding lines to an existing account, the TN’s selected need to work in the same switch to provide some feature functionality. Currently if there are multiple switches in a CO and the switches types are the same, the CLEC can not identify the need to select certain NPA/NXX in TN selection. This can cause a negative outcome for the customer up to and including OOS or delayed install.

Expected Deliverable:

Update IMA address validation 'switch types' tab to identify all switches in a multiple switch CO.

August 21, 2003 Systems CMP Meeting Discussion: Kim Isaacs/Eschelon stated that this didn’t meet Eschelon’s expectations and noted that they need to know which switch the address is located in. Bonnie Johnson/Eschelon stated that Eschelon knew that from the beginning and that it would require a new CR. Bonnie Johnson/Eschelon stated that she is working with her Service Manager on getting a question answered. Bonnie Johnson/Eschelon stated that Qwest has stated that multiple switch C.O.’s can work either within that C.O. and some geographic area, or one switch or the other will only serve a geographic area within that central office. Bonnie stated that she wants to submit a CR but she doesn’t know what to ask for. She asked Qwest to help her define what to ask for in the CR. Liz Balvin/MCI asked if this was the mechanized means of knowing when a telephone number needs to change. Bonnie Johnson/Eschelon stated that is what she needs to submit a new CR for. Bonnie stated that she did not know if this would be a Product/Process change or a Systems change. Bonnie stated that Jean Novak (Qwest) has Eschelon’s recent questions, so she doesn’t want Qwest to re-invent the wheel.

July 17, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR would deploy in Release 13.0, on August 4, 2003.

March 20, 2003 Systems CMP Meeting Discussion on IMA 13.0 Packaging: Connie Winston/Qwest stated that we don’t have packaging options and went right down the list. We did deploy #3 (SCR062802-09) based on the Exception Request and we used approximately 42,000 hours. I know that everyone is very familiar with these CRs. Liz Balvin/WorldCom asked if Qwest found any synergies with other CRs. Connie Winston/Qwest said that if we find synergies we tell you upfront. We did not find any during this time. Beth Foster/Qwest noted that the SATE packaging is also listed on the CMP web site under the walk on section.

December 19, 2002 Systems cMP Meeting Discussion: Kit Thomte/Qwest reviewed the prioritization process as defined in the CMP document. She noted that December 30th, 2002 is the due date for submitted votes. Judy Schultz/Qwest noted that the due date would be included in the instructions in the notification that goes out with the ballot. Kit Thomte/Qwest reviewed the sample prioritization form. Liz Balvin/WorldCom asked if this is available by any other means. Bonnie Johnson/Eschelon said that it is if you go to the LERG and go to that level of detail. It’s problematic when you are adding a line for an existing customer. If there is nothing to flag you that you might have a multiple switch situation, you will have to go to a higher level of detail to figure that out. Wendy Green/Qwest asked if they have looked at the service availability query for this information. Bonnie Johnson/Eschelon said that she is not familiar with that. Wendy Green/Qwest said that it allows you to query at an LSO level to determine the switch type and the NPA/NXXes associated with each switch in a CO.. Bonnie Johnson/Eschelon asked if this is in pre-order. Wendy Green/Qwest stated yes. Bonnie Johnson/Eschelon said it might be one of those central offices and you might pick it out of the same switch. I will research, thanks.

November 21, 2002 Systems CMP Meeting Discussion Bonnie Johnson/Eschelon reviewed the CR description. Jonathan Spangler/AT&T asked if this effort would also include providing of the CLLI? Bonnie Johnson/Eschelon stated that CLLIs are currently provided. John Gallegos/Qwest stated that CLLIs are not provided on multiples. Connie Winston/Qwest asked if the request is for CLLIs on multiples in lieu of 'multi'. Bonnie Johnson/Eschelon stated right. Jonathan Spangler/AT&T stated that with the identification of the CLLI, would you be able to identify if the TN needed to change if the customer was moving? Bonnie Johnson/Eschelon stated that she asked that question and the response was 'sometimes'. Leilani Hines/WorldCom asked if some of the information was on the ICON DB. Bonnie Johnson/Eschelon stated that it could be but Eschelon doesn't want to go to multiple locations for the data. Just wants the information identified. Jonathan Spangler/AT&T stated that if could identifiy if the TN would change could also help. Connie Winston/Qwest stated that there are unique ares where Qwest has switch boundaries. Bonnie Johnson/Eschelon stated that Qwest employees can put a TN & address in a system that identifies if a TN can be ported. Bonnie asked if the CLECs can have access to that system. Connie Winston/Qwest stated that she was not familiar with which system that is. Bonnie Johnson/Eschelon stated that it was the system with red, yellow, & green and has to do with porting. Connie Winston/Qwest asked if it was used to determine if can port that TN. Bonnie Johnson/Eschelon stated that yes and that a yes is green, no is red, and needs more research is yellow. Bonnie Johnson/Eschelon stated that she does not want to change this CR. She will issue a new CR for access to that system. John Gallegos/Qwest stated that to provide CLLI would also increase the scope of this CR. Jonathan Spangler/AT&T state to leave the CLLI part off this CR. There will be no changes to this CR. This CR is now in 'Presented' status with a level of effort of 1625 - 2700 hours.

