Description Of Change
In order to better align Qwest with the BOS standard for adjustment information on the UNE accounts being formatted in CABS/BOS records. The From date and the Thru date need to be present. Also, the phrase code, the adjustment amount and any USOCs present need to be related and passed. Additionally, identification of whether the adjustment charges are recurring (monthly) or non-recurring need to be made. This request applies to all three CRIS regions.

February 3, 2005 Email Received from Eschelon: Peggy, I called the Qwest Wholesale Help desk today and opened a ticket number 1528318. The issue is that none of the information that appears on our Washington BillMate Adjustment files appears on the Minnesota BillMate Adjustment files. -- February 1, 2005 Email Sent to Eschelon: Kathy, We are not aware of any issues with the deployment in the Eastern region. This CR would have impacted ASCII, as one of the bill media that an adjustment would have appeared on, in all regions. The deployment was specifically to RSID/ZCID accounts, for recurring and non-recurring charges that were manually input by the ISC. Are there specific accounts where an adjustment should have appeared and is not, based on the mentioned criteria? - January 31, 2005 Email Sent to Eschelon: Kathy and Bonnie, The questions that I came out of the meeting were what media was impacted and also that Eschelon believed that there was a problem with the deployment in the Eastern region. Qwest is not aware of any issues, and that is why I asked for the ticket number. I apologize if I misunderstood the question. In response to the question as to the impacted media, the October 22, 2004 Notice (SYST.10.22.04.F.02204.DecCRISRelTechSpecs), sent to the CLEC Community, indicates the summary of change as follows:

Summary of Change: SYST.09.03.04.F.02034.CRIOctRelFinalTechSpecs, Qwest detailed the following changes which were installed on October 18, 2004: For the UNE Pots and UNE Loop products, adjustment from and thru date information will be provided. This data will be provided on the Detail of Adjustments Record (10-20-05-01) in the "Adjustment From Date" and the "Adjustment Thru Date" fields. The audit number will be populated in the 10-20-05-00 record, when provided by the customer and the recurring/non-recurring indicator will be populated on the 10-20-05-01 record. On December 6, 2004, a second portion of functionality will be delivered that is related to CMP SCR110802-02. The summary is below: This portion of work addresses adjustments issued for recurring or non-recurring charges associated to a single USOC. January 28, 2005 Email Received from Eschelon: Peggy, At the January CMP meeting I questioned Qwest as to whether ASCII BillMate was included in the changes made per the CR SCR110802-021G. The CR states for BOS formatted UNE accounts. What I took back from the meeting was that Qwest was going to check to see if ASCII was effected and if so what happened to the Eastern Region. Based on the fact that I do not know what the ASCII BillMate Adjustment file is supposed to look like and I am waiting for a reply from Qwest, I do not see the need to open a ticket. January 27, 2005 Email Sent to Eschelon: Good Afternoon, SCR110802-02IG Provide adjustment FROM and THRU dates for BOS formatted UNE accounts. At the January CMP Meeting Eschelon stated that it was not believed that the deployment of this CR was working in the Eastern region. Can you please advise me of the trouble ticket number that you received when you reported this issue? If you have not opened a ticket, can you please open one and then provide me with that number? January 19, 2005 Systems CMP Meeting Discussion: Kathy Stichter/Eschelon asked if this request was deployed for ASCII Billmate. Connie Winston/Qwest stated that it usually is for BOS BDT. Kathy Stichter/Eschelon stated that it appears that this was implemented for Central and Western files but not in Eastern region. [Comment Received from Eschelon 1-28-25: Kathy Stichter/Eschelon stated that it appears that in Central and Western the ASCII Adjustment file is working but not in Eastern region.] Connie Winston/Qwest stated that it is usually made available to all media and stated that she would check into the problem in the Eastern region. -- April 22, 2004 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that the targeted implementation date for this CR is October 14, 2004. Kathy Stichter/Eschelon stated that the CR of 5043176 asked for USOCs and asked if 5043176 was still being deployed in June. Connie Winston/Qwest stated that it is on the TBD Report. Connie stated that when it deployed, Central & Eastern worked but Western has a problem with a field. Kathy Stichter/Eschelon stated that this is causing a lot of time for disputes because there are no USOCs. Kathy stated that she is confused as to how some things get funded and others do not. Kit Thomte/Qwest stated that there would be a funding discussion later in this meeting. Liz Balvin/MCI stated that this is not on the approval list. Kit Thomte/Qwest stated that is her error in not getting it on the list. Kit stated that it was approved. Bonnie Johnson/Eschelon stated that 5043175 was to be implemented and stated that it needs to get done. Liz Balvin/MCI stated that this is a production support issue. -- February 19, 2004 Systems CMP Meeting Discussion Excerpt (Attachments H & J): Judy Schultz/Qwest stated that she wanted to provide an update to the funding approval process that was discussed in the January CMP Systems Meeting. Judy referred everyone to Attachment J in the Distribution Package. She stated that all CRs are being re-evaluated and must be approved. Judy said that CRs could not be scheduled without approval. Judy noted that the status of this CR is that it is being reviewed at the Qwest CEO level.

- April 17, 2003 Systems CMP Meeting Discussion: Carla Pardee/AT&T asked if there were targeted implementation dates for the CABS/BOS IABS Update CR’s. Carla stated that these are very important to AT&T. Lynn Notarianni/Qwest stated that they do not yet have targeted dates and noted that they will be provided as soon as they are determined.

RE: SCR110802-02IG-Provide adjustment FROM and THRU dates for BOS formatted UNE accounts Qwest has reviewed the information submitted as part of Change Request (SCR110802-02IG). Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 13,576 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.
