Description Of Change
McLeodUSA would like to propose the automation of the confirmation completion report from FBDL. Currently all confirmation reports come back as a FAX to the CLEC. We would like to see automation of this process to come back via EDI responses. We would also like to have the capability of multiple DSREDs to be populated on one EDI order in the event of an error. McLeodUSA feels that the current process of faxing AC responses back via the completion report is inefficient and inconsistent with the way FBDL and EDI work. This will allow for better tracking of completion responses and less chance for misplaced information.

Expected Deliverable:

CLEC’s would no longer need to look to faxes to receive additional information regarding their FBDL orders. This will streamline processes for the CLEC’s and Qwest allowing for better resolution of all FBDL responses that currently come via the fax. This would make response handling more consistent with other EDI products. This will give the ability for multiple responses to be sent to change the status of a single order from AC to AT in event of a reject in error to keep data integrity consistent between the ordering systems. McLeodUSA would like to see this implemented with a future FBDL upgrade.

During the January meeting, these CR's were presented for approval to close. The CR's were deployed with the IMA 14.0 Release, on December 8, 2003. The CR's are currently in CLEC Test status. Stephanie, You asked that these remain open until you could test them. This follow-up is to ask if you have had the opportunity to test this functionality and are okay to close them. It was agreed, by the CLECs, that these could be closed off-line. If you are not ready to have them closed, can you advise of what problems you are encountering so we can investigate. Thank you. Functionality Description: Currently confirmation completion reports from Facilities Based Directory Listings (FBDL) are sent as faxes to the CLEC for GUI and as the secondary notification for EDI users (for EDI CLECs, initial confirmation is received via the DSRED 855 transaction). The current process of faxing AC responses back via the confirmation completion report is inconsistent with the way FBDL and EDI work. We would like to see automation of this process so that IMA common responds back via individual electronic responses at the CCNA Purchase Order Number (PON) level on all orders with a status of Confirmation (AT), Accepted with Change (AC), Acknowledged with Detail No Change (AD) or Rejected (RF). This will allow for better tracking of completion responses and less chance for misplaced information. CLECs would no longer need to look to faxes to receive additional information regarding their FBDL orders with a status of AC. This will streamline processes for the CLECs and Qwest allowing for better resolution of the FBDL responses that currently come via the fax (for orders with a status of AC). This would make response handling more consistent with other EDI products.

IMA will automate the process for both EDI and GUI users and will provide an electronic response back to the CLEC at the PON/LSR level for each FBDL request. Additionally, IMA will be modified so that when a PON/LSR is returned with a status of AT, AC or AD, the PON/LSR will be completed within IMA. However, when a PON/LSR is returned with an initial status of RF, the PON/LSR will remain in a pending status for 10 calendar days so that the CLEC will have the opportunity to correct errors. If the LSR is not corrected within the 10-calendar day timeframe, IMA will cancel the request. If the CLEC attempts to resend/resubmit the request after the 10 calendar day timeframe, IMA will notify them of the cancellation.

Peggy stated that the 5 CR’s have synergies and would carry the same status as SCR103102-01. Peggy noted the 5 CR’s:

-- CMP Monthly Meeting June 19, 2003 CR Design Walk-through

SCR103102-01 Change to Confirmation Completion Report for FBDL Responses (originated by McLeodUSA) Connie Winston/Qwest stated that this listings change, in 14.0, touched on many of the other CR’s we had pending. Connie stated that there are currently 3 types of status for listings. Connie stated that an ‘RF’ is a fatal reject. An ‘AC’ is a small problem and will be fixed. An ‘AT’ is that the request was completed. Connie noted that these are for FBDL only. Connie stated that with 14.0, an ‘RF’ will only be sent through IMA, you can then make a change and resend it. Connie stated that this is similar to the request for a template, and may eliminate that need. Connie stated that an ‘AC’ will be Qwest responding to you that we are working on it and then Qwest will return an ‘RF’ or an ‘AT’. Connie noted that an ‘AT’ would be sent on completions. Connie stated that ‘AD’ is a new code to advise of information, such as to advise if a feature is not available in a specific state. The AD will provide Qwest the ability to provide information to the CLECs about the listing. Stephanie Prull/McLeodUSA asked if an ‘AD’ is equivalent to an ‘AT’ but with additional information. Connie Winston/Qwest stated that this would be included in the training. Connie stated there are five CR’s that are very similar, and Qwest believes that has incorporated the changes to meet the needs with this one in 14.0. 4/25/03 Additional Clarification Meeting

Nolan-Qwest stated that the purpose of the call was to clarify the request as requirements were being written. Prull-McLeod stated that the CR applied to IMA Common. Nolan-Qwest stated that it was listed as IMA Common in the CR. Gomez-Qwest stated that she had questions in regards to the difference between this CR and SCR041703. She stated that another CR had also been submitted by AT&T to move away from fax and move towards email. She stated that she understood that the second CR would provide a response per PON and not one large PON report. Prull-McLeod stated that it would be simular to the LSR. She stated that there would be one per FBDL order. Gomez-Qwest stated that she understood and that if there were 3000 orders then there would be 3000 unique responses.

Nolan-Qwest asked if there were any other questions or concerns. None. Nolan-Qwest thanked everyone for attending.

Questions: Gomez-Qwest asked about the fax confirmation reports. Prull-McLeod stated that McLeodUSA was requesting that the information come through EDI and not faxed. Gomez-Qwest reviewed the process for 855 AC corrections. Prull-McLeod stated that if AC is changed then they were requesting the response to come through EDI. Stecklin-Qwest asked if this would occur in IMA-EDI or be a change to IMA Common. Prull-McLeod stated that she thought it was to IMA-EDI. Gomez-Qwest stated that there was an 855 for every 850 received. She stated that if some did not work then the team would determine what needed to be corrected. Prull-McLeod stated that Qwest currently faxes back the information, but that they were requesting that the information be automated. Gomez-Qwest stated that the fax is sent as an FOC for orders. She stated that she thought this CR would also apply to IMA-GUI. She continued that there could be multiple responses for a single order. Prull-McLeod clarified that it was for AC to AT.

Nolan-Qwest asked if there were any other questions or any additions to the CR. She then stated that Prull-McLeod would present the CR at the next meeting.

Qwest has reviewed the information submitted as part of McLeodUSA Change Request SCR103102-01. Based upon research that has been conducted following the Clarification meeting (held November 7, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 6675 to 11500 IMA hours for this Change Request and 500 to 1000 for SATE testing.

This change request is available for Prioritization in IMA 14.0.