CLARIFICATION MEETING October 8, 2002 ATTENDEES: Bonnie Johnson/Eschelon, Kim Isaacs/Eschelon, Qiana Davis/Qwest, Conrad Evans/Qwest, John Gallegos/Qwest, Berkley Loggie/Qwest, Monica Manning/Qwest, Shonna Pasionek/Qwest, Peggy EsquibelReed/Qwest CR DESCRIPTION REVIEW: Currently when you validate an address in IMA, the tab that identifies switch type only reads "multiple" when the two or more switch types are different from each other. Eschelon requests IMA is updated to read multiple when there are multiple switches in that CO even if the switches types are the same such as two 5E’s or two DMS 100’s. In addition, Eschelon requests that IMA be updated to allow a CLEC to select TN’s from one switch or another when there are multiple switches in a wire center. If a CLECs customer is adding lines to existing service and wants the new lines in a hunt group, per Qwest, the TN’s need to be working in the same switch. Currently if you need TN’s that are different from what is assigned to a CLEC in IMA, the CLEC needs to open an escalation ticket with the CSIE requesting TN’s for the appropriate switch. This is burdensome for both The CLEC and Qwest. If the TN’s on the LSR are in a different switch, it can cause a negative outcome for the customer up to and including OOS or delayed install. Monica asked if Eschelon has tried to request an NPA/NXX from another switch. Bonnie Johnson/Eschelon stated that she had a real-life example and it was a 4-day ordeal when converting and adding lines at the same time, the TNs were out of the wrong switch. It would work if knows multiple switch. Does look in the LERG to identify multiple switches. When adding lines to an account, has to request the NPA/NXX that the customer already has. Sometimes the tool won't get that NPA/NXX if it is not specified because of no available TNs. Bonnie state that that could have been relaxed due to different situations. Is only a concern when dealing with multiple switches. She has been told for multiple switches a switch within a CO also serves a geographic area; is that correct? Monica Manning/Qwest stated that there is a default switch assigned to a given address. If all switches do not have same capacity, may have to go to another switch to provide a special feature. Monica gave an example: if all switches are 5E's, would default to the same switch every time. Capacity is also a driver. Bonnie Johnson/Eschelon asked that when go to the NPA/NXX function and doesn't have one, do you go to the LERG to find one? Monica Manning/Qwest asked if you want a switch other than the default? Bonnie Johnson/Eschelon stated that you can't assume that it will default to the switch that the customer is served out of; doesn't want to assume that. Monica Manning/Qwest stated that there could have been circumstances that caused assignment from another switch. Bonnie Johnson/Eschelon state that she does not want Eschelon's documentation to assume that. Bonnie asked that if the function to ask for a certain NPA/NXX is the abiltiy to pull from one switch or another? John Gallegos/Qwest stated yes. Monica Manning/Qwest stated that we could use that as part of the selection criteria. Bonnie Johnson/Eschelon stated that she will revise the CR to leave the portion to ask for in multiple switches, so can identify multiple switches and switch types. Monica Manning/Qwest stated that the developer worksheets list switch types or 'multi'. Bonnie Johnson/Eschelon state that a list of switches would be better, would know multiple switches and what type. Will send revised CR.

RE: SCR093002-03 Update IMA to reflect all switches in a multiple switch Central Office when doing an address validation.

Qwest has reviewed the information submitted as part of Change Request (SCR093002-03). Based upon the scope of this CR as agreed to in the Clarification Meeting (held October 8, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 1625 to 2700 hours for this IMA Change Request and 150 to 200 hours for SATE.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 13.0 prioritization vote.
