Description Of Change
Currently, CLECs are required to submit an LSR for each PIC change. If a Wholesale customer has 1200 PIC changes, they must submit 1200 LSRs. Qwest retail allows PIC changes to be submitted in batches with a next day due date via RSS. Qwest retail could submit 1200 PIC changes in a single batch file. The national OBF forum has approved this format. Qwest is currently not providing Wholesale customers the opportunity to process PIC changes in the same manner as Retail customers. Microtech-Tel is requesting that internal systems and processes are changed to accommodate the Wholesale customer and ensure equal treatment with retail customer.

8/21/03 CMP Systems Meeting

Lynn Notarianni/Qwest noted that this CR is expanding the record layout for CARE files to 1500 bytes and is not adding new fields. She noted that the LOE is 250 to 500 hours and is currently being scheduled.

7/17/03 CMP systems meeting

Bonnie Johnson/Eschelon stated that they are clear with the answers Qwest provided to their questions. Bonnie said that they would like to leave this CR in ‘Pending Withdrawal’ and will go back and decide if this is economically feasible for them. Lynn Notarianni/Qwest stated that this CR would remain in ‘Pending Withdrawal’.

6/19/03 CMP Systems Meeting Lynn Notarianni/Qwest asked if Eschelon has a question as to why Microtech-Tel didn’t want to do this. Bonnie Johnson/Eschelon stated that she has had some internal conversations and stated that she has asked Qwest for requirements; such as what does the file need to look like. Bonnie stated that once she has the document, she will look at it with her IT department and will let Qwest know if she needs another call or if Eschelon is okay with the withdrawal. There were no additional questions or comments. This CR remains in Pending Withdrawal.

5/22/03 CMP Systems Meeting Lynn Stecklein/Qwest stated that Qwest had additional clarification calls with Microtech-Tel to walk through the process. They chose to withdraw this CR because they felt it would be too cumbersome and chose to put the information on the LSR at the time of the sale and on a case by case basis.

Bonnie Johnson/Eschelon asked for further information on why the process to implement would be so cumbersome and would other CLECs be able to sponsor this CR.

Connie Winston/Qwest said that yes anyone can sponsor this CR and when we take a break we will contact the subject matter expert and ask him or her to provide the detail.

Harriet Berry/Qwest provided further information on why Microtech-Tel felt the solution to this change request was very large. She walked through the process and stated that for every PIC change there would be a WTN with a 960-byte record for each TN. There would be double the work if the PIC and LPIC were different. Harriet stated the Microtech-Tel felt that it would be easier for them to enter the information on the LSR and agreed to withdraw the CR.

Bonnie Johnson/Eschelon said thank you for the clarification. She would like to take this information back internally at Eschelon.

Hi Freddi,

I wanted to follow up with regarding our conversation on SCR101102-01 (Wholesale PIC Changes via RSS). When you and I talked, you indicated that you determined you would rather put the information on the LSR at the time of the sale because you found that it would require a large amount of work for your team if we went forward with this CR. This decision was based on the information that Harriet Berry provided to you. The next step in the CMP process based on your decision would be to place the CR in a pending withdrawal status and bring it forward in the May CMP Systems meeting for withdrawal. Can you let me know if you have any questions or concerns regarding withdrawing the CR. Thanks.

Connie Winston-Qwest stated that it had to do with the feed for PIC changes.

Review Requested (Description of) Change Lynn Stecklein/Qwest reviewed change request. Currently, CLECs are required to submit an LSR for each PIC change. Microtech-Tel would like Qwest to provide Wholesale customers the opportunity to process PIC changes in the same manner as Retail customers. They are requesting that internal systems and processes are changed to accommodate the Wholesale Customer and ensure equal treatment with the Retail Customer.

Kathy Bruggeman/Qwest said that Retail Customers do not submit LSR's for PIC changes. Interexchange Carriers (IXCs) submit PIC changes on behalf of the Retail Customer. IXCs submit PIC changes via a batch file.

Doug Warren/Qwest asked if Microtech-Tel wanted to do Business as a CLEC and IXC?

Freddie Pennington/Microtech-Tel said that they want operate as a CLEC and IXC. They(CLEC) want to be able to submit PIC changes on a batch file just like the IXCs.

Jo Lloyd/Qwest asked if this change was being requested for PIC and LPIC and Freddie responded that this was for both.

Confirm Right Personnel Involved All appropriate SMEs were involved.

RE: SCR101102-01 Wholesale PIC changes via Regional Subscription Service (RSS)

Qwest has reviewed the information submitted as part of Change Request SCR101102-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held October 22, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 650 to 750 hours for this Wholesale Billing Interface Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR101102-01.
