Description Of Change
Eschelon is requesting the extension of the IMA EDI 17.0. Eschelon is requesting that 17.0 sunset no earlier than June 10th, 2006. Due to the change in IMA planning that Qwest has initiated the sunset of 17.0 will occur on the same weekend that the 19.0 upgrade is to take place. This puts a significant burden on not only those CLECs who are currently on 17.0 and are planning on moving to 19.0, but Qwest resources as well for that weekend.

Eschelon expects the sunset date for IMA EDI 17.0 will occur no earlier then June 10th, 2006 to allow both Qwest and CLECs adequate time to migrate to the new release.

11/16/05 Systems CMP Meeting

Steph Prull/Eschelon stated that Eschelon is requesting the extension of the IMA EDI 17.0 and that 17.0 sunset no earlier than June 10th, 2006. Steph said that due to the change in IMA planning that Qwest has initiated the sunset of 17.0 will occur on the same weekend that the 19.0 upgrade is to take place. She said that this puts a significant burden on not only those CLECs who are currently on 17.0 and are planning on moving to 19.0, but Qwest resources as well for that weekend. Jill Martain/Qwest stated that Eschelon submitted a question regarding why a CR needs to be submitted each time to extend a sunset date. She said that the language in the CMP Document states that a CR is required and that we are not ready to permanently change the document. Steph Prull/Eschelon said that the question she had was regarding the scheduling of the releases makes it confusing to the CLECs as when to move to the next release. She was concerned and questioned if Qwest has the resources to do flash cuts. Jill Martain/Qwest said that the document does talk about 2 versus 3 releases and each time we have different CLECs moving to different releases. Jill said that she hasn’t looked at the resource issue and that we will have an internal discussion. Steph Prull/Eschelon stated that in the past Qwest’s position that the sunset date wasn’t longer than 30 days and it’s more feasible to request 60 days with 2 releases. She said that she needs the timeframe to determine if Eschelon will move to 19.0 or 20.0. Cim Chambers/Qwest stated that the last two releases were extended 60 days. Lynn Stecklein/Qwest stated that the vote for this change request would be conducted in this meeting. She said that this exception CR is requesting that IMA EDI 17.0 sunset no earlier than June 10th, 2006. Lynn said that a vote of ‘Yes’ will indicate a preference that the IMA EDI 17.0 sunset date will not be scheduled earlier than June 10th, 2006. She said that a vote of ‘No’ will indicate a preference that Qwest not extend the sunset date of IMA EDI 17.0 from April 10th, 2006. Lynn said that quorum for this vote to be conducted is 9 and has been achieved. Lynn said that 3 yes votes were received from Qwest, Sprint and McLeod and Rocky Net. abstained. The results of the vote were as follows: Qwest – Yes Sprint – Yes McLeod – Yes RockyNet – Abstain Eschelon – Yes MCI – Yes Integra – Yes XO Communications – Yes Time Warner – Yes Covad – Yes Lynn Stecklein/Qwest stated that this request was granted with 9 ‘Yes’ votes, 0 ‘No’ votes and 1 Abstain vote.

Announcement Date: October 28, 2005 Effective Date: Immediately Notification Number CMPR.10.28.05.F.03429ExceptionRequest Notification Category: Change Management Notification Target Audience: CLECs, Resellers Subject: CMP Exception Request VOTE REQUIRED Associated CR # or System Name and Number: SCR102505-01EX - Eschelon - Exception request to extend the 17.0 IMA EDI Sunset Date Pursuant to Section 16.2 of the Qwest Wholesale Change Management Process Document, http://www.qwest.com/wholesale/cmp/whatiscmp.html, the purpose of this notification is to alert the CMP community of an Exception Request. The vote will be conducted at the next Monthly Systems Meeting on Wednesday, November 16, 2005. Exception Request Details: Requestor: Eschelon Description of request with good cause for seeking an exception: This exception CR is requesting that IMA EDI 17.0 sunset no earlier than June 10th, 2006. This extension is being requested because the sunset of IMA EDI 17.0 scheduled on April 10th, 2006 will occur on the same weekend that the 19.0 upgrade is to take place. Vote Meeting Logistics Date: November 16, 2005 Time: During the November Systems CMP Meeting that begins at approximately 10:00 a.m. MT. Conference Bridge: 1-877-572-8687 Passcode 3393947# Supporting documentation: See related CR, SCR102505-01EX, in the Systems Interactive Reports at http://www.qwest.com/wholesale/cmp/changerequest.html. Deadline for e-mail votes: Pursuant to Section 17.0, all e-mail votes must be received by Qwest, cmpcr@qwest.com, prior to the official close of voting during the voting call/meeting. (Please refer to Section 17.4.3 of the Qwest Wholesale Change Management Document, http://www.qwest.com/wholesale/cmp/whatiscmp.html, for e-mail ballot format and procedures.) A clear statement delineating what Yes and No votes will mean: A vote of ‘Yes’ will indicate a preference that the IMA EDI 17.0 sunset date will not be scheduled earlier that June 10th, 2006. A vote of ‘No’ will indicate a preference that Qwest NOT extend the sunset date of IMA EDI 17.0 from April 10th, 2006. The appropriate voting standard: Section 16.4 states that If the Exception Request is for a Systems change or seeks to alter any part of this CMP (other than a particular instance of a Product/Process timeline change), a unanimous vote will be required. Thus, this vote will be held to a unanimous standard because the request seeks a change to the established CMP timelines for a Qwest originated systems timeline change.
