Description Of Change
Covad continues to experience a significant (20-40%) reject rate for our UNE (non line shared) DSL LSRs due to name and/or address mismatches with Qwest databases. Covad requests the ability to use abbreviated name and address ordering information to overcome minor inconsistencies in customer information in order to achieve a higher level of flow through. Specifically, Covad proposes only the customer last name, or business name be required along with subscriber address number only (SANO). This capability should greatly reduce the number of rejects caused by "Avenue vs. Av.", "St. vs. Street", and "Thomas vs. Tom" that we are now experiencing.

-- September 3, 2003 Email Sent to Mike Zulevic/Covad: Good Morning Mike, This email is in reference to 2 CMP CR's submitted by Covad. They were implemented in the IMA 13.0 Release on August 4, 2003. The CRs are currently in CLEC Test Status. Can these CR's be closed? There were no issues brought forward, from the CLEC Community, at the August Systems CMP Meeting. Please advise if you are okay to close these CRs, or if you need more time to validate. If you have encountered any issues that would prevent closure, please advise me of what those issues are so we can investigate. The 2 CRs are: SCR101802-02 Ability to submit Line sharing, Line Splitting and Loop Splitting LSR’s with TN only. SCR111102-02 Abbreviated ordering information for UNE DSL. Introduction of Attendees Mike Zulivic-Covad, Sheila Hoffman-Covad, Monica Manning-Qwest, Jill Martain-Qwest, John Gallegos-Qwest, Kimberely Powers-Qwest, Cindy Schwartz-Qwest, Laurel Nolan-Qwest CRPM

Review of Request- Nolan-Qwest reviewed the change request and the current status. She stated that during the last CMP Systems Meeting (December) Zulevic-Covad had withdrawn SCR111102-01 and decided to move ahead with the proposed solutions for this CR. Nolan-Qwest then turned the discussion over to Martain-Qwest. Martain-Qwest stated that the discussion had started from the ordering perspective. She stated that Qwest had offered a proposal to make some changes in edits and that she thought the conversation should start at that point. Zulevic-Covad stated that they wanted to be able to provide as little information as possible. He continued with the option of using SANO and the company name or end user last name. He stated that this would be used when adding a second line or a DSL order. Manning-Qwest stated that she wanted to understand the products effected. She stated that the CR stated UNE-DSL. She asked if Covad wanted UNE-DAL with UNE-P? Zulevic-Covad stated that they were requesting on Unbundled Loop and also line splitting. Manning-Qwest asked if it was all unbundled? Zulevic-Covad stated yes. Martain-Qwest clarified that this change would also be used for existing CSRs and not new orders. Zulevic-Covad stated that was correct and that it wasn't an issue on new orders. Martain-Qwest asked what activity types Covad was using when submitting orders. Hoffman-Covad asked if Qwest wanted a specific list of request types. Martain-Qwest stated yes, because Qwest had edits off of activity types. She stated that she needed the request and activity type. Hoffman-Covad stated that she would send the information in an email. Martain-Qwest asked if Covad would also provide an account number with SANO and the business name/end user last name. Hoffman-Covad stated that they don't always have a valid account number up front. Martain-Qwest stated that Covad should have the account numbers. Hoffman-Covad stated that they did on some, but not all. She stated that the edits should apply to IMA EDI and IMA GUI. Martain-Qwest stated that Qwest would need the valid account number to complete the search. Zulevic-Covad asked Hoffman-Covad how often Covad did not have the account number. Hoffman-Covad stated that Covad normally had them, but not always with older disconnects. Zulevic-Covad asked Hoffman-Covad had the SANO, Account Number, and business name/last name, do we think this would work. Hoffman-Covad stated that it would help. Martain-Qwest recapped that Covad would send the activity and request types and that Qwest would continue working on the request. She stated that she wanted to ensure that Qwest was processing the order for the correct account. Manning-Qwest asked if there were any other error conditions that Covad was trying to solve. Hoffman-Covad stated there were not. Martain-Qwest stated that she did not have any other questions and stated that they would wait for Covad's examples. Nolan-Qwest asked if there were any other questions or concerns. No other questions.

Review of Request: Nolan-Qwest read the description as posted on the CR from Covad. She stated that the CR had been presented as a walk on during the CMP Systems Meeting on November 21. She asked Zulivic-Covad if there were any additions to the CR. Zulivic-Covad stated that he was trying to identify the scope of the problem. He stated that he was open to discussing combining the CR with SCR111102-01. Manning-Qwest asked if Covad was having problems with pre-order. Zulivic-Covad stated that he was not sure if Covad was using the pre-order tool. He stated that Covad was looking for flow through. He continued that they were having problems with UNE-Loops and that they were currently using the information provided by the customer.

Confirm Areas and Products Impacted Nolan-Qwest reviewed the products and systems listed and asked if there were any additions.

Identify/Confirm CLEC's expectations Nolan-Qwest stated that Covad had requesed a Jan 1, 2003 date. She stated that the CR would be available for the 13.0 prioritization of IMA in the December 19th meeting.

Establish Action Plan Nolan-Qwest stated that Qwest will provide a response at the December 19th CMP Systems Meeting.

Nolan-Qwest asked if there were any other questions or concerns. No questions.

RE: SCR111102-02-Abbreviated ordering information for UNE DSL Qwest has reviewed the information submitted as part of Change Request (SCR111102-02). Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 1000-1700 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 13.0 prioritization vote.
